A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING THE CITY'S PURCHASE OF
TELECOMMUNICATIONS SERVICES FROM AT &T, INC., AS NECESSARY TO
OPERATE 911 SERVICES, ON AN AS NEEDED BASIS, FOR A TERM
EXPIRING ON MAY 1, 2023; AND AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY NECESSARY AGREEMENT WITH AT &T, INC. FOR THE 911
TELECOMMUNICATION SERVICES.
WHEREAS, the City currently purchases a variety of services from AT &T, including 911
equipment and services, telephone service and wide area network services (the "Services "), to
operate the infrastructure necessary to support the City's telecommunications and internet needs;
and
WHEREAS, the Administration, on December 13, 2017, recommended that the City
Commission waive the bid requirements on all Services and negotiate an agreement with AT &T,
through May 2, 2023; and
WHEREAS, on December 13, 2017, the City Commission authorized the Administration,
through the City Manager, to proceed with purchasing only the 911 - related telecommunications
services directly from AT &T, Inc., without further competitive requirements, for a term expiring on
May 1, 2023, in accordance with the City Manager's written recommendation to waive competitive
bidding, as set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, except with respect to 911- related services as set forth above, the Mayor and
City Commission otherwise rejected the Administration's request to waive bids with respect to all
remaining Services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of Miami Beach, Florida hereby approve the City's purchase of telecommunications
services from AT &T, Inc., as necessary to operate 911 services, on an as needed basis, for a
term expiring on May 1, 2023; and authorize the City Manager to execute any necessary
agreement with AT &T, Inc. for the 911 telecommunication services.

OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER AND WAIVING, BY 5 /7TH VOTE, THE CITY'S COMPETITIVE
BIDDING REQUIREMENT, FINDING SUCH WAIVER TO BE IN THE BEST
INTEREST OF THE CITY, AND AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE A MASTER SERVICES AGREEMENT WITH AT &T, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE MASTER SERVICES
AGREEMENT UPON SUCCESSFUL NEGOTIATIONS; AND FURTHER,
AUTHORIZING THE CITY MANAGER TO EXECUTE NEW SERVICE ORDERS
FOR VOICE AND DATA TELECOMMUNICATION SERVICE(S) WITH AT &T ON AN
AS NEEDED BASIS WITH A TOTAL ANNUAL SPEND AMOUNT NOT TO EXCEED
$2 MILLION WITH AN END DATE OF MAY2, 2023.
RECOMMENDATION
Approve the Resolution.
ANALYSIS
AT &T currently provides local phone service and Wide Area Network (WAN) connectivity to City
Departments via a Master Services Agreement (MSA) that allows the City to purchase services
offered by ATT. The MSA is a means to deliver scalable enterprise technology and services while
maintaining resiliency and continuity for critical City services. In order to ensure uninterrupted critical
services for the City and to maximize discounts available through AT &T, a new Master Services
Agreement is required to encompass new technologies, inclusive of data services, voice circuits, next
generation 911 services /equipment and other carrier grade telecommunication solutions.
In 2015, the City entered into an MSA pursuant to the School District of Palm Beach County through
which AT &T had agreed to continue to provide services to the City set forth in the Palm Beach
Contract. Execution of the MSA sought approval to piggyback the aforementioned, at the same or
lower rates, until a longer term solution could be identified. Under the existing MSA, the City utilizes
three contracts to purchase voice, data and 911 services.
The City utilizes AT &T's State of Florida contract number FL17- 0049 -01 for the procurement of
telecommunications services needed for the existing 911 system.
AT &T contract number 20150826 -5410 with the City is used for the procurement of data services and
WAN connectivity. These services are used to connect City sites with one another, the datacenter
and resiliency and disaster recovery services.

Additionally, AT&T's State of Florida contract number FL15-1277-00 is used for the procurement of
voice and network resiliency services. These services are used by the City to provide voice trunks to
the City's telephony system, survivability for remote sites, dial-tone services, elevator emergency
communication systems and fire alarm control equipment.
City staff has determined that, in consideration of maintaining services at all facilities without
interruption, the contractual need for AT&T services to support the City's 911 system, the broad
range of services offered for voice and data, and cost savings provided to the City by AT&T over the
costs expressed in the aforementioned contracts, it is in the best interest of the City to waive the
City's competitive bidding requirement and enter into a new five-year agreement with AT&T (the
"Agreement"). Upon entering into said Agreement, the City and AT&T will void existing service
agreements and the new MSA will bring all services to a coterminous end date of May 2nd, 2023.
The date will align the MSA expiration with the end of the services awarded to AT&T for 911
hardware and maintenance under City resolution 2017-29781. The proposed AT&T agreement
includes a pricing schedule for the services needed to maintain critical City services without
interruption as well as add new technologies currently not available under the existing MSA.
Therefore, the Administration recommends that the Mayor and City Commission adopt this
Resolution approving the new Agreement with AT&T.
CONCLUSION
Based on the aforementioned recommendation by Staff, I recommend that the Mayor and City
Commission of Miami Beach, Florida, hereby approves waiving, by a 5/7ths vote, the formal
competitive bidding requirements, finding such waiver to be in the city's best interest, and authorizing
the administration to negotiate a Master Services Agreement with AT&T, and authorizing the City
Manager to execute the Master Services agreement upon successful negotiations; and further,
authorizing the City Manager to execute new service(s), which may come in the form of Pricing
Schedule Addenda, with AT&T for voice and data telecommunication service(s) with AT&T on an as
needed basis with a total annual spend amount not to exceed $2 million with a coterminous end date
of May 2nd, 2023.
