CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT,
AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND
ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS AND AGREEMENTS: 1) PEOPLEFORBIKES,
IN THE APPROXIMATE AMOUNT OF $10,000; 2) THE CHILDREN'S
TRUST, PARENTING GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $500,000; 3) NATIONAL TRUST FOR HISTORIC
PRESERVATION, JOHANNA FAVROT FUND, IN THE APPROXIMATE
AMOUNT OF $15,000; 4) FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT), IN THE APPROXIMATE AMOUNT OF
$50,000 FOR THE IMPAIRED DRIVING PROGRAM; 5) FLORIDA
DEPARTMENT OF TRANSPORTATION (FDOT), IN THE

APPROXIMATE AMOUNT OF $617,000; AND, 8) THE U.S.
DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY (FEMA), ASSISTANCE TO FIREFIGHTERS
GRANT PROGRAM (AFG), IN THE APPROXIMATE AMOUNT OF
$71,000.
WHEREAS, the City Administration requests approval to submit a grant application to
PeopleForBikes, in the approximate amount of $10,000 for a bicycle parking project, the details
of which are as follows:
• PeopleForBikes aims to make riding better for everyone.
• The PeopleForBikes Foundation includes executives from top companies in the
U.S. bicycle industry and influencers with extensive experience in bicycle
advocacy, and their collective experience and commitment to bicycling to guide
the PeopleForBikes' vision and grants program.
• The PeopleForBikes Community Grant Program supports initiatives that make it
easier and safer for people of all ages and abilities to ride.
• The PeopleForBikes program funds bicycle infrastructure projects, such as bike
paths, lanes, trails, and bridges; mountain bike facilities, bike parks, and pump
tracks; end -of -trip facilities such as bike racks, bike parking, bike repair
stations, and bike storage; and, they also fund advocacy projects, such as
programs that transform city streets, and campaigns to increase investment in
bicycle infrastructure.
• The City Administration is requesting funding in the approximate amount of
$10,000 to implement a bicycle parking plan, by installing user - friendly, free
bicycle corrals to serve the west end of Lincoln Road Pedestrian Mall.
• The project will encourage biking as a transportation mode to Lincoln Road
Pedestrian Mall and will improve pedestrian safety.
• The area lacks sufficient bicycle parking facilities.
• The City has already funded and completed the design for the bicycle corral,
which would accommodate 20 bicycles.
• The City is requesting funding from PeopleForBikes for the construction and
implementation of the Lincoln Road corral, which will be a vital project to support
multi -modal transportation systems, promote network connectivity to pedestrian
and cyclist routes, and increase pedestrian and cyclist safety on Miami Beach.
• This project supports the key intended outcome to ensure comprehensive
mobility addressing all modes throughout the City and to maximize the Miami
Beach brand as a world class destination.
• The grant requires a 1:1 match, and the Transportation Department will provide
an in -kind match valued at $8,000, and cash matching funds in the amount of
$3,771 from account 106 - 9615- 000312 -30- 403- 529- 00- 00 -00; and
WHEREAS, the City Administration requests approval to submit a grant application to
The Children's Trust, in the approximate amount of $500,000, for the Parenting Grant Program,
the details of which are as follows:
• The Children's Trust Parenting grant program provides funding to support group,
individual, home visiting, and advocacy parenting programs for at -risk
populations in Miami -Dade County, and funds are available for structured
programs that follow evidence -based and promising curricula, address specific
needs, and increase positive parent -child interaction and communication.
• The City of Miami Beach Parent - Child Program is currently funded through The
Children's Trust Parenting Grant Program, and offers Nurturing Parenting
Program services to 76 Miami Beach families with children.
• The program includes children from birth to 18 years old.
• The Nurturing Parenting Program is an evidence- based, psycho- educational
model of family /parent education that engages the whole family in either a group
or home -based setting, and results in decreased parental stress, increased
positive parent -child interactions, and increased parenting skills.
• The City's Housing and Community Services Department has been running this
program successfully for seven years and intends to apply for funds in the
approximate amount of $500,000 to continue and expand this Program.
• This project supports the key intended outcome achieve educational (K -12)
excellence and does not require matching funds; and
WHEREAS, the City Administration requests approval to submit an application to the
National Trust for Historic Preservation, Johanna Favrot Fund, in the approximate
amount of $15,000 for the creation of a Concept Plan for the West Lots in North Beach,
the details of which are as follows:
• The Johanna Favrot Fund aims to save historic environments in order to foster
an appreciation of our nation's diverse cultural heritage and to preserve and
revitalize the livability of the nation's communities.
• Favrot Fund grants are awarded for planning activities and education efforts
focused on preservation.
• The City Administration intends to request funding in the approximate amount of
$15,000 for the creation of a concept plan for the West Lots in North Beach.
• The City -owned property known as the "West Lots" consists of eight City blocks
of land located on the West side of Collins Avenue, directly across the street from
the North Shore Open Space Park.
• The Concept Plan will be used as a tool to present best practices in areas
including, but not limited to: the future of the Log Cabin structure; street design
and connectivity; and, economic development and commercial potential.
• The grant program requires matching funds, and the Tourism, Culture and
Economic Development Department has funding in the amount of $15,000
available in account number 011 -9322- 000312 as a match to this grant.
• The project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Department of Transportation (FDOT), Highway Safety Office, in the approximate
amount of $50,000, for the FY 2018/19 Impaired Driving Program, the details of which are as
follows:
• The FDOT, Highway Safety Office, provides grants that address traffic safety
priority areas that include community traffic safety outreach, distracted driving,
impaired driving, teen driver safety, and other priority areas.
• The Miami Beach Police Department was previously awarded funding for the
impaired driving enforcement program, and intends to request funding to
continue this program in FY 2018/19.
• The City will use the grant for salaries (overtime) for personnel on the DUI
Enforcement Program.
• The Miami Beach Police Department's Overtime DUI Enforcement Program will
include publicized sobriety checkpoint programs and mass media campaigns.
• The grant will increase existing efforts regarding impaired driving, and funds will
not supplant current funding, but would add to the existing program.
• The Florida Strategic Highway Safety Plan continues to emphasize impaired
driving as a "Continuing Priority" with ongoing enforcement campaigns to reduce
impaired driving as the primary action.
• The City will request funding in the approximate amount of $50,000 for this
initiative.
• This grant does not require matching funds and supports the key intended
outcome to insist on Police Department accountability and skilled
management /leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Department of Transportation Motorcycle Safety Office in the approximate amount of
$75,000 for the Police Department's Motorcycle Safety Campaign, the details of which are as
follows:
• Florida Department of Transportation's Highway Safety Program also provides
funding for motorcycle safety, with a focus on specialized enforcement,
education, training, and public information efforts.
• The Florida Strategic Highway Safety Plan continues to emphasize motorcycle
safety as a "Continuing Priority" with ongoing high- visibility enforcement
campaigns to reduce motorcycle crashes as the primary action.
• The City Administration intends to apply for funding in the approximate amount of
$75,000 for a Motorcycle Safety Campaign.
• The Miami Beach Police Department's Motorcycle Safety Campaign will consist
of community outreach and education programs for motorcycle /motor scooter
riders and retailers.
• Miami Beach Police Department will conduct High Visibility Enforcement style
details specifically targeting motorcycle and motor scooter violations, and
enforcement campaigns will be conducted in the areas where motorcycle
crashes are concentrated.
• This grant does not require matching funds and supports the key intended
outcome to insist on Police Department accountability and skilled
management /leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Department of Transportation, Occupant Protection and Child Passenger Safety
Grant Program, in the approximate amount of $60,000, the details of which are as follows:
• Florida Department of Transportation has funding available to law enforcement
agencies that focus on safety belt use awareness and enforcement.
• The program will allow the Miami Beach Police Department (MBPD) to improve
traffic safety through the MBPD "Buckle Up" Campaign, which will be
implemented using countermeasures that work as detailed in the National
Highway Traffic Safety Administration's "Counter Measures that Work: A
Highway Safety Countermeasure Guide for State Highway Safety Offices."
• MBPD will integrate enforcement and education /awareness in an effort to
achieve the highest level of efficiency.
• The City Administration intends to apply for funding in the approximate amount of
$60,000 for the project.
• This grant does not require matching funds, and supports the key intended
outcome to insist on Police Department accountability and skilled
management /leadership; and
WHEREAS, the City Administration requests approval to submit an application to the
Florida Office of the Attorney General, Victims of Crime Act (VOCA) Program for Fiscal Year
(FY) 2018/19 funding, in the approximate amount of $617,000, the details of which are as
follows:
• The Florida Office of the Attorney General provides VOCA grant funds to support
the provision of services to victims of crime.
• The City Administration receives these funds annually, and plans to apply for
continued funding.
• This year, MBPD intends to apply for four (4) full time positions from VOCA funds
along with partial salary and benefits for another full time position and operating
and training costs for the Domestic Violence Unit.
• This project supports the key intended outcome to insist on Police Department
accountability and skilled management /leadership.
• This grant requires a 25% project match, and these match dollars are subject to
the dollars being appropriated in the Fiscal Year 2018/19 budget; and
WHEREAS, the City Administration requests approval to submit an application to the
U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA),
Assistance to Firefighters Grant (AFG) Program in the approximate amount of $71,000, the
details of which are as follows:
• The primary goal of the AFG Program is to enhance the safety of the public and
firefighters with respect to fire - related hazards by providing direct financial
assistance to eligible Fire Departments, nonaffiliated Emergency Medical
Services organizations, and State Fire Training Academies.
• This funding is for critically needed resources to equip and train emergency
personnel, enhance operation efficiencies, foster interoperability, and support
community resilience.
• The City Administration intends to request funding in the approximate amount of
$71,000 for the purchase of two power stretchers that will reduce injury and
improve Emergency Medical Services efficiency.
This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination.
• The grant requires a 10% match of the total project cost, and these match dollars
are subject to the dollars being appropriated in the Fiscal Year 2018/19 budget.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City Manager, or his designee, to apply
for, accept, and appropriate funding (including matching funds and any related City
expenses), and to execute any and all documents or agreements in connection with the
following grants and agreements: 1) PeopleForBikes, in the approximate amount of
$10,000; 2) The Children's Trust, Parenting Grant Program, in the approximate amount
of $500,000; 3) National Trust for Historic Preservation, Johanna Favrot Fund, in the
approximate amount of $15,000; 4) Florida Department of Transportation, in the
