MEETING ON FRIDAY, JULY 21, 2017
A meeting of the Finance and Citywide Projects Committee was held on Friday July 21, 2017 at 3:00
p.m. in the Commission Chamber, 3rd Floor of City Hall. Commissioners in attendance: Commissioners
Ricky Arriola, Joy Malakoff, John Elizabeth Alemán, and Micky Steinberg. Members from the
Administration and the public were also in attendance.

BUDGET BRIEFING:
OLD BUSINESS
1. Finalizing Proposed FY 2017/18 Capital Budget Development
ACTION
John Woodruff, Chief Financial Officer, presented the item.
Ron Starkman, Chair of the Budget Advisory Committee, spoke on behalf of the Committee and
voiced their opinions and concerns regarding the budget.
The following items were requested by the committee:
Biscayne Beach Parking Garage
o Unfund $1 million from the Parking Operations fund
o Reduce Fee-in-lieu-of Parking from $1.2 million to $300,000
o Swap $300,000 in existing PAYGO from Fee-in-lieu-of Parking for a total of
$600,000
Potentially add $3 million in PAYGO from proposed millage rate increase of 0.10 at the
July 26th Commission meeting.
o Identify specific projects to fund
2. Finalizing Proposed FY 2017/18 Operating Budget
ACTION
John Woodruff, Chief Financial Officer, presented the item.
The following items were requested by the committee:
Enhancement changes
o Add $68,000 for a Legal Secretary for the City Prosecutor
o Add $250,000 one-time cost for AID Prevention UM Prep Clinic
o Add $72,000 for 2 part-time Park Rangers in North Beach
o Add $100,000 for Art Décor weekend (check why not VCA funded)
o Add a place holder in Communications for community education related to the
2018 G.O. Bond Program election
Millage change
o Increase millage by 0.10 mills in advance of the anticipated G.O. Bond program
millage rate increase
o This would add approximately $3 million to PAYGO in FY 2018

3. G.O. Bond Update
ACTION
John Woodruff, Chief Financial Officer, provided a presentation on the G.O. Bond program. He
explained the past G.O. Bond program that the City had in 1999 and the projects that are
remaining. He also explained the necessary millage rate needed to fund the bond program. The
Committee discussed the timing issues regarding the millage rate vote and the voter
referendum.
The voter referendum date for the proposed 2018 bond program was discussed and set for
November 6, 2018.
MOTION: Commissioner Malakoff moved for the voter referendum date for the proposed 2018
bond program to be set for November 6, 2018 and the millage vote for September 2018.
Commissioner Alemán seconded.
4. Discussion On Utility Rates And Future Bonds
ACTION
Eric Carpenter, Assistant City Manager/Public Works Director, provided an update on the item.
He explained rates are already set in place for storm water and water sewer utilities to allow the
City to go to the bond market during the next fiscal year. He explained the City will be going to
the bond market with approximately $100 million bond issuance for the storm water side. He
said they are still looking at the water sewer side, to go to $60 million or $65 million instead of
$50 million. He mentioned they are not proposing a rate increase on the storm water for the
coming fiscal year. There was a rate increased passed for this current fiscal year. He said they
anticipate they will likely have to raise the rates next year for additional capital expenses.

5. Discussion Regarding The Condition Of The Log Cabin Structure Located At 8128 Collins
Avenue

ACTION
Adrian Morales, Property Management Director, presented the item.
Adrian Morales explained that in the memorandum there is analysis of the condition of the log
cabin that was done by Mackenzie Construction. He said that Mackenzie Construction was the
company that restored the Biscayne Park log cabin. He said he is looking for direction from the
Committee on what to do with the log cabin.
Adrian Morales explained that about 45% of the logs can be saved.
Commissioner Arriola said that he had someone look into how much it would cost to rebuild a
1,000 square foot log cabin. He said the prices were from $75,000- $100,000. Adrian Morales
said they did the same research. Commissioner Arriola asked why is it much more expensive to
save what is there than to rebuild a new log cabin.
Adrian Morales said when a new log cabin is done from scratch the company will normally send
a kit of logs and supplies and in this case we are trying to replicate and keep elements of the log
cabin as it stands now. There are some items that can be preserved, but for public use there
requires a lot of work.
Commissioner Malakoff asked if the estimate in the memorandum include raising the log cabin
above sea level. Frank Garcia, Construction Manage said that Mackenzie’s proposal doesn’t
specifically speak about raising it or relocating, but rather a restoration in place. Presumably the
foundations would remain in place and be preserved.
Commissioner Malakoff asked if the log cabin can be moved. Adrian Morales said that they are
looking into that and Daniel Ciraldo gave some suggestions on that. Commissioner Malakoff
asked if they had an idea of how much it would cost to replace the log cabin instead of restoring
it. Adrian Morales said they don’t know that right now, but they have to do design it and then find
out.
Commissioner Arriola said he believes the numbers he mentioned before were incomplete and
did not include electrical work and other important aspects.
Adrian Morales said they need to develop this project a little bit further in order to properly
budget this and see what the use would be.
Commissioner Arriola said that one point that Jimmy Morales, City Manager made was to move
the log cabin across the street to North Shore Open Space Park because there is $10 million
allocated there.
Adrian Morales said they are still trying to figure out if the log cabin will survive if it is relocated.
Commissioner Alemán said that she would like to see what options the public would be
amendable to, not everyone that lives in North Beach believes it needs to be retained as a
cabin. She said she has had people talk to her about it being a pavilion, art, etc, not necessarily
things that require a certificate of occupancy, which is a much more achievable threshold. She
also said she is not sure this is a historic structure.
Tom Mooney, Planning Director said that his staff reached out to Miami Dade Heritage Trust
and the Executive Director said they placed the item on their board agenda at a request. They
did not have any independent research or backup and neither did the County resolution. He said
his staff looked in City records and all we have is a building card that would indicate the year of
construction, the foundation, and what the original residence was used for and the architect.
They also went to the Miami Dade Public Library and the historic museum to see if they could
find any additional information and they couldn’t.
Commissioner Alemán said this is important information that she hopes the community can
understand.
Commissioner Arriola said everyone needs to keep an open mind. Not everyone in the
community is supporting this, some people don’t want the City to spend $500,000 on this.
Kirk Pascal, resident spoke. He said he is open to being flexible with the options. He said the
log cabin is a landmark to the North Beach community. He said the log cabin may be eligible for
state funding.
Commissioner Alemán asked if Kirk and the people he has spoken to come up with any options
that do not require a certificate of occupancy, that don’t require it to be ADA accessible and to
elevate it. Kirk said it would be a shame if people cannot go inside the log cabin. Commissioner
Alemán said she has heard that some people are not married to the log cabin being a structure
that needs a certificate of occupancy.
Paula King, resident said that she feels the log cabin should stay where it is.
Daniel Ciraldo, resident and Director of Miami Dade Preservation League spoke. He gave some
background on the log cabin. He said if it could be moved, we could apply for funding from the
state. He said if the City can contribute a small amount, and then residents and private
businesses can contribute another amount and then MDPL and the Historic Preservation staff
can go and apply for the special grant because the funds need to be matched.
Commissioner Alemán said she wants to know if the log cabin can be repurposed.
Kathie Brooks, Assistant City Manager suggested that for the September 8, 2017 FCWPC
meeting that staff could bring back more information regarding all the options, which include
whether it can be moved as is and what the cost would be, if it can it be dismantled and
preserve the pieces in a manner that can be preserved and what the cost would be. She also
said at the same time staff can work with MDPL on the historical aspects of it and also our
Grants staff can come up with some ideas of grants that can be obtained.
Adrian Morales said that this would allow Property Management an opportunity to get some
people from Georgia and Tennessee that they have been trying to get down here for a few
weeks to look at the log cabin to get some ideas of how they would rebuild it or repurpose it.
Commissioner Arriola said we need to keep an open mind to solve this problem.
DIRECTION: Come back to the September 8, 2017 FCWPC meeting with more information
regarding the different options
