A RESOLUTION OF THE CITY COJOlISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CONFIRMING CITY OF
MIAMI BEACH RESOLUTION NO. 90-19917, ADOPTED
ON FEBRUARY 21ST OF 1990, WHICH ORDERS AN
IMPROVEMENT AND ESTABLISHES A SPECIAL
ASSESSMENT DISTRICT TO BE KNOWN AS THE NORTH
SHORE PUBLIC AREA REVITALIZATION DISTRICT
NUMBER 1 AND PROVIDING FOR SAID IMPROVEMENT
TO BE AN ASSESSABLE PROJECT IN ACCORDANCE WITH
SECTIONS 29 AND 30 OF THE CITY CHARTER.
WHEREAS, the city commission of the City of Miami Beach, by
Resolution No. 90-19917 passed and adopted on the 21st day of
February, 1990, ordered the North Shore Public Area Revitalization
District #1, and the Director of Public Works has prepared and
filed with the city Clerk plans and specifications of such
improvement and an estimate of the cost thereof, including an
estimate of the cost of the incidental expenses of said
improvement, and an estimate of the amount to be assessed against
each front foot of abutting property; and
WHEREAS, By City of Miami Beach Resolution No. 90-19918, adopted
on February 21, 1990, the City Commission ordered a public hearing
for Wednesday, April 18, 1990 at 3: 00 P.M. to take testimony
regarding the establishment of said Special Improvement District;
and
WHEREAS, due notice by publication as required by the City Charter
has been made that the City commission would on the 18th day of
April, 1990, at the City commission Chambers, City Hall, at 3:00
p.m. receive and hear objections of all persons interested to the
confirmation of said resolution ordering said improvement, and
objections having been presented and heard at the time and place
aforesaid; and
WHEREAS, Pursuant to said public hearing, Section 30(h) of the
Miami Beach City Charter requires that a Resolution confirming
City of Miami Beach Resolution No. 90-19917 be adopted.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COJOlISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, THAT:
This Resolution confirms City of Miami Beach Resolution No.
90-19917 ordering the establishment of the North Shore Public Area
Revitalization District #1, and expresses the intention of the City
of Miami Beach to proceed in accordance with Sections 29 and 30 of
the City Charter in creating a special improvement district

As a property owner in the North Shore Public Area Revitalization District #1 (NSPAR), you may be aware of the
proposed specl.1 assessment to fund a capital Improvement project. The City of Miami Beach is sending this
information package in order to Inform all affected property owners of the particulars of this project.
Due to an increase In crime and . drop in tourism, the North Shore area has suffered reduced business earnings,
lower property values, and fewer tourists, The proposed capital improvement project, which consists of street
and sidewalk ~iflcations, attractive landscaping. pedestrian'oriented lighting and furnishings, is designed
to help reverse this trend.
Funding for this project will be a cooperative effort of City, State, and private dollars. The proposed
project's total budget, including a breakdown of the CClq)Onent costs, is provided in the enclosed information
package.
The North Shore Development Corporation, in conjunction with the City Of Miami Beach, has scheduled two public
workshops designed to inform you of the proposed project. These workshops will be held on Thursday, March 29th,
and Thursday, April 5th, at 5:00 p.m,. at City National Bank, 300 - 71st Street. We encourage you to attend
and participate in these workshops so that the City may properly address your questions.
In addition to the publ ie'S views presented st these workshops, the City Conmission hss requested that we survey
the .raa property owner. to seek their opinion on the proposed capital improvement project. Enclosed is an
infonnational package designed to inform you of the project. Please review the information package carefully

What is the Tunetable for the Capital Improvement Project ?
The plan will be discussed In March and April, On April 18, 1990 the City Commission will make their
decision whether to iMPlement the project. If the project Is approved, a Request For Proposal CRFP) will
be Issued with an adequate response time, so that a design engineer can be selected by August of this
year, A project menager will be hired by October to coordinate construction and participate in marketing
pia.. for the area, Detailed design plans end bid specifications would be prepared In Decent>er 1990 and
a contractor selected from public bids In March of 1991. Construction would begin In phases during
Il8rch/April of 1991, Earlier phases would be cOlllpleted nuch sooner. The final phase of construction
would begin s_tl_ in 1992 and be cOll'pleted by J......ry of 1993,
Will Construction Inconvenience Pedestrians and Merchants ?
C_truction involving the streetscape iMPr_ts will c_e limited Inconvenience. Construction would
proceed in phases, so that any inconvenience would last only a few months, Access would be preserved to
the greatest extent possible during the entire tille, The positive i~ct on the area resulting from the
I.."._t will begin to develop before the cOlllpletlon of construction.
What are the Project Components ?
The _jor component consists of street and sidewalk ~Ificatlons and repairs. in addition to the State
of Florida's street resurfacing streets plans. This c~t would cost S2.488,OOO. Second, more
effective and increased lighting throughout the project area would cost'Sl.010,OOO, Each year, S100.000
would be allocated for maintaining the i~rovements, Engineering design would cost S376,OOO, landscaping
with palms, planters, grates, etc, Is budgeted at Sl75,OOO. mobilization for construction costs would
amount to Sl88,OOO, and street furniture would cost S85.000. As is customary with construction projects.
a 10 parcent contingency Is provided In the overall budget,
Will the Public be Part of the Process ?
This project has been developed during a year-long planning process with significant participation from
the North Shore Development Corporation, the Miami Beach Chamber of Commerce North Shore Task Force and
the City'S safe Neighborhood District 2 planning team. Two community workshops were held with property
~rs, merchants and residents on October 24, 1989, and on Novell'ber 14, 1989, to review this project and
seek Input, The City Commission first reviewed these plans at their meeting of February 21, 1990.
Prior to the City Commission public hearing scheduled for April 18, 1990, information will be provided
to the public in the form of visual displays at the community locations previously mentioned, Written
information will be distributed and oral presentations will take place at two public workshops to be
held on March 29 and on April 5. The public workshops will take place at 5:00 pm In the City National
Bank lobby at 300 - 71st Street. City officials and representatives of the North Shore Development
Corporation will be present to explain In detail the proposed i~rovements and the Special Assessment
District plan end to hear views from the community, All Interested parties are Invited and encouraged
to attend,

How Much Would the Proposed Capital Improvement Project Cost ?
The esthllllted total cost Is '5,885,000 to be spread over ten years at about 10 percent Interest. The City
would Issue bonds to fund construction. Bord1olders will be repaid over a period of ten years.
Who Would Pay for the Capital Improvement Project ?
Each property fronting on the streets being improved would be assessed an equal portion per lineal foot
of property frontage, The City and State would pey for 30 percent, or '1,765.000 of the total cost and
70 percent, or 54,120,000 of the project, would be peid for by the assessed property owners.
Who Will Benefit from the Capital Improvement Project ?
The I~rovement would benefit property owners, residents, shoppers and pedestrians. OWners of comnercial
property would enjoy the appreciation of their property value and increased earnings based on the safety
and attraction of the area,
How Will the Assessment Process be Implemented ?
The City Commission has established the North Shore Public Area Revitalization District No.1, consisting
of Collins Av__ from 63rd to 75th Streets. Ocean Terrace and Collins Court from 73rd to 75th Streets,
73rd and 75th Streets between Collins Court and Ocean Terrace and 71st Street from Coli ins Avenue to Rue
Notre Dame, with the fountain Area on Normandy Isle, A public hearing is scheduled for April 18, 1990,
when the City Commission will decide whether to take the necessary steps to implement the project. If
approved, property owners will be billed amually for their portion of the improvement project based on
their lineal footage_ The City will pay interest and the principel on the project bonds from the special
a..es_nt funds,
How Much Would a Typical Property Owner be Assessed Each Year?
The private share of the total cost is 70 percent. or 14,120,000 which comes to '183.11 for each lineal
foot of frontage. (The total number of feet of lineal frontage on the project streets comes to 22.500
feet), Spread over ten years at 10 percent interest, the annual assessment for a typical 50-foot lot
comes to '1,492,00, or approximately '124,33 per month,
Will a Comer Property Have to Pay for Footage All Around ?
Yes. The formula adjustment for corner properties allows footage on the second street to be assessed at
50 percent and footage on an alley such as Coli Ins Court between 73rd and 75th Streets would be assessed
at onl y 25 percent,

Following the Public Hearing scheduled for 3:00 p.m., the
Administration recommends adoption of the attached Resolution
confirming City of Miami Beach Resolution No. 90-J.99J.7, adopted
on February 2J.st of J.990, which orders an improvement and
establishes a special assessment district to be known as the North
Shore Public Area Revitalization District # J. and providing for
said improvement to be an assessable project in accordance with
sections 29 and 30 of the City Charter.

The North Shore Development corporation met
and asked the City to present design concepts
to make the North Shore a safer and more
economically viable portion of Miami Beach.
A meeting was held at 3:00 p.m. in the City
National Bank Lobby at 300 71st Street. This
meeting included: property owners in the North
Shore area, North Shore Development corporation
Board members, and staff from the City'S
Economic and Community Development Department.
Attendance at this meeting was 29 effected
individuals. Input was gathered from all
parties with regard to a capital improvement
project being proposed for the area.
Meeting announcements were distributed by hand
to all merchants and tenants who would be
affected by the proposed improvement project.
Prior to this meeting notices had been mailed
to the affected owners of record in the area.
The merchants and tenants were encouraged to
attend a meeting scheduled for November 14,
1989, to discuss a proposed improvement proj ect
and to gather input from affected parties.
A meeting was held at 3:00 p.m. in the City
National Bank Lobby at 300 71st Street. This
meeting included: property owners, merchants
and tenants from the North Shore area, North
Shore Development Corporation Board members,
and staff from the City's Economic and
Community Development Department. Attendance
at this meeting was 54 effected individuals.
Input was gathered from all parties with regard
to a capital improvement proj ect being proposed
for the area.
The City commission approved Resolution
No. 90-19917 which orders a capital
improvement project for the area to known as
the North Shore Public Area Revitalization
District No. 1. The City commission also
approved Resolution No. 90-19918 which
established the date to hear public testimony
with regard to the proposed district as April
18, 1990 at 3:00 p.m. in commission Chambers
at City Hall.
Meeting announcements and information packets
were sent to all property owners of record
(from the tax roles) who will be affected by
the proposed capital improvement project.
Questionnaires which asked the property owners
to responded to three questions were also
distributed in the information packet. A
sample of the information packet and
questionnaire is provided as Attachment "A" to
this document.
The first of two public workshops to discuss
the proposed capital improvement project was
held at the City National Bank, 300 - 71st
Street. Attendance at this meeting was
approximately 16 individuals. A "story Board"
explaining the proposed project was placed in
the Lobby area with informational handouts
attached to educate the public about the
project.

As you are aware, the City and the North Shore Development
Corporation (NSDC) have been working diligently for quite some
time, to revitalize and upgrade the North Shore Area. Since the
publication of the "North Shore Revitalization Plan" in March 1986,
many actions have been taken, and various programs have been
instituted in the North Shore Area, in order to reverse the decline
and to upgrade the area. However, a major capital improvement
project is necessary, if we are to effectively revitalize the North
Shore Area.
On February 21, 1990 the City Commission adopted Resolution No.
90-19917, which orders an improvement and establishes a special
assessment district to be known as the North Shore Public Area
Revitalization District #1 (NSPAR #1), providing for said
improvement to be an assessable project in accordance with section
29 and 30 of the City charter.
As a fOllow-up to that action, pursuant to Resolution No. 90-19918,
a public Hearing has been scheduled for wednesday April 18, 1990
at 3: 00 p.m., and such public Hearing was duly advertised.
Following that Hearing, you will be asked to adopt a new Resolution
which confirms Resolution No. 90-19917 (2/21/90).

An extensive planning phase and public information/input process
has been undertaken for the North Shore Publ ic Area capital
Improvement Project, as follows:

The North Shore Revitalization Plan is
published by the City of Miami Beach. This
Plan provides quidelines for the improvement
of the declining North Shore area.
