C CITY OF MIAMI BEACH CITY HALL 1700 CONVENTION CENTER DRIVE MIAMI BEACH, FLORIDA 33139 http:Uci.m iam i-beach.fl.us COMMISSION MEMORANDUM NO. 4' —DO TO: Mayor Nelsen O. Kasdin and DATE: June 7,2000 Members of the City Commission FROM: Lawrence A. Levy ykijo City Man ger O SECOND READING PUBLIC HEARING SUBJECT: ORDINANCE AMENDING ORDINANCE NO. 789, THE CLASSIFIED SALARY ORDINANCE ESTABLISHING THE CLASSIFICATIONS OF 911 COMMUNICATIONS RECORDS CUSTODIAN, BUILDING SERVICES TECHNICIAN, LEAD MECHANIC AND PARK RANGER; INCREASING BY 3% AS OF MAY 8, 2000, THE MINIMUM AND THE MAXIMUM OF THE SALARY RANGE FOR CLASSIFICATIONS REPRESENTED BY EACH CLASSIFICATION IN GROUP VI, BEING OTHER CLASSIFICATIONS IN THE CLASSIFIED SERVICE NOT COVERED BY A BARGAINING UNIT, AND GROUP I, BEING THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES. ADMINISTRATION RECOMMENDATION: Adopt the Ordinance. ANALYSIS: This Ordinance was approved on first reading at the May 24, 2000 Commission meeting. By establishing the classifications noted below, the Administration will provide appropriate titles and salary ranges for individuals performing the cited duties and facilitate implementation of the provisions of the 1999/00 budget and departmental reorganizations: 911 Communications Records Custodian ($26,449 - $48,486) - specialized work in maintaining control of a centralized data library within the City of Miami Beach Public Safety Communications Bureau(PSCB), in order to support processing operation. Building Services Technician($18,972 - $34,780) -Advanced and responsible skilled labor duties involving lead work. F:\SALL\COMM-MEM\SALOOCL2.W PD AGENDA ITEM ^ DATE `(' -J Lead Mechanic ($28,740 - $52,686) - performs difficult skilled mechanical work on specialized construction and automotive equipment in a fleet environment. Park Ranger($16,068 - $29,457) - Maintaining order, enforcing security, and assisting the general public through patrolling at assigned Parks and Recreational facilities throughout the City. { The pay range changes addressed in this Ordinance relate to job classifications of positions represented by non-union classified employees. As many of these non-union positions supervise union represented classifications whose ranges have increased due to collective bargaining agreements, salary compression has resulted. External competitiveness and internal equity are dimensions we must consider in maintaining a proper compensation plan. Our current review reveals that external competitiveness and internal equity are now at odds with each other. An evaluation of external competitiveness indicates that the City is near or at average salary levels. Internal equity analysis indicates that managerial and supervisory salary ranges are too compressed with those of non-supervisory personnel. This recommendation strikes a balance between the two methods of salary comparison. Given these considerations noted,we are recommending that the minimum and the maximum of the pay ranges for the classifications addressed be increased by 3% in May 2000, when the AFSCME collective bargaining agreement calls for a 3%salary adjustment. The CWA,IAFF and FOP received 3% in September, 1999, and GSA was approved in 1999 by ordinance for May, 2000. The recommendations made here relate to pay ranges oily. CONCLUSION: By establishing four (4)new classifications and ipereasing the minimum and the maximum salary of each classification covered by AFSCME and of each classified classification not represented by any bargaining unit, this Ordinance will ensure that the City has an employee classification and compensation system which is fair and will provide a balance between internal equity and external competitive ss. 1\116 N LAL:MG: :LG F:\BALL\COMM-MEM\SALOOCL2.W PD 4. • ° U cC cd cn M . bA C%) U O E U M o , U ct W • o ° o8mt z.CA) o U 00
