A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE LGBTQ ADVISORY COMMITTEE AT ITS
NOVEMBER 15, 2017 MEETING AND SUPPORTING SENATE BILL 66
(SB 66) CREATING THE "FLORIDA COMPETITIVE WORKFORCE
ACT," WHICH, AMONG OTHER THINGS, ADDS SEXUAL
ORIENTATION AND GENDER IDENTITY AS IMPERMISSIBLE
GROUNDS FOR DISCRIMINATION IN PUBLIC LODGING AND PUBLIC
FOOD SERVICE ESTABLISHMENTS, IN CERTAIN EMPLOYMENT
PRACTICES, AND IN HOUSING, RESIDENTIAL TRANSACTIONS, AND
LAND USE DECISIONS AND PERMITTING; AND, ENCOURAGING THE
FLORIDA LEGISLATURE TO AMEND SB 66 TO ALSO INCLUDE
PROTECTIONS AGAINST DISCRIMINATION FOR THOSE RIDING ANY
FORM OF TRANSPORTATION.
WHEREAS, Senate Bill 66 (SB 66) was filed for consideration during the Florida
Legislature's 2018 Session which creates the "Florida Competitive Workforce Act" and amends
various provisions in Chapters 419, 509, and 760 of the Florida Statutes to, among other things,
add sexual orientation and gender identity, as impermissible grounds for discrimination in public
lodging and public food service establishments; and
WHEREAS, SB 66 also adds sexual orientation and gender identity as impermissible
grounds for discrimination with respect to certain unlawful employment practices, and with
respect to the sale or rental of housing, the provision of brokerage services, the financing of
housing, residential real estate transactions, and land use decisions and permitting; and
WHEREAS, at its meeting on November 15, 2017, the City's LGBTQ Advisory
Committee unanimously passed a motion urging the City Commission to support SB 66 and to
encourage the Florida Legislature to amend SB 66 to further include protection for those riding
any form of transportation; and
WHEREAS, the Mayor and City Commission accept the recommendation of the LGBTQ
Advisory Committee.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the LGBTQ Advisory Committee at its
November 15, 2017 meeting and hereby support Senate Bill 66 (SB 66) creating the "Florida
Competitive Workforce Act," which among other things, adds sexual orientation and gender
identity as impermissible grounds for discrimination in public lodging and public food service
establishments, in certain employment practices, in housing residential transactions and
financing, and in land use decisions and permitting; and, encourages the Florida Legislature to
amend SB 66 to also include protections against discrimination for those riding any form of
transportation.
