A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, CALLING A
SPECIAL ELECTION AT WHICH THERE SHALL BE
SUBMITTED TO THE VOTE OF THE ELECTORATE
THE MATTER OF ISSUANCE OF BONDS OF SAID
CITY IN THE SUMS AND FOR THE PURPOSES IN
THIS RESOLUTION STATED.
WHEREAS , the City Council of the City of Miami Beach,
Florida, deems it advisable to issue bonds of said City in the
amounts and for the municipal purposes set forth in the election
notice provided for in Section 6 of the following resolution;
NOW, THEREFORE , BE IT. RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. That, subject to the authorization and approval of
the duly registered and qualified voters of said City
participating in the election according to law, which is herein-
after called, negotiable coupon bonds of the City of Miami Beach,
Florida, shall be issued in the sums and for the purposes stated
in the Notice of Election provided in Section 6 of this resolution.
SECTION 2. That a special election is hereby called and directed
to be held in the City of Miami Beach, Florida, from
7 : 00 A.M. until 7 : 00 P .M. on the 6th day of November, 1973 , for
the purpose of submitting to a vote of the duly registered and
qualified voters of said City the questions whether bonds of said
City shall be issued in the sums and for the purposes stated in the
Notice of Election provided for in Section 6 of this resolution.
SECTION 3 . That the appropriate and proper Dade County election
officials shall conduct the said special election
hereby called, except for the final tabulation and certification of
the results of said special election. The official return sheets
from each precinct shall be furnished to the City Clerk of the
City of Miami Beach as soon as the polls are closed after said
special election. The official canvassing of the results of said
special election shall be made by the City Council of the City of
Miami Beach.
SECTION 4 . That the said voting precincts in the City shall be as
established by the proper and appropriate Dade County
election officials . All electors shall vote at the polling places
in the voting precincts in which the official registration books
show that the said electors reside.
SECTION 5. That thirty days ' notice of said election shall be
given by publication in the Miami Beach Sun Reporter,
a newspaper published in the City of Miami Beach, Florida. Such
publication shall be made at least once each week for four consecu-
tive weeks during said period of thirty days .

SECTION 6 . That the Notice of Election shall be substantially
in the following form:
"CITY OF MIAMI BEACH, FLORIDA
NOTICE OF SPECIAL ELECTION
"NOTICE IS HEREBY GIVEN that an election has been called
by the City Council of the City of Miami Beach, Florida,
and will be held in said City from 7 : 00 o ' clock A.M. until
7: 00 o 'clock P.M. on the 6th day of November, 1973, at which
there shall be submitted to the duly registered and quali-
fied voters of said City the following questions :
"QUESTION NO. 1
"Shall the City of Miami Beach issue negotiable coupon
bonds in the amount of $3 , 500 ,000 with interest at a rate
to be hereafter determined, but not to exceed 7-1/2 per cent
per annum for the purpose of acquiring and developing for
parks , recreational and open-space purposes :
"A parcel of land generally described as Lots 1 through 12
of Block 3, SECOND OCEAN FRONT SUBDIVISION, Plat Book 28 ,
page 28, of the Public Records of Dade County, together
with a parcel of sovereignty land in Indian 'Creek abutting
generally Lots 2 through 7 and a portion of Lot 8, Block 3,
of said subdivision. A portion of the said parcel of land
is described by metes and bounds, and which metes and bounds
description is on file in the office of the City Clerk.
Said parcel of land is commonly known as "Brittany Bay
Property" and is also located at 63rd Street and Indian Creek
Drive, Miami Beach, Florida.
"QUESTION NO. 2
"Shall the City of Miami Beach issue negotiable coupon
bonds in the amount of $900, 000 with interest at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per
annum, for the purpose of purchasing and acquiring fixtures,
chattels, personal property, furniture, furnishings, and
similar appurtenances necessary to make the new expanded
Convention Hall a complete and utilizable facility.
"QUESTION NO. 3
"Shall the City of Miami Beach issue negotiable coupon bonds
in the amount of $500, 000 with interest at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per
annum, for the purpose of acquiring necessary land, rights-
of way, and the construction of a bridge for pedestrians and
vehicles over Collins Canal and connecting Convention Hall
Complex with Prairie Avenue at Dade Boulevard.
"QUESTION NO. 4
"Shall the City of Miami Beach issue negotiable coupon bonds
in the amount of $650, 000 with interest at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per
annum, for the purpose of acquiring necessary land, rights-
of way, and the construction of a public street, to be an
extension of 16th Street, between Washington and Collins
Avenues.

in the amount of $250 , 000 with interest .at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per
annum, for the purpose of constructing a new North Shore
Library, to be located at 7501 Collins Avenue, Miami Beach,
Florida.
"QUESTION NO. 6
"Shall the City of Miami Beach issue negotiable coupon bonds
in the amount of $250 ,000 with interest at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per
annum, for the purpose of acquiring, developing and construct-
' ing an "Operation Re-Entry Building" , on the following
described parcel of land:
"Lots 10, 11 and 15, Block 26, Amended Map OCEAN FRONT
PROPERTY, Miami Beach Improvement Co. Sub., Plat Book 5,
pages 7 and 8, Public Records of Dade County, Florida.
"Said property is also commonly known as the Drexel School
Property and is also commonly known as 3602 Collins Avenue,
Miami Beach, Florida.
"QUESTION NO. 7
"Shall the City of Miami Beach issue negotiable coupon bonds
in the amount of $300,000 with interest at a rate to be
hereafter determined, but not to exceed 7-1/2 per cent per

"The Dade County Supervisor of Elections shall open the Registra-
tion Books of said City for the purpose of registering any
person qualified to vote in said election, at the South Shore
Community Center, 833 - 6th Street, Miami Beach, Florida, beginning
September 24th through October 6th, 1973 , Monday through Friday,
10 :00 a.m. until 6 : 00 p.m. , and Dade County Supervisor of Elections
Office, 1351 N. W. 12th Street, Miami , Florida, from 8: 00 a.m.
until 9 : 00 p.m. , Mondays through Fridays , and from 8: 30 a.m. until
5 : 00 p.m. on Saturdays, up to and including October 6, 1973.

SECTION 8 . That a special annual tax upon all taxable property
within the City of Miami Beach, over and above all
other taxes authorized or limited by law, or by the Charter of the
City, sufficient to pay the interest and the principal of the bonds
hereby authorized, at their several dates of maturity, and any
balance collected at any time from such special annual tax after
the payment of principal and interest upon the bonds hereby
authorized shall be deposited in the local improvement bond fund.

SECTION 9. That the proceeds of the special annual tax hereby
provided for shall be used for no other purpose than
the payment of principal and interest of the bonds hereby authorized,
at their several dates of maturity, and any balance collected at
any time from such special annual tax after the payment of principal
and interest upon the bonds hereby authorized shall be deposited in
the local improvement bond fund.
SECTION 10 . That the City of Miami Beach shall pay all expenses
for conducting this special election and will pay
the same directly to all persons or firms , upon receipt of invoice
or statement approved by the Supervisor of Elections of Dade County,
Florida.
SECTION 11. That this resolution shall be effective immediately
upon its passage.
PASSED and ADOPTED this 19th day of September , 1973.
