A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING
AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE TO
APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING (INCLUDING
MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND TO
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS AND
AGREEMENTS: 1) FLORIDA OFFICE OF THE ATTORNEY GENERAL,
VICTIMS OF CRIME ACT (VOCA) GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT -OF -$230, 000; 2)-- -THE- CHILDRENS- TRUST-
GRADE 6 -12 YOUTH DEVELOPMENT GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $500,000; 3) THE CHILDREN'S TRUST
GRADE K -5 YOUTH DEVELOPMENT GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $500,000; 4) PEREZ ART MUSEUM
MIAMI FOR THE INSIDEIOUT ART INSTALLATION PROGRAM; 5)
U.S. DEPARTMENT OF HOMELAND SECURITY, EMERGENCY FOOD
AND SHELTER GRANT PROGRAM IN THE APPROXIMATE AMOUNT
OF $40,000; 6) FLORIDA DEPARTMENT OF HEALTH, EMERGENCY
MEDICAL SERVICES (EMS) GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $133,000; AND 7) CITIES OF SERVICE
ENGAGED CITIES AWARD IN THE APPROXIMATE AMOUNT OF
$100,000.
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Office of the Attorney General, Victims of Crime Act (VOCA) grant program in the
approximate amount of $230,000 for additional Fiscal Year 2017/18 funds, the details . of which
are as follows:
• The Office of the Attorney General provides Victims of Crime Act (VOCA) grant
funds from the U.S. Department of Justice to support the provision of services to
victims of crime;
• The City Administration receives these funds annually and previously submitted a
request for Fiscal Year 2017/18 funds, and was awarded $389,345;
• The City Administration intends to submit an additional request for Fiscal Year
2017/18 funds from VOCA in the approximate amount of $230,000 to increase
the City's award to over $600,000;
• The additional funding will be used to hire two new Victims Advocate positions
including benefits, operating, and training expenses; and
• The Police Department will provide matching funds in the approximate amount of
$123,385. This grant supports the key - intended- - outcome insist - on Police
Department accountability and skilled management/ leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to
The Children's Trust Grades 6 -12 Youth Development grant program in the approximate
amount of $500,000 for the Miami Beach All Stars Program, the details of which are as follows:
• The Children's Trust grades 6 -12 youth development program provides funding
to support youth development services for at -risk populations in Miami -Dade
County and the purpose of the program is to target resources to prevent negative
risk factors for youth;
• Funds are available for structured programs that provide youth enrichment
opportunities to strengthen life skills and increase academic attainment;
• The Miami Beach All Stars Program is a best practice program that promotes
academic success and personal development for 100 sixth, seventh, and eighth
grade economically and educationally disadvantaged students who attend
Nautilus Middle School;
• The youth development program includes a structured design of activities and
outcomes grounded in the evidence -based All Stars Curriculum program for life
skills and provides art/theater programming, sports activities, civic engagement,
and a Science, Technology, Engineering, and Math (STEM) curriculum -based
program;
• This comprehensive program reduces risk factors and builds protective factors by
offering at -risk youth the opportunity to develop life -long interests and acquire
social, emotional and cognitive skills that will help them make healthy life
choices;
• The City's Office of Housing and Community Services Department has been
running this program successfully for seven years and intends to apply for funds
in the approximate amount of $500,000 to continue and expand this program;
and
• This program supports the key intended outcome Achieve Educational (K -12)
Excellence and does not require matching funds; and
WHEREAS, the City Administration requests approval to submit an application to The
Children's Trust Grades K -5 Youth Development grant program in the approximate amount of
$500,000 for the After - School Program, the details of which are as follows:
• The Children's Trust grades K -5 youth development program provides funding to
support daily after school and summer enrichment services for at -risk populations
in Miami -Dade County and the purpose of the program is to target resources to
prevent negative risk factors for school -aged children and their families;
• Funds are available for after- school programs and summer camps that provide
youth enrichment services a nurturing and supervised environment while
parents are working;
• The City's Parks and Recreation Department has been operating this program
successfully for fourteen years;
• The program provides after- school services to approximately 250 children in
grades K -5 attending school in Miami Beach;
• The program offers activities to children including academic enrichment, literacy,
physical fitness, social- emotional learning, nutrition, and family engagement;
• Program goals are to improve literacy, physical fitness, and social- emotional
skills;
• The City intends to apply for funds in the approximate amount of $500,000 to
continue and expand this program; and
• This program supports the key intended outcome Achieve Educational (K -12)
Excellence and does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a participation request
application to the Perez Art Museum Miami for the InsidelOut Art Installation Program, the
details of which are as follows:
• The goal of the Perez Art Museum Miami (PAMM) InsidelOut art installation
program is to bring art to Miami -Dade County neighborhoods;
• Through the program, high- quality reproductions of works from PAMM's
permanent collection are displayed in public spaces in various communities
across the county;
• The City of Miami Beach's Tourism, Culture & Economic Development has
applied for participation in InsidelOut for the 2018 calendar year;
• If approved, the City will host the program at various public locations in the North
Beach neighborhood by displaying high- quality reproductions of works from
Perez Art Museum Miami's (PAMM'S) permanent collection to the community;
• The goals of the project are to increase visibility of art and engage residents and
tourists in cultural activities;
• Costs associated with the InsidelOut art installation program are incurred by the
Perez Art Museum Miami and its sponsor for this project, the John S. and James
L. Knight Foundation; and
• This program supports the key intended outcome to maximize the Miami Beach
brand as a world class destination and does not require matching funds; and
WHEREAS, the City Administration requests Approval to submit a grant application to
U.S. Department of Homeland Security, Emergency Food and Shelter Grant Program in the
approximate amount of $40,000 for Phase 35 Emergency Assistance Funding, the details of
which are as follows:
• Funds for the Emergency Food and Shelter Program (EFSP) are awarded by the
Federal Emergency Management Agency (FEMA);
• The program -is governed by-a National- Board and FEMA chairs the National
Board and provides policy guidance, oversight, federal coordination, and staff
assistance to the National Board regarding this program;
• Local boards are convened in the qualifying jurisdictions to determine the highest
need and best use of funds and to select Local Recipient Organizations to
receive funding and provide emergency food and shelter services;
• Each year needs are assessed in an effort to adapt to particular community
needs;
• The EFSP was created to supplement the work of local social service agencies,
both non - profit and governmental, in assisting people in need of emergency
assistance;
• The funding is used to target special emergency needs which are primarily
economic in nature, as opposed to disaster related;
• EFSP's funding priority is to- provide- rent/mortgage- assistance and food to those
in need;
• The City has received EFSP funding previously, and the grant can provide funds
for the provision of rent/mortgage assistance to individuals and families at -risk of
homelessness; provision of food vouchers; and utility assistance;
• This request is for Phase 35 funding for calendar year 2018; and
• This program supports the key intended outcome to maximize the Miami Beach
brand as a world class destination and does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to the
Florida Department of Health, Emergency Medical Services (EMS) grant program for funding in
the approximate amount of $133,000 for equipment related to Pre- Hospital Emergency
Services, the details of which are as follows:
• The Florida Department of Health, Emergency Medical Services (EMS) grant
program provides emergency medical service providers with funds to acquire,
repair, improve, or upgrade emergency medical services systems;
• Funds must be used for the improvement and expansion of emergency medical
services within the list of eligible activities outlined by the State of Florida;
• The Administration intends to request funding in the approximate amount of
$33,000 for three (3) Auto Pulse systems, which will allow emergency medical
services personnel to employ a more effective method for delivering chest
compressions;
• In addition, the Administration intends to request funding in the approximate
amount of $100,000 for three (3) mechanized stretchers, which will increase
operative efficiencies and prevent injuries to emergency medical services
personnel. Therefore, the total amount that the City intends to apply for is
$133,000;
• This program supports the key intended outcome to maximize the Miami Beach
brand as a world class destination; and
• The grant requires a 25% match of the total project cost and the Fire Department
will request matching funds in the amount of $33,250 during the Fiscal Year
2018/19 budget process; and
WHEREAS, the City Administration requests approval to submit an application to the
Cities of Service Engaged Cities Award in the approximate amount of $100,000 for Community
Engagement of the City's Resiliency Strategy, the details of which are as follows:
• The Cities of Service Engaged Cities Award is a recognition program, designed
to elevate tested strategies that have been shown to successfully address public
problems through citizen engagement;
• Cities of Service is an independent, non - profit organization and the award is
underwritten by Bloomberg Philanthropies;
• Each year, the Cities of Service Engaged Cities Award will elevate city -led
strategies that- most- successfully - engage citizens to - help - create -and implement
solutions to pressing local problems;
• The award amounts are $50,000 or $100,000;
• The Administration is applying for the award for the series of North Beach Open
House projects, which engaged the community regarding input on the City's
Resiliency Strategy;
• If awarded, funds may be used at the City's discretion in support of furthering
efforts to engage our citizens to tackle problems;
• This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination. This award does not require matching funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission hereby
retroactively approve and authorize the City Manager, or his designee, to apply for, accept, and
appropriate funding (including matching funds and any related City expenses), and to execute
any and all documents or agreements in connection with the following grants and agreements:
1) Florida Office of The Attorney General, Victims of Crime Act (VOCA) grant program, in the
approximate amount of $230,000; 2) The Children's Trust Grade 6 -12 Youth Development
Grant Program, in the approximate amount of $500,000; 3) The Children's Trust Grade K -5
Youth Development Grant Program, in the approximate amount of $500,000; 4) Perez Art

ANALYSIS

The Florida Office of the Attorney General provides Victims of Crime Act (VOCA) grant funds to
