COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA
AMENDING DIVISION 24 OF CHAPTER 2 OF THE MIAMI
BEACH CITY CODE ENTITLED "CAPITAL PROJECTS
OVERSIGHT COMMITTEE," AMENDING SECTION 2-
190.83 BY AMENDING THE NAME OF THE COMMITTEE
AND THE COMPOSITION OF THE COMMITTEE TO
INCLUDE A NON-VOTING,EX-OFFICIO MEMBER FROM
THE CONVENTION CENTER ADVISORY BOARD,
PROVIDING FOR SEVERABILITY, CODIFICATION,
REPEALER, AN EFFECTIVE DATE, AND SUNSET
PROVISION.
WHEREAS, the Mayor and City Commission deem it advisable to amend the name of the
Capital Projects Oversight Committee to the Convention Center Capital Projects Oversight
Committee and to amend the composition of the Committee to include a non-voting, ex-officio
member from the Convention Center Advisory Board.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA:
SECTION 1. AMENDMENT OF DIVISION 24, SECTION 2-190.83 OF CHAPTER 2 OF
THE MIAMI BEACH CITY CODE.

That Miami Beach City Code Chapter 2, Division 24, is hereby amended as follows:
DIVISION 24. CONVENTION CENTER CAPITAL PROJECTS OVERSIGHT
COMMITTEE
Sec. 2-190.83 Composition
(a) Composition. The Convention Center Capital Projects Oversight Committee shall consist
of seven(7) voting members to be appointed by the commission at-large, to include at least:
1. One civil engineer.
2. One general contractor.
3. One accountant.
4. One attorney.
There shall be one(1)non-voting ex-officio position appointed by a majority vote of the City
Commission from the Convention Center Advisory Board. The City Commission may appoint, by
a majority vote, additional non-voting, ex-officio members to assist the committee in fulfilling its
defined purposes.
SECTION 2. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid,the
remainder shall not be affected by such invalidity.
SECTION 3. CODIFICATION
It is the intention of the City Commission, and it is hereby ordained that the
provisions of this ordinance shall become and be made part of the City of Miami Beach City Code
as amended;that the sections of this ordinance may be renumbered or relettered to accomplish such
intention; and that the word"ordinance"may be changed to "section" or other appropriate word.
SECTION 4. REPEALER.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 5. EFFECTIVE DATE AND SUNSET PROVISION.
This Ordinance shall take effect on the 2nd day of October 1999.
This Ordinance shall automatically sunset on October 1, 2002.

ADMINISTRATION RECOMMENDATION:
Adopt the Ordinance.
BACKGROUND:
On June 23, 1999, the City Commission by Commission Memorandum No. 462-99 adopted an
Ordinance creating Division 24 of Chapter 2 of the Miami Beach City Code entitled "Capital
Projects Oversight Committee".This Committee is charged with the responsibility of recommending
to the Administration and overseeing all capital projects proposed in conjunction with the Miami
Beach Convention Center and Jackie Gleason Theater.
At its regular meeting of June 24, 1999, the Convention Center Advisory Board unanimously
forwarded a recommendation to the City Administration for the Capital Projects Oversight
Committee to include an ex-officio representative from the Convention Center Advisory Board. The
CCAB request is based on its responsibility for the operational and policy oversight of the
Convention Center and Theater, and thus it feels that it warrants representation in the process of
capital improvements that will ultimately affect the operation of the Center and Theater.
This item was passed on first reading by the City Commission at the meeting of July 21, 1999.

ANALYSIS:
The Administration concludes that the Convention Center Advisory Board's duties in fact do
correlate with those of the Capital Projects Oversight Committee, and thus an ex-officio position
representing the CCAB on the Capital Projects Oversight Committee is warranted. Additionally,
the administration recommends naming the committee "Convention Center Capital Projects
Oversight Committee."
CONCLUSION:
The Administration recommends that the Convention Center Advisory Board be granted one ex-
officio position on the Capital Projects Oversight Committee and adding "Convention Center" to
the committee name.
