2018-30175 ResolutionRESOLUTION NO. 2018 -30175 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 2018- 008 -JC, . FOR ELEVATOR MAINTENANCE, REPAIRS, PARTS AND NEW 'EQUIPMENT; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH SUNCOAST ELEVATOR SOLUTIONS, INC., THE TOP RANKED PROPOSER, AS THE PRIMARY VENDOR; FURTHER, AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH SOUTH FLORIDA ELEVATOR SERVICE CORPORATION, THE SECOND RANKED PROPOSER, AS THE SECONDARY VENDOR; AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH ALL THE PROPOSERS, SUNCOAST ELEVATOR SOLUTIONS, INC., SOUTH FLORIDA ELEVATOR SERVICE CORPORATION, EASTERN ELEVATOR SERVICE, INC., AND THYSSENKRUPP ELEVATOR CORPORATION TO ESTABLISH A POOL OF PRE - QUALIFIED CONTRACTORS FOR FUTURE MODERNIZATION PROJECTS, NEW CONSTRUCTION, AND REFURBISHMENTS, ON AN AS- NEEDED BASIS; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AGREEMENTS WITH EACH OF THE FOREGOING PROPOSERS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on May 17, 2017 the Mayor and City Commission approved the issuance of Request for Proposals (RFP) No. 2017- 002 -JC, for Elevator Maintenance, Repairs, Parts and New Equipment; and WHEREAS, the Committee convened on July 14, 2017 to review and score the proposals received; and WHEREAS, the Committee was instructed to score and Tank each proposal pursuant to the evaluation criteria established in the RFP; and WHEREAS, on August 24, 2017, pursuant to Resolution No. 2017- 29955, after reviewing all the submissions and the results of the evaluation process, the City Manager recommended the rejection of all proposals received, and further authorized the reissuance of the RFP; and WHEREAS, RFP 2018 - 008 -JC was issued on November 9, 2017, with an opening date of December 14, 2017; and WHEREAS, a non - mandatory pre- proposal meeting was held on November 28, 2017; and WHEREAS, on December 14, 2017, the City received a total of four (4) proposals; and WHEREAS, on December 14, 2017, the City Manager, via Letter to Commission (LTC) No. 601 -2017, appointed an Evaluation Committee (the "Committee "); and WHEREAS, the Committee convened on January 11, 2018 to review and score the proposals received; and WHEREAS, the Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information on the scope of services, and a copy of each proposal; and WHEREAS, the Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the _RFP; and ______ WHEREAS, the Committee's ranking was as follows: Suncoast Elevator Solutions, Inc., as the top ranked proposer; South Florida Elevator Corporation, as the second ranked proposer; Eastern Elevator Service, Inc., as the third ranked proposer; Thyssenkrupp Elevator Corporation, as the fourth ranked proposer; and WHEREAS, after reviewing all the submissions and the results of the evaluation process, the City Manager recommends that the Mayor and City Commission authorize the Administration to enter into negotiations with Suncoast, Elevator Solutions, Inc., as the primary proposer; further, authorize the Administration to enter into negotiations with South Florida Elevator Corporation, as the secondary proposer; and pursuant to the terms of the RFP, authorize the Administration to negotiate an agreement with all proposers to establish a pool of prequalified contractors for improvements to the overall operation of the equipment, new construction, modernization, replacement and refurbishment projects, on an as- needed basis. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request For Proposals (RFP) No. 2018- 008 -JC, for Elevator Maintenance, Repairs, Parts and New Equipment; authorize the Administration to enter into negotiations with Suncoast Elevator Solutions, Inc., the top ranked proposer, as the primary vendor; further, authorize the Administration to enter into negotiations with South Florida Elevator Corporation, the second ranked proposer, as the secondary vendor; and authorize the Administration to enter into negotiations with all the proposers, Suncoast Elevator Solutions, Inc., South -Florida Elevator Corporation, Eastern Elevator Service, Inc., and Thyssenkrupp Elevator Corporation, to establish a pool of pre - qualified contractors for future modernization projects, new construction, and refurbishments, on an as- needed basis; and further authorize the Mayor and City Clerk to execute agreements with each of the foregoing proposers upon conclusion of successful negotiations by the Administration. �- PASSED AND ADOPTED this /9 day of Feb? Morales, City Manager DATE: February 14, 2018 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2018- 008 -JC, FOR ELEVATOR MAINTENANCE, REPAIRS, PARTS, AND NEW EQUIPMENT. RECOMMENDATION Adopt the Resolution. ANALYSIS Elevator maintenance and repair services for City facilities is essential to the Administration's ability to provide the City's staff, residents and visitors with safe and reliable elevator transport. The City currently has twenty -four (24) hydraulic elevators, including one (1) chair lift at North Shore Band Shell, and twenty -two (22) traction elevators in operation. These elevators are located at various properties throughout the City, including parking garages, Bass Art Museum, City of Miami Beach Fire stations, City of Miami Beach Police Headquarters, City Hall, and Scott Rakow Youth Center, among other City locations. On October 3, 2014, the City, pursuant to Miami -Dade Contract No. 1233 - 5/19, contracted with Thyssenkrupp Elevator Corporation for elevator maintenance services citywide. The current contract is on a month -to -month extension pending the award of the current RFP. RFP 2018- 008 -JC was issued on November 9, 2017 seeking proposals for a replacement contract. RFP PROCESS The Procurement Department issued solicitation notices to forty -three (43) firms utilizing www.publicpurchase.com and fifteen (15) via email notification. Twenty- eight (28) prospective proposers accessed the advertised solicitation. A non- mandatory pre - proposal meeting was held on November 28, 2017. On December 14, 2017, the City received a total of four (4) proposals. The City received proposals from the following proposers: Suncoast Elevator Solutions, Inc., South Florida Elevator Corporation, Thyssenkrupp Elevator Corporation, and Eastern Elevator Service, Inc. The Evaluation Committee appointed by the City Manager, pursuant to LTC# 601 -2017, convened on January 11, 2018 to consider the responsive proposals received. The Committee was comprised of Joey Gan, Chief Elevator Inspector, Public Works Department; Carlos Naumann, Assistant Building Director, Building Department; Miguel Beingolea, Parking Operations Manager, Parking Department; Oniel Toledo, Facilities Zone Manager, Property Management Division; and, Mark Morgan, Facilities Zone Manager, Property Management Division. Page 793 of 1270 The Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFP. The evaluation process resulted in the ranking of proposers, as indicated in Attachment A, in the following order: 1st - Suncoast Elevator Solutions, Inc. 2nd- South Florida Elevator Corporation 3rd - Eastern Elevator Service, Inc. 4th - Thyssenkrupp Elevator Corporation The following is a brief summary of the qualifications of the top ranked proposers: Suncoast Elevator Solutions, Inc. According to its proposal, Suncoast Elevator Solutions, Inc. is a local elevator maintenance firm, capable of maintaining the City of Miami Beach fleet of elevators with professional attention to the City's specific and ongoing needs. Suncoast has maintained elevators throughout South Florida for several years. Most recently, Suncoast holds numerous elevator contracts for various hotels, high - rise condominiums, and commercial customers within the City of Miami Beach, and surrounding cities. Also identified in its proposal is a dedicated team of over eleven (11) highly- skilled elevator technicians and supervisors, fully committed to the daily service needs of the City of Miami Beach, in addition to a team of customer service personnel and service managers. South Florida Elevator Corporation According to its proposal, South Florida Elevator Corporation is a local elevator maintenance firm, capable of maintaining the City of Miami Beach elevator fleet. South Florida Elevator Corporation has maintained elevators throughout South Florida for over three (3) years to include modernization projects and maintenance contract services. Most recently, South Florida Elevator Corporation holds numerous elevator contracts for several condominiums and commercial customers within the Tri- County area. Also identified in its proposal is a dedicated team of over nine (9) highly- skilled elevator technicians and supervisors committed to the daily service needs of the City of Miami Beach. Eastern Elevator Service, Inc. According to its proposal, Eastern Elevator Service, Inc. has been providing elevator maintenance, repair and modernization for over nineteen (19) years. Eastern Elevator Service holds numerous elevator maintenance contracts for government and commercial clients throughout South Florida. Some of its clients include, Fort Lauderdale City Hall, Lee County Public Schools, and the City of Oakland Park. Eastern Elevator Service identified in its proposal three (3) dedicated supervisor - technicians who would be assigned to the daily service needs of the City of Miami Beach. Thyssenkrupp Elevator Corporation According to its proposal, Thyssenkrupp Elevator Corporation is a global elevator maintenance firm, performing elevator services in South Florida since 1941. According to its proposal, Thyssenkrupp is the largest elevator service provider in the Miami area. Thyssenkrupp holds numerous elevator contracts for government agencies and higher education clients including, the City of Miami Beach, Broward County Sheriff's Office, School District of Palm Beach County, and Nova Southeastern University. Also identified in its proposal is a dedicated team of over twenty -three (23) certified elevator mechanics who would be assigned to the daily service needs of the City of Miami Beach. Page 794 of 1270 CONCLUSION The need to have elevators that function properly is paramount to the safety and comfort of residents and visitors that visit City -owned facilities. After reviewing all the submissions and the results of the evaluation process, I find that, when only qualifications are considered, Suncoast Elevator Solutions has received a unanimous top ranking from the Evaluation Committee. When cost scores are added to the qualification scores, Suncoast Elevator Solutions retains its top score ranking. However, I do concur -- staff - -that- believes —that; when - considering -all-- cost- proposals -- received,- there- may be an opportunity to negotiate lower contract pricing with Suncoast Elevator Solutions. Therefore, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Suncoast Elevator Solutions, Inc., the top ranked proposer, as the primary vendor; authorize the Administration to enter into negotiations with South Florida Elevator Corporation, the second ranked proposer, as the secondary vendor; and further, establish a pool of pre - qualified contractors for future elevator modernization projects, refurbishments, and new construction projects that includes all proposers, Suncoast Elevator Solutions, Inc., South Florida Elevator Corporation, Eastern Elevator Service, Inc., and Thyssenkrupp Elevator Corporation; and further authorizing the Mayor and City Clerk to execute agreements with each of the foregoing proposers upon conclusion of successful negotiations by the Administration. KEY INTENDED OUTCOMES SUPPORTED Build And Maintain Priority Infrastructure With Full Accountability FINANCIAL INFORMATION The cost of the related services, determined upon successful negotiations, are subject to funds availability approved through the City's budgeting process. Grant funding will not be utilized for this project.
