SUBJECT: BICYCLE PARKING AND BICY iLE REPAIR STATIONS
The purpose of this Letter to Commission (LTC) is to provide an update on the installation of bicycle
parking facilities and bicycle repair stations throughout the City. The Administration is coordinating a
ribbon cutting ceremony to be held on January 10, 2018 at 10AM for new long-term bicycle parking
facilities and bicycle repair stations recently installed within the 17 Street Parking Garage. A calendar
invite for this event will be forwarded to your respective offices.
The Bicycle/Pedestrian Master Plan (BPMP) adopted by the City Commission in 2015 identified a goal of
installing bike racks at 688 locations throughout the City to address the need for short-term and long-
term bicycle parking. The Transportation Department has been making significant progress on the
installation of bike racks citywide. In 2017, 275 bike racks were installed in the public rights-of-way and
over 700 bike racks have been installed since 2015. Staff continues to conduct assessments at street -
ends and intersection corners to identify opportunities for additional bike rack installations.
Short -Term Bicycle Parking
Short-term bicycle parking is usually defined as two hours or less in duration, such as might be
necessary outside a store, or for visitors to an office building, park, library, or government service center.
In addition to serving the most basic goal of providing a place for people to lock their bikes, short-term
bicycle parking has numerous benefits, including enhancing the overall streetscape of an area, and
increasing foot traffic resulting in potentially increased profits for retail businesses.
The City's standard design for short-term bicycle parking is the "Inverted U -rack". These racks have
been installed at most of the locations identified in the BPMP as areas lacking short-term parking supply.
While a significant amount of the short-term parking needs identified in the BPMP has been addressed,
staff continues to conduct assessments and observations of field conditions to identify opportunities for
additional locations for installation, particularly if improper bicycle parking is observed (e.g. bikes tied to
street posts, signs, trees, etc.). Additionally, staff evaluates locations in response to requests from
residents and business owners. Attachment A depicts an updated citywide bicycle parking inventory
map. The City's Public Works Department is currently performing inventory of all street furniture
including U -racks and once that effort is completed (anticipated in mid -2018), the bicycle U -rack
inventory map will be revised accordingly.
Long -Term Bicycle Parking
Long-term bicycle parking implies that the bicyclist is parking the bike all day, overnight, or for an
extended duration. Security, protection from the elements, and convenience are all important factors for
effective long-term parking. While some existing office and residential buildings accommodate long-term
bicycle parking (e.g. bike rooms), historically, the City has not provided this type of parking facility for

cyclists.
In the past few months, staff has worked on identifying suitable locations for implementation of long-term
parking. Two (2) areas within the 17 Street Parking Garage providing direct street access (from the
northeast and southwest corners of garage) were identified for this purpose. The facilities provide a
combination of vertical racks and inverted U -racks. Attachment B depicts the locations and photos of the
long-term bicycle parking facilities recently installed within the 17 Street Garage. At the northeast corner
of the garage, long-term parking is provided via 24 slots for vertical bicycle parking and 3 inverted U -
racks, thus providing parking for up to 6 bicycles. At the southwest corner of the garage, long-term
parking is provided via 29 slots for vertical bicycle parking and 3 inverted U -racks, thus providing parking
for up to 6 bicycles. The total bicycle parking capacity between the two locations is 65 bicycles.
Directional signs guiding users to the new bicycle parking facilities were also installed (Attachment B).
Additionally, bicycle repair stations were installed at each of the two locations. To improve safety and
security of the users and the bicycles, enhanced lighting was installed at both locations. Staff will
continue evaluating new locations for implementation of long-term parking facilities within City -owned
garages.
Bicycle Repair Stations
Bicycle repair stations are context -sensitive stands that include all the tools necessary to perform basic
bike repairs and maintenance, from changing a flat tire to adjusting brakes and derailleurs, and are
designed to handle all types of bicycles. The air pump includes a pressure gauge which ensures proper
inflation pressures. The tools are securely attached to the stand with stainless steel aircraft -grade cables
and tamper -proof fasteners. Hanging the bike from the hanger arms allows the pedals and wheels to
spin freely while making necessary adjustments. Users can easily scan the code on the station with their
smart phone to access a variety of tutorials on how to perform bike repairs.
Earlier this year, Commissioner Arriola's office reached out to the Transportation Department with a
desire to acquire and install a few bicycle repair stations similar to the one recently installed in the City of
Coral Gables. Pursuant to this request, the City's Transportation Department acquired two (2) units from
two (2) different manufacturers so that performance and durability of each of the units can be compared
in the field to help guide future acquisition and installation of additional units throughout the City. The
first unit was installed in July 2017 near the Police Station at Washington Avenue/11th Street in South
Beach. The second bike repair station was installed in October 2017 at Ocean Terrace/73rd Street in
North Beach (Attachment C depicts the locations of the existing bike repair stations). Staff will continue
to evaluate and install bicycle repair stations at locations throughout the City, as warranted.
The City's communication efforts in connection to long-term bicycle parking and bicycle repair stations
will include a press release, social media, e -newsletter inclusion, a Public Service Announcement (PSA),
and a mention in MB magazine.
