A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING AND APPROVING A FIRST
AMENDMENT TO THE PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY AND THE
CORRADINO GROUP, INC. FOR THE NORTH SHORE
NEIGHBORHOOD STREETSCAPE PROJECT; SAID
AMENDMENT, IN THE AMOUNT OF $13,125, FOR
REIMBURSABLE EXPENSES; AUTHORIZING THE
CONSULTANT TO PROCURE A TOPOGRAPHIC SURVEY
OF STREETS ON PARKVIEW ISLAND AND TO
PROCURE TRAFFIC COUNTS OF ADDITIONAL
INTERSECTIONS REQUIRED BY FOOT FOR THE
COLLINS/HARDING AVE. TRAFFIC STUDY; AND
APPROPRIATING FUNDS, IN THE TOTAL AMOUNT OF
$13,125, FROM THE SERIES 2000 GENERAL
OBLIGATION BOND FUND, CONSISTING OF $9,150 FOR
THE TOPOGRAPHIC SURVEY, AND $3,975 FOR THE
TRAFFIC COUNTS.
WHEREAS, the City has issued General Obligation (G.O.) Bonds; Stormwater
Revenue Bonds; and Water and Wastewater Revenue Bonds, to provide funding for a
number of needed capital projects to be constructed in various areas of the City to
upgrade and improve the infrastructure for the purpose of providing better service to
residents and visitors; and
WHEREAS, The Corradino Group, Inc. was selected as the second ranked firm
by an Evaluation Committee and recommended as the top ranked firm by the
Administration on May 16, 2001, pursuant to Request for Qualifications (RFQ) No. 10-
00/01 for Urban Design, Landscape Architecture and Engineering Services for the North
Shore Neighborhood (the Project); and
WHEREAS, pursuant to Resolution No. 2001-24382, adopted by the Mayor and
City Commission on May 16, 2001, the Administration negotiated an Agreement with
the Corradino Group, Inc. to provide planning services and to develop design and
construction documents for Bid Package A, as described in the Scope of Services; and
WHEREAS, pursuant to Resolution No. 2001-24625, adopted by the Mayor and
City Commission on October 16, 2001, the Mayor and City Clerk executed the
Agreement, which is composed of planning services, in the amount of $117,293; design
services, in the amount of $115,624; bidding and award services, in the amount of
$8,512; traffic study services, in the amount of $74,960; and reimbursable expenses, in
the amount of $23,300, for the Project; and
WHEREAS, the Administration now requests approval for a first Amendment to
the Agreement between the City and the Corradino Group, authorizing the Consultant to
procure a topographic survey of the streets on Parkview Island, at a cost of $9,150; and
to procure traffic counts at additional intersections required by FDOT for the
Collins/Harding Avenue traffic study, at a cost of $3,975; and
WHEREAS, the Administration further requests appropriation of funds, in the
total amount of $13,125 from the Series 2000 General Obligation Bond Fund to cover
expenses for these services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and authorize the Mayor and City Clerk to execute a first
Amendment to the Professional Services Agreement between the City and the
Corradino Group, Inc. for the North Shore Neighborhood Streetscape Project, said
amendment, in the amount of $13,125 for reimbursable expenses; and authorizing the
Consultant to procure a topographic survey of the streets on Parkview Island and to
procure traffic counts at additional intersections required by FDOT for the
Collins/Harding Avenue traffic study; and appropriating funds, in the total amount of
$13,125 from the Series 2000 General Obligation Bond Fund, consisting of $9,150 for
the topographic survey, and $3,975 for the traffic counts.

Issue:
Approve contract amendment and appropriate additional funding needed for unforeseen reimbursable
expenses.
Item SummarY/Recommendation:
Because of the complexity of the North Shore neighborhood and the limited funds available, the
Administration recommended negotiating fees in two phases for the streetscape project. The first phase
Agreement, approved and authorized on 10/17/01, included planning services; the Collins/Harding traffic
study; and design, bidding and construction administration for Bid Package A located around North Shore
Park. Now, midway through the planning phase, a need for two reimbursable expenses has arisen. One
is to immediately obtain a survey of streets on Park View Island, which would routinely be required anyway
during the design phase of the project. The other results from a requirement by FOOT to obtain turning
movement counts at 18 additional intersections over and above the number of intersections previously
identified and budgeted in the existing Agreement. The recommendation is to amend the Agreement with
The Corradino Group to authorize the Consultant to procure a survey of the streets on Parkview Island and
to procure additional traffic counts required by FOOT for the Collins/Harding traffic study; as well as to
appropriate funding from the Series 2000 G.O. Bonds for these unforeseen reimbursable expenses.

FUNDING:
Funds for these additional reimbursable expenses in the amount of $13,125 are available
from the Series 2000 General Obligation Bond Fund.
BACKGROUND:
City Commission Resolution No. 2001-24625, adopted October 17, 2001, authorized the
Mayor and City Clerk to execute an agreement with the Corradino Group, Inc. to provide
the following professional services: (1) planning services for the entire North Shore
Neighborhood Streetscape Project; (2) a traffic study required by the Florida Department
of Transportation (FDOT) for implementation of the two-way boulevard proposed in the
1994 North Shore Plan by Andres Duany and Elizabeth Plater-Zyberk; (3) design, bidding
and award, and construction administration services for Bid Package A located around the
72nd Street site and North Shore Park; and (4) reimbursable expenses associated with
these specific services.
Task 5.1 in the Scope of Services requires the Consultant to collect traffic count data as
a reimbursable expense at all signalized intersections plus a sample of 6 unsignalized
intersections in the study area from 71st Street to 87th Avenue. However, now FDOT

officials have determined that traffic count data is needed for all intersections on Collins
and Harding Avenues within the study area in order to use a particular type of traffic model
known as Corsim. This requires traffic counts at 18 additional intersections. The original
estimate of $7,500 in reimbursable expenses for traffic counts must be increased by
$3,975.
Task 6.3 in the Scope of Services authorizes the Consultant to arrange for and coordinate
the efforts of licensed surveyors to prepare a topographic 'survey of 2880 linear feet of
right-of-way within the project limits for Bid Package A, which includes streets surrounding
the 72nd Street site and North Shore Park. The cost of surveying in other areas of the
North Shore neighborhood was not included in the original contract because the location
and nature of the work had not yet been identified. It was intended that the remainder of
the fees and reimbursable expenses would be negotiated at the conclusion of the Planning
Task when the specific funded projects would be defined. However, atter the Consultants
studied available maps for Park View Island and attempted to plan parking, sidewalks and
landscaping improvements, it became evident that any conceptual plans would be
meaningless without a survey to locate property lines, driveways and utility poles.
Parkview Island is unique in this need to have a survey during the Planning Task because
of the complexity of existing conditions. All streets on Parkview Island will have water line
replacement; therefore the survey will be necessary for design and construction
documents. The cost of the Park View Island survey is $9,150, which will be a
reimbursable expense.
Therefore he Administration recommends the adoption of the attached Resolution by the
Mayor a City Commission.
