AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AMENDING CHAPTER 2 ENTITLED
"ADMINISTRATION," BY AMENDING ARTICLE III,
DIVISION 27, ENTITLED "COMMITTEE FOR QUALITY
EDUCATION IN MIAMI BEACH SCHOOLS"BY AMENDING
SECTION 2-190.130 TO PROVIDE FOR REPRESENTATIVES
SELECTED BY THE PARENT TEACHER ASSOCIATION OF
EACH FEEDER PATTERN SCHOOL AND PROVIDING FOR
TWO ADDITIONAL EX-OFFICIO MEMBERS; PROVIDING
FOR REPEALER, SEVERABILITY, CODIFICATION, AND
AN EFFECTIVE DATE.
WHEREAS,the Mayor and City Commission of the City of Miami Beach wish to amend
the Committee for Quality Education in Miami Beach Schools to provide for representatives selected
by the Parent Teacher Associations of each feeder pattern school and to provide for two additional
ex-officio members.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA:
SECTION 1. That Article III of Chapter 2 of the Miami Beach City Code chapter entitled
"Agencies, Board, and Committees," be amended as follows:

Division 27. Committee for Quality Education in Miami Beach Schools
Sec. 2-190.127 ESTABLISHED. There is hereby established the Committee for Quality
Education in Miami Beach Schools whose purposes, power and duties, composition,
membership qualifications, and general governing regulations are as follows.
Sec. 2-190.128 PURPOSE: The Committee's purpose is to guide the City's efforts
toward providing the best education possible in Miami Beach public schools.
Sec. 2-190.129 POWERS AND DUTIES: The Committee is vested with the power and
authority to make recommendations to the City Commission of Miami Beach and to
investigate, develop, and carry out plans to promote and ensure the provision of quality
education in Miami Beach Public Schools.
Sec. 2-190.130 COMPOSITION: The Committee shall consist of nine (9) thirteen (13)
fifteen (15) voting members and two (2)€ettr-(4)three (3) non-voting ex-officio members
to be comprised as follows:
The president of the PTA of North Beach Elementary A representative selected by the Parent
Teacher Association of North Beach Elementary
The president of the PTA of Biscayne Elementary A representative selected by the Parent
Teacher Association of Biscayne Elementary
The president of the PTA of Feinberg-Fishcr Elementary A representative selected by the
Parent Teacher Association of Feinberg-Fisher Elementary
The president of the PTA of South Pointc Elementary A representative selected by the
Parent Teacher Association of South Pointe Elementary
The president of the PTA of Nautilus Middle School A representative selected by the
Parent Teacher Association of Nautilus Middle School
The president of the PTA of Miami Beach high School A representative selected by the
Parent Teacher Association of Miami Beach High School
A representative selected by the Parent Teacher Association of Ruth K. Broad Elementary
School
A representative selected by the Parent Teacher Association of Treasure Island Elementary
School
Thrcc (3) seven (7) members of the public with knowledge or expertise with regard to
education issues who shall be direct appointedments by the Mayor and
each City Commissioner with no more than three who can be employed or contracted by
Miami-Dade County Public Schools.
An Assistant City Manager or any appropriate City staff member for the City of Miami
Beach, as designated by the City Manager for the City of Miami Beach, who shall sit as a
non-voting ex-officio member of the Committee.
A Two City Commissioners for of the City of Miami Beach who shall be appointed by a
majority vote of the City Commission and who shall sit as a non-voting ex-officio members
of the Committee.
Sec. 2-190.131 KNOWLEDGE AND EXPERIENCE: See "Composition."
Sec. 2-190.132 SUPPORTING DEPARTMENT: Office of the City Manager.
SECTION 2. CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is
hereby ordained that the provisions of this ordinance shall become and be made a part of the Code
of the City of Miami Beach,Florida. The sections of this ordinance may be renumbered or relettered
to accomplish such intention, and the word "ordinance" may be changed to "section", "article," or
other appropriate word.
SECTION 3. SEVERABILITY.
If any section, sentence, clause or phrase of this ordinance is held to be invalid or
unconstitutional by any court of competent jurisdiction,then said holding shall in no way affect the
validity of the remaining portions of this ordinance.
SECTION 4. REPEALER.
All resolutions, ordinances,or other City legislation in conflict herewith be and the same are
hereby repealed.
SECTION 5. EFFECTIVE DATE.
This Ordinance shall take effect on the 17th day of June , 2000.

ADMINISTRATION RECOMMENDATION:
Adopt the Ordinance.
ANALYSIS:
This Ordinance was approved on first reading on May 24, 2000.
The Quality in Education Committee,created by Resolution in October 1999,has been charged with
making recommendations to better improve public education in our City. The Committee has been
meeting regularly since February 2000. During its meetings, the Committee has encountered two
issues that affect its ability to conduct business as intended.
The first issue is the Committee's composition. The Committee's current composition does not
include any representation from two feeder pattern schools, Ruth K. Broad Bay Harbor Elementary
and Treasure Island Elementary. As part of the feeder pattern,the Committee feels that these schools
should be represented. Furthermore, the Ordinance creating the Committee stipulates that the
President of each feeder pattern school's Parent Teacher Association serves as a voting member.
Since it has proven difficult for several schools to ensure the participation of this individual, the
Committee recommends amending the Ordinance to define each school's member as "a
representative selected by the Parent Teacher Association" of each public school within the Feeder
Pattern.
The second issue is regarding the equitable representation of parents and employees of Miami-Dade
County Public Schools as Committee members. The Committee feels that additional at-large
appointments would increase the diversity of viewpoints on education-related issues. The Committee

recommends increasing at-large membership from three (3) to seven (7) members. By further
limiting the number of Miami-Dade County Public School employees who can be appointed as
at-large members to no more than three,the Committee ensures that its composition will reflect the
views of parents and other interested parties and not just those of the Miami-Dade County Public
Schools. The Committee approved the following change in its composition at its April 14, 2000
meeting:

Seven (7) members of the public with knowledge or expertise with regard to education
