2002-24886 Reso RESOLUTION NO. A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) FOR DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES NEEDED TO COMPLETE THE FLAMINGO PARK AND PROPERTY MANAGEMENT YARD IMPROVEMENT PROJECT WITH FUNDING PROVIDED BY THE SERIES 2000 GENERAL OBLIGATION BOND. 2002-24886 Whereas, pursuant to Request for Letters of Interest No. 11-96/97 for Professional Architectural/Engineering Services for improvements to the Scott Rakow Center, Normandy Park, and Flamingo Park the City entered into an agreement with The Corradino Group to provide said services; and Whereas, The Corradino Group provided said services for the construction of the new Flamingo park Pool which is scheduled for completion in Summer 2002; and Whereas, The Corradino Group's work on improvements to the remainder of Flamingo Park to date have been limited to master planning efforts; and Whereas, the City has made the determination that the Property Management Yard located in Flamingo Park must remain there due to the lack of sufficient space at any other City-owned location; and Whereas, the most effective and successful effort to design and construct improvements for the Flamingo Park and Property Management Yard Project is to have one firm design the comprehensive project; and Whereas, the City cannot amend its current agreement with The Corradino Group for services related to Flamingo Park to include the Property Management Yard component since such action would significantly alter the character of the original RFLI on which the agreement is based; and Whereas, the Administration and The Corradino Group agreed that the City should eliminate the remainder of The Corradino Group's services for Flamingo Park from the current agreement and the City Commission approved the elimination of these services at the March 20, 2002 Commission meeting; and Whereas, the City at this time needs to contract with a design team that includes architecture, landscape architecture, and engineering components to complete the planning and construction design process for the Flamingo Park and Property Management Yard Project; NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the Administration to issue a Request for Qualifications for Design and Construction Administration Services needed to complete the Flamingo Park and Property Management Yard Project with funding from the Series 2000 General Obligation Bond fund. Design firm will also be responsible for the relocation of Property Management Department's existing facilities to a new location within the park; renovation of existing historical building and coordination with future and/or ongoing streetscape/construction projects. SCOPE OF SERVICES: Design criteria must be based on Flamingo Park's Master Plan by Bermello, Ajamil & Partners (Exhibit A), Site Plan "Option B" as prepared by Carr Smith Corradino and shall include but not be limited to: Baseball Field/Stadium: . Renovate/Repair existing Stadium to comply with State and Local Codes. . Inspect and Renovate the Stadium Field Irrigation system as necessary, (Including Pump Station). See Irrigation Improvements under "General". Football Field/Stadiumfl'rack: . Renovate, upgrade or reconstruct Football field and Irrigation system as necessary, (See Irrigation Improvements under "General") to meet Minimum High School/College NCAA Standards . Repair or Replace existing Running Track . Restore/replace and relocate bleacher~ off Track . Limited restoration of field house . Upgrade existing restrooms and press box . Inspect, Renovate, Repair or Replace Sports Field Lighting as necessary. Property Management Facilities: . Property Management facilities will be relocated (Please refer to Option B by Carr Smith Corradino). New facilities must meet Property Management's space requirements (Please refer to Exhibit B). . Existing Historical Office Building to be restored. Bark Park: . Bark Park to be relocated within the Park Property. Tennis Center/Stadium/Courts: . Replace existing tennis courts with Hydro Courts / Hydro Grid Courts, or a combination of Hydro Dourts and Hard Surface Courts. This Work to include new Sports Lighting, Court Separators, Ornamental Plantings, Irrigation, Drainage, etc. . . Remove existing tennis stadium . Replace/Renovate existing tennis center and restrooms General: . Evaluate existing underground utilities (plumbing, Electrical, Sewer, etc) and provide recommendation(s) to upgrade/repair . Amend, repair, expand, and improve as necessary, all existing irrigation lines, heads, valves, wiring and all other components of the irrigation system throughout the park to allow full interface with the new Master Irrinet Control and Pump Station completed and installed in Phase I Improvements. Final Solution should produce a single, unified irrigation system for the entire park, and provide 100% coverage in all areas to receive irrigation. . Replace/Remove existing "Friendship Comer" Building . Evaluate existing parking conditions. Provide recommendations (at least three) for additional parking at and around Flamingo Park, including 15 additional spaces for Pool's Lifeguards, Tennis staff, and Parks & Recreation Department. Approved solution will be incorporated as part ofthe project. . Provide an area for pedestrian arrival and vehicular drop off on Meridian Avenue. . Evaluate existing lighting requirements throughout park and provide recommendation(s) to improve lighting for sports, security and general outdoor lighting along walkways (Baseball field not included). . Restore/Upgrade existing softball field, basketball courts and handball courts . Creation of limited shaded seating areas scattered throughout the park. (Intended for reading, or simply sitting to enjoy the view of the park.) . New decorative perimeter fencing designed in a manner that does not facilitate climbing. . New Turf and Ornamental Plantings. Removal of existing invasive species. . New signage and Site Furnishings . Evaluate Existing walkways for repair and improvement needs. MINIMUM REQUIREMENTS / QUALIFICATIONS 1. Design Team must have prior experience with Urban Parks Projects including both buildings and site improvements, and a minimum construction cost of $1,000,000.00. Design Team must provide at least 3 representative projects completed within the past 10 years. 2. Design Team must have prior experience with renovations/relocations of Historical buildings and structures. Design Team must provide at least 3 representative projects completed within the past 10 years. 3. Design Team must include a registered Landscape Architect licensed in the state of Florida. Landscape Architect may be either in-house or a sub-consultant to the prime consultant. EXHIBIT A a: - - - .~ Flamingo Park, a 34.5 acre district park, is one of Miami Beach's oldest and most utilized parks, It cannot be over emphasized the important role Flamingo Park plays in fulfilling the recreational needs of the South District and to all of Miami Beach, The Park has the only Tennis Stadium, Football Stadium and Baseball Stadium on the beac.h, utilized by all Districts and it has the only running track and racquet ball complex, Flamingo Park's importance also extends beyond the Beach, this year marking the 50th anniversary of the Park hosting the world class Junior Orange Bowl Tennis Tournament. Flamingo Park is . the "Central Park" of South Beach featuring grand tree- lined promenades that dramatically link its past and present. As the second ,largest park on the beach, Flamingo Park has diverse urban relationships to the surrounding city fabric with three major arteries forming the boundaries to the Park and, two major peclestrianarteries cutting through the Park, The emphasis of the Master Plan is to strengthen park edges, clear vistas, relieve congestion, open more green space, define comers, enhance grand axial relationships and generally, make the Park more inviting. The formal pedestrian park promenades, at the cross axis of 13th Street and Jefferson Avenue, will recapture the grandeur of days past with landscaped pedestrian and view corridors, joining city and park. New entry features will create focal points within the city where the two streets end and the pedestrian park promenades begin, The enhancement of the promenades also serves to define the cross axis as the main organizational feature of the Park with access to the new swimming pool complex, refurbished tennis center, renovated basketball and racquetball courts, new recreation center . and tot lot along it's route. ADMINSTRA TION RECOMMENDATION Adopt the resolution. FUNDING Flamingo Park $2.5 million G.O, Bond Property Management Yard $1.9 million G.O. Bond ANALYSIS On November 8, 1994, the citizens of the City of Miami Beach approved the issuance of $15 million in general obligation bonds for park improvements (Parks Bond), Bermello, Ajamil and Partners, Inc. (B&A) prepared a Master Plan that addressed the needs of twenty (20) parks of various sizes, and improvements for the Boardwalk and bikeways, The Mayor and City Commission adopted the Master Plan on June 19,1996. The City issued RLFI Number 11-96/97, seeking the professional services of an architectural/engineering firm or firms to provide design services, construction and bidding documents, construction observation, project administration, scheduling, and cost estimating for the parks addressed by the Master Plan. On July 16, 1997, the Mayor and City Commission approved a Resolution authorizing the City to enter into an agreement with The Corradino Group (formerly known as Carr Smith Corradino) for professional services related to the Parks Master Plan Bond Program Sites Scott Rakow Youth Center, Flamingo Park and Normandy Park in the amount of $536,068 from the Parks Bond, Commission Memorandum Flamingo RFQ June 19, 2002 Page 2 The Mayor and City Commission approved the schematic plans for the base bids, base bid budgets for each project, and authorized the Administration to move forward with the designs and bid specifications for the projects on May 20, 1998, On July 15, 1998, the Mayor and City Commission appropriated additional funding for the Parks Master Plan Bond Program in the amount of $13,980,915 (comprised of $13,835,915 from the Parks Bond and $145,000 from the Riviera Apartments Lien Settlement). This action also amended the professional services agreement with The Corradino Group, increasing the agreement amount by $237,955. On July 7, 1999, the Mayor and City Commission amended the agreement with The Corradino Group in the amount of $74,977 for the provision of additional services not included in the original scope of work, including several schematic designs for the approval of the Scott Rakow Youth Center Ice Rink (at least 17 different schemes and cost estimates and a scale model for presentations), plan revisions and redesigns requested by the Design Review Board (DRB) to gain board approval for Flamingo Park, Normandy Isle Park and the Scott Rakow Youth Center, and additional costs for surveying. On November 2, 1999, the citizens of the City of Miami Beach approved the issuance of approximately $92 million in General Obligation (GO) Bonds. Of the $24,8 million GO Bond funds that were allocated for Parks and Beaches projects, approximately $2.8 million were for the construction of the Scott Rakow Youth Center, Flamingo Park and Normandy Park projects included under The Corradino Group's professional services agreement The term of the City's agreement with The Corradino Group was for thirty (30) months, which included the construction period for all of the projects. The projects were originally anticipated to be completed in 1999, and have yet to reach completion. The Scott Rakow Youth Center and the Flamingo Park Pool Renovation and Expansion projects are under construction with estimated completion dates of Summer 2002 for Flamingo Park Pool and Fall 2002 for Scott Rakow Youth Center. The Normandy Isle Park and Pool project is still in the design phase, with an estimated construction completion date of Spring 2003. The time and compensation for The Corradino Group's contract was adjusted by the City Commission at the March 20, 2002 meeting to be concurrent with these phases currently under construction. Also included in The Corradino Group's scope of services was the renovation of Flamingo Park, but very little work has been completed on this portion of the project. Additionally, since the time of the original agreement, a determination has been made that the Property Management Yard needs to remain within Flamingo Park due to insufficient space at any other City-owned facility. As a result, the most viable approach is to have the same design consultant design the Park and the Property Management Yard together. The Corradino Group's agreement cannot be amended to include the Property Management Yard since it I , Commission Memorandum Flamingo RFQ June 19, 2002 Page 3 would significantly alter the character of the original RFP, As such, a new AlE should be selected through a new process. The Administration and The Corradino Group agreed that the City should eliminate this project from the scope, as well as the corresponding fees in the amount of$100,147. This item was eliminated from the Corradino agreement at the March 20, 2002 Commission meeting, In contemplating the hiring of another firm to complete the design of improvements to Flamingo Park, City staff explored the possibility of including the separately funded Property Management Facility within the project. Although it would be preferable to move the Property Management Yard out of the Park to another location, the City has exhausted potential alternative sites where it could be relocated. Leaving the Property Management Yard in Flamingo Park is a concern that is proposed to be addressed through optimal location, building design, and screening. Thus it would be beneficial to have one firm design and oversee the construction of both projects so that coordination is maximized, In addition, the deterioration ofthe existing Property Management Yard is becoming a serious concern that requires timely attention. It is anticipated that in designing the combined project, the Property Management Yard could be accelerated as part of a first phase of the project. At this time, the City needs to hire a design team that includes architecture, landscape architecture, and engineering components to complete the planning and construction design process for the Flamingo Park!
