A RESOLUTION CALLING A SPECIAL ELECTION
TO BE HELD ON NOVEMBER 6, 1973, FOR THE
PURPOSE OF SUBMITTING A PROPOSED CHARTER
AMENDMENT TO THE ELECTORATE OF THE CITY OF
MIAMI BEACH, FLORIDA, FOR THEIR APPROVAL
OR REJECTION.
BE IT DULY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MIAMI BEACH, FLORIDA :
SECTION 1 - That a special election be and the same is
hereby called and directed to be held in the
City of Miami Beach on November 6, 1973, for the purpose
of submitting the following proposed amendment to the
Charter of the City of Miami Beach, for the approval or
rejection of the electorate, the proposed question being
as follows :
"SHALL THE CITY CHARTER BE AMENDED SO AS TO
REPEAL ALL PROVISIONS THEREFROM PERTAINING
TO THE ELECTION OF COUNCILMEN FROM DISTRICTS ;
TO FURTHER REPEAL ALL LIMITATIONS UPON THE
RIGHTS OF ELECTORS TO VOTE ONLY FOR CANDIDATES
FOR COUNCILMAN FROM A DISTRICT; TO FURTHER
REPEAL ALL PROVISIONS REQUIRING A CANDIDATE
FOR OFFICE OF COUNCILMAN TO RESIDE IN A GIVEN
DISTRICT; AND TO FURTHER AMEND THE CITY CHARTER
SO AS TO PROVIDE THAT ALL COUNCILMEN, AND THE
MAYOR, OF THE CITY OF MIAMI BEACH, SHALL, BE
ELECTED AT A GENERAL ELECTION TO BE HELD ON
THE FIRST TUESDAY IN NOVEMBER, 1975, AS THEIR
TERMS EXPIRE , AND EVERY TWO YEARS THEREAFTER,
AND CANDIDATES FOR THE OFFICE OF COUNCILMAN
AND MAYOR TO BE VOTED UPON BY ALL OF THE ELEC-
TORS OF THE CITY OF MIAMI BEACH. "
SECTION_2 - That the Dade County Supervisor of Elections
shall conduct the said Special Election hereby
called, except for the canvassing of the returns of said
Special Election, which duty shall be performed by the
City Council. The official return sheets from each pre-
cinct shall be furnished to the City Clerk of the City of
Miami Beach as soon as the polls are closed after said
Special Election. The official certification of the
results of said Special Election shall be made by the City
Council of the City of Miami Beach.
SECTION 3 - That for the purpose of holding and conducting
said Special Election to be held on November 6,
1973, all electors shall vote at the polling places in the
voting precincts in which the official registration books
show that the said electors reside . Registration of persons
desiring to vote in said Special Election shall be in accor-
dance with the general law of the State governing voter
registration.
SECTION 4 - That the Dade County Supervisor of Elections
shall open the registration books for the
purpose of registering electors for the Special Election
to be held on November 6, 1973, in accordance with law, at
the South Shore Community Center, 833 - 6th Street, Miami
Beach, Florida, beginning September 24th through October
6th, 1973, Monday through Friday, 10 :00 a.m. until 6 :00 p.m. ,
and Dade County Supervisor of Elections Office, 1351 N. W.
12th Street, Miami, Florida, from 8 :00 a.m. until 9 :00 p.m. ,
Monday through Friday, and from 8 :30 a.m. until 5 :00 p.m. on
Saturday, up to and including October 6, 1973 .

SECTION 5 - That the City Clerk be and she is hereby
directed to publish once a week, for a period
of four (4) consecutive weeks, next preceding such Special
Election, in a newspaper of general circulation, published
in the City of Miami Beach, Florida, a Notice of said
Special Election, as follows :
"CITY OF MIAMI BEACH, FLORIDA
NOTICE OF SPECIAL ELECTION"
"NOTICE IS HEREBY GIVEN that a Special Election
has been called by the City Council of the City
of Miami Beach, Florida, and will be held in
said City from 7 :00 a.m. to 7 :00 p.m. on the
6th day of November, 1973, at which time there
shall be submitted to the duly registered and
qualified voters of said City, the following
question:
"SHALL THE CITY CHARTER BE AMENDED SO AS TO
REPEAL ALL PROVISIONS THEREFROM PERTAINING
TO THE ELECTION OF COUNCILMEN FROM DISTRICTS ;
TO FURTHER REPEAL ALL LIMITATIONS UPON THE

ELECTED AT A GENERAL ELECTION TO BE HELD ON
THE FIRST TUESDAY IN NOVEMBER, 1975, AS THEIR
TERMS EXPIRE, AND EVERY TWO YEARS THEREAFTER,
AND CANDIDATES FOR THE OFFICE OF COUNCILMAN
AND MAYOR TO BE VOTED UPON BY ALL OF THE ELEC-
TORS OF THE CITY OF MIAMI BEACH.
"A copy of the proposed amendment to the Charter of the
City of Miami Beach, in full, will be available to the
electors in the office of the City Clerk from 9:00 a.m.
to 5 :00 p.m. , each day, Saturdays, Sundays , and holidays
excepted, at least 30 days prior to November 6, 1973 .
"For the purpose of holding and conducting said election,
the City of Miami Beach shall be divided into voting
precincts and election districts, with polling places
therein as specified by the Dade County Supervisor of
Elections, as follows :
Precinct 58 : Biscayne Elementary School, 800 - 77th Street
Precinct 59 : North Shore Park Teen Center, Corner of Byron
Avenue and 72nd Street

MAYOR, OF THE CITY OF MIAMI BEACH, SHALL, BE
ELECTED AT A GENERAL ELECTION TO BE HELD ON
THE FIRST TUESDAY IN NOVEMBER, 1975, AS THEIR
TERMS EXPIRE, AND EVERY TWO YEARS THEREAFTER,
AND CANDIDATES FOR THE OFFICE OF COUNCILMAN
