A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE
PROJECTS COMMITTEE, AND DIRECTING THE CITY
ADMINISTRATION TO ISSUE AN INVITATION TO BID ( "ITB ")
FOR TELECOMMUNICATIONS SERVICES, AND TO ISSUE A
REQUEST FOR PROPOSALS ( "RFP ") FOR WIDE AREA
NETWORK ( "WAN ") SERVICES; AND FURTHER
AUTHORIZING THE CITY ADMINISTRATION TO CONTINUE
PURCHASING EXISTING AND NEW TELECOMMUNICATIONS
AND WAN SERVICES ON A MONTH -TO -MONTH BASIS, AS
MAY BE NECESSARY, UNTIL SUCH TIME AS NEW
AGREEMENTS FOR THE SERVICES ARE AWARDED.
WHEREAS, in 2015, the City of Miami Beach (the "City ") entered into a Master Services
Agreement ( "MSA ") with AT &T, based on a Palm Beach County School District contract, pursuant
to which AT &T agreed to provide the City with certain telecommunications and wide area network
( "WAN ") services (the "Services "); and
WHEREAS, the purpose of the MSA was to purchase the Services at the rates that were
competitively procured by the Palm Beach County School District, until a longer -term solution
could be identified; and
WHEREAS, AT &T currently provides three distinct services to City Departments, pursuant
to separate service agreements, all of which are under the umbrella of the MSA: 911 services,
telecommunications services, and WAN services; and
WHEREAS, on December 13, 2017, the City Commission (i) directed City staff to prepare
competitive solicitations for telecommunications and WAN services, and (ii) authorized the
Administration, through the City Manager, to continue purchasing 911 services directly from
AT &T, on an as- needed basis, for a term expiring on May 1, 2023; and
WHEREAS, on January 17, 2018, the City Administration referred a discussion to the
Finance and Citywide Projects ( "FCWP ") Committee regarding 911, telecommunications, and
WAN services; and
WHEREAS, on January 19, 2018, the FCWP Committee unanimously approved a
recommendation that the Mayor and City Commission direct the City Administration to issue an
ITB for telecommunications services, and to issue an RFP for WAN services; and, further, that
the Mayor and City Commission authorize the City Administration to continue purchasing
telecommunications and WAN services on a month -to -month basis, as may be necessary, until
such time as new agreements for the services are awarded.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee, and hereby direct the City Administration to issue an ITB for telecommunications
services, and to issue an RFP for WAN services; and further authorize the City Administration to
continue purchasing existing and new telecommunications and WAN services on a month-to-
month basis, as may be necessary, until such time as new agreements for the services are
awarded,

RECOMMENDATION
Approve the Resolution.
ANALYSIS
In 2015, the City entered into an MSA pursuant to the School District of Palm Beach County through
which AT &T had agreed to continue to provide services to the City set forth in the Palm Beach
Contract. Execution of the MSA sought approval to piggyback the aforementioned, at the same or
lower rates, until a longer term solution could be identified.
AT &T currently provides three distinct services, each with its own contract, to City Departments
under the umbrella of a Master Services Agreement (MSA):
1. 911 Service
2. Telecommunication Service
3. Wide Area Network (WAN) Service
At the December 13, 2017 Commission Meeting, staff requested a no -bid waiver for all three
services. The Commission directed staff to Sole Source 911 Service and bifurcate the remaining two
services so that each could be independently competitively procured.
Accordingly, on January 17, 2018 via City Commission agenda item C4C, the City Administration
requested that the City Commission approve a referral to the Finance and City -Wide Projects
Committee to discuss telecommunications and WAN services.
On January 19, 2018, the Finance and Citywide Projects Committee considered the issuance of an
ITB for Telecommunications Services and a RFP for WAN Services.After consideration, the Finance
and Citywide Projects Committee unanimously approved a recommendation to the Mayor and City

Commission to issue an ITB for Telecommunications and a RFP for WAN Services, with continuance
of payment, for existing and future services and the ability to add services as needed until such time
that an award is made.
CONCLUSION
The Administration recommends that the Mayor and City Commission approve the recommendation
of the Finance and Citywide Projects Committee to issue an IT B for Telecommunications and a RFP
for WAN Services, with continuance of payment, for existing and future services and the ability to add
services as needed until such time that an award is made.
