A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING AND OFFICIALLY
ADOPTING THE BASIS OF DESIGN REPORT
DEFINING AND DESCRIBING WATER AND
SEWER BOND, GENERAL OBLIGATION BOND,
STORMWATER BOND AND SECTION 108 LOAN
FUNDED CAPITAL IMPROVEMENTS TO BE
IMPLEMENTED IN THE NORMANDY ISLE
NEIGHBORHOOD IMPROVEMENT PROJECT,
SUBJECT TO INCLUDING IN FILL SIDEWALKS ON
THE NORTH SIDE OF THE STREET, IN THE
SECTION OF BAY DRIVE BETWEEN TROUVILLE
ESPLANADE AND RUE GRANVILLE.
WHEREAS, the City has issued General Obligation (G.O.) Bonds,
Stormwater Revenue Bonds and Water and Wastewater Revenue Bonds, to
provide funding for a number of needed capital projects to be constructed in
various areas of the City to upgrade and improve the infrastructure for the
purpose of providing better service to residents and visitors; and
WHEREAS, funding allocated for construction of improvements in the
Normandy Isle Neighborhood includes $2,974,817 in Series 2000 Water and
Sewer Bond funds; $495,803 in Series 2000 Stormwater Bond funds; $3,337,711
in G.O. Bond funds; and $1,165,678 in Section 108 Loans; and
WHEREAS, Williams, Hatfield & Stoner, Inc. was selected as the
successful proposer, pursuant to Request for Qualifications (RFQ) No. 10-00/01
for Urban Design, Landscape Architecture and Engineering Services for the North
Shore Neighborhood (the Project); and
WHEREAS, the Administration received authorization under Resolution
No. 2001-24277, adopted on February 21,2001, to enter into negotiations with
Williams, Hatfield & Stoner, Inc., to refine the scope of work for the Project, and to
negotiate the fees to be paid for the work; and
WHEREAS, pursuant to Resolution No. 2001-24505, adopted by the Mayor
and City Commission on July 18, 2001, the Mayor and City Clerk executed an
Agreement between the City and Williams, Hatfield & Stoner, Inc., to provide
professional services for the Normandy Isle Neighborhood Streetscape Project for
urban design, landscape architecture and engineering services for the planning,

design, preparation of construction documents, assistance with bidding, and
construction administration, for a fee not to exceed $617,664; and
WHEREAS, Williams, Hatfield & Stoner, Inc., and City staff have
undertaken a professional and comprehensive planning effort to identify and
describe improvements in the Basis of Design Report (BODR); and
WHEREAS, two Community Design Workshops were held to obtain input
from residents and property owners with regard to the proposed improvements,
and general consensus in support of the proposed improvements was obtained;
and
WHEREAS, the subject BODR was reviewed and approved by the G.O.
Bond Oversight Committee at its May 13, 2002 meeting; and
WHEREAS, upon City Commission adoption of the BODR, Williams,
Hatfield & Stoner, Inc. will produce construction documents based on the
improvements recommended in the BODR.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and City Commission approve and adopt the Basis of Design Report defining and
describing Water and Sewer Bond, G.O. Bond, Stormwater Bond and Section 108
Loan funded capital improvements to be implemented through the Normandy Isle
Neighborhood Improvement Project, subject to including infill sidewalks on the
north side of the street, in the section of Bay Drive between Trouville Esplanade
and Rue Granville.

Issue:
Should the City adopt the Basis of Design Report prepared by Williams Hatfield and Stoner, Inc. and City
staff as the officially approved description of capital improvements to be designed and constructed through
the Normandv Isle Neiahborhood Imorovement Proiect?
Item SummarY/Recommendation:
On July 18, 2001, the City entered into an agreement with Williams Hatfield and Stoner, Inc. (WHS) to
provide urban design, landscape architecture, and engineering services for the planning, design,
preparation of construction documents, assistance with bidding, and construction administration for the
Normandy Isle Neighborhood Improvement Project. WHS and City staff then initiated a comprehensive
planning process that included a review of historic information, neighborhood site visits, and inter-
departmental staff and consultant visioning sessions. WHS developed an initial program of recommended
improvements, which was presented at a Community Design Workshop on November 15, 2001. Public
comment and feedback from this forum was analyzed and incorporated where appropriate in a revised
plan, which was presented, at a second Community Design Workshop on January 24, 2002. At the second
workshop, a substantial consensus among residents on the proposed program of improvements was
achieved, with two minor exceptions in the Normandie Sud single-family area. WHS proceeded to
document the program of improvements in a Basis of Design Report, which was carefully reviewed by all
applicable City Departments and refined as necessary. On April 25, 2002, City Staff held a public meeting
with neighborhood residents to attempt to resolve the remaining differences of opinion concerning infill of
missing sidewalks and the extent of improvements to street ends along Bay Drive. Another meeting was
held with neighborhood representatives on June 11, 2002, resulting in compromise and consensus on the
BODR with amendments described in the cover memo. The next step is for the City Commission to review
and approve the amended BODR, which will then serve as a basis for the preparation of construction
drawinas for all recommended imorovements.
Advlso Board Recommendation:
The G.O. Bond Oversight Committee approved the BODR at their meeting on May 13, 2002 with the
stipulation that City staff makes one more attempt to mediate a compromise between the Homeowners'
Association and the property owners located adjacent to the street ends at Rue Bordeaux and Rue Notre
Dame. This meetin was held on June 11, 2002, resultin in com romise and consensus.

ANALYSIS
On September 13, 2000, the Mayor and City Commission adopted Resolution No.
2000-24065 approving the issuance of a Request for Qualifications (RFQ) for architectural
and engineering firms to provide professional services for the water and sewer, stormwater,
and G.O. bond improvements to the Normandy Isle neighborhood. On July 18, 2001, the
Mayor and City Commission adopted Resolution No. 2001-24505 approving an agreement
with Williams Hatfield and Stoner, Inc. (WHS), pursuant to Request for Qualifications
(RFQ) 07-00/01, to provide urban design, landscape architecture, and engineering services
for the planning, design, preparation of construction documents, assistance with bidding,
and construction administration for the Normandy Isle Neighborhood Improvement Project
for a fee not to exceed $617,664; and appropriating for the Normandy Isle neighborhood
streetscape project $286,096 from Series 2000 General Obligation Bond Fund, $248,752
from the Series 2000 Water and Sewer Revenue Bond Fund, $41,357 from Section 108
Loan Fund, $41,459 from Series 2000 Stormwater Revenue Bond Fund for said project.
WHS and City staff then initiated a comprehensive planning process that included a review
of historic information, neighborhood site visits, and inter-departmental staff and consultant
visioning sessions. WHS developed an initial program of recommended improvements,
which was presented, at a Community Design Workshop on November 15, 2001. Public
comment and feedback from this forum was analyzed and incorporated where appropriate
in a revised plan that was presented at a second Community Design Workshop on January
24, 2002. Residents were notified of the two Workshops by mail and through newspaper
advertisements. At the second workshop, a substantial consensus was achieved among
residents on the proposed program of improvements, with two minor exceptions in the
Normandie Sud single family area (described on page 3 herein). WHS proceeded to
document the program of improvements in a Basis of Design Report, which was carefully

reviewed by all applicable City Departments and refined as necessary.
The next step is for the City Commission to review and approve the BODR, which will then
serve as a basis for the preparation of construction drawings for all funded improvements.
The Executive Summary of the BODR is attached; full color copies are being delivered to
the Commission under separate cover and may be obtained by others upon request. A
comprehensive list of the streetscape improvements recommended by area is identified on
page ES-7 of the BODR Executive Summary; the list and maps are attached to this
document. Highlights of improvements and issues that arose during the planning process
are addressed below.
Drainage
The drainage basins on Normandy Isle were not identified as priority basins in the
Stormwater Master Plan. Notwithstanding, the neighborhood received $495,803 in
Stormwater Bond funding to address "spot" improvements. Based on information obtained
from field inspections, as well as input from residents, the funds will be used to address
localized ponding by regrading of swales and paved surfaces.
Water Distribution
Existing galvanized iron water lines will be replaced throughout the island, which will
improve the level of service and meet fire flow requirements. The remaining segments of
the water distribution system, which are Priority 3 lines, will be tested to determine whether
the condition requires replacement or rehabilitation. The existing water lines that are
located in a rear yard easement will be abandoned and replaced by a new water line in the
street right-of-way. The project includes a new connection for each property affected by
the water line relocation.
Area 1 - Multifamily Residential on West End of Island
All streets will be improved, with the exceptions of Calais Drive and Biarritz Drive, which
were recently reconstructed with CDBG funds, and 7151 Street and Normandy Drive, which
are the responsibility of FDOT. Generally, the recommended improvements include street
resurfacing, repair of sidewalks, ADA accessible curb ramps, bump-outs at intersections
and (where possible) in midblock, street trees, and organized on-street parking. One of the
primary goals of this area is to maximize legalized parking. The proposed streetscape
design includes a combination of angle parking, 90-degree parking and parallel parking,
depending upon the right-of-way width. WHS estimates there will be a net increase of
about 100 legal parking spaces once the proposed parking improvements are
implemented. Additional cobra head streetlights are recommended to be added by FPL to
existing utility poles wherever possible. The street end at Rue Granville is recommended
to be improved for public enjoyment with concrete paver walkways, landscaping and
lighting, benches are not recommended based upon input from nearby residents.

improvements for Area 1.
Area 2 - Normandie Sud (single family residential)
All streets in the Normandie Sud neighborhood will be improved. This will include
resurfacing, repair of broken sidewalks, extension of sidewalks at street corners to meet
ADA standards, infill of shade trees on Bay Drive and Biarritz and palms on Trouville,
Bordeaux and Notre Dame. Grass swales will be reclaimed and resodded where damaged.
At the request of residents, existing cobra head lights will be removed and replaced with
acorn lights to the extent possible within the available budget and minimum lighting
standards. The BODR also includes construction of the street closures proposed by
residents on Rue Notre Dame and Rue Bordeaux at the intersection with 71st Street, as
well as street improvements associated with the proposed guard house on Trouville
Esplanade. A traffic study prepared under separate contract by Marlin Engineering
supports the resident's desire to close these streets. The next step in the street closure
process is a special election for residents to approve a special assessment district.
Two items generated a difference of opinion among residents in the Normandie Sud single
family area: (1) the infill of missing segments of sidewalk on the north side of Bay Drive
and (2) the nature of improvements to street ends on Trouville Esplanade, Rue Bordeaux
and Rue Notre Dame. In response to public input, the consultants and City staff
reevaluated the need for sidewalks on the north side of Bay Drive, and reached a
compromise position that calls for infill of a missing sidewalk segment in front of 8 homes
between Trouville Esplanade and Rue Bordeaux, and abandoning the previous
recommendation to infill a missing segment of sidewalk located west of Trouville
Esplanade. The rationale for this recommendation is that the proposed street closures and
guard house will result in increased traffic on Bay Drive between Rue Notre Dame and
Trouville Esplanade due to vehicles that will be forced to enter and exit the neighborhood
via Trouville Esplanade. However, the segment of Bay Drive located to the west of
Trouville Esplanade will remain unchanged as a dead end cul-de-sac where it is much
safer for pedestrians and bicycles to walk/ride on the street. (Other missing sidewalk
segments on Rue Bordeaux and Rue Notre Dame will be filled in with no neighborhood
opposition.)
Subsequently, two special meetings were held to discuss the remaining controversies with
residents-one with the Normandie Sud Homeowners Association on February 28, 2002
and one advertised public meeting on April 25, 2002. Residents remained steadfastly
divided. Generally speaking, residents are opposed where they are directly adjacent to the
proposed new sidewalks or street end improvements; whereas residents who live
elsewhere throughout the neighborhood support the proposed improvements for the
general use and benefit of all residents. Objections to the sidewalks are based on
anticipated destruction of homeowners' investment in decorative driveways and
landscaping in the public right-of-way, as well as reduction in the length of driveway space
available for parking purposes. Objections to street end improvements relate to the
possibility of attracting users from outside the neighborhood and the potential for unwanted
noise, illicit activity, and/or obtrusive lighting.

The G.O. Bond Oversight Committee reviewed and approved the BODR on May 13, 2002,
with the stipulation that City staff make one more attempt to mediate a compromise
between the Homeowners' Association and the property owners located adjacent to the
street ends at Rue Bordeaux and Rue Notre Dame.
On June 11, 2002, the Administration met with neighborhood leaders, the property owners
located adjacent to the street ends at Rue Bordeaux and Rue Notre Dame and several
owners concerned about the proposed inti!! of sidewalks. As a result of this meeting,
compromise plans for the street ends were agreed upon by all participants. Additionally,
concepts were discussed for the alignment of sidewalk intill segments that would minimize
the adverse impact on existing parking, landscaping and decorative driveway paving.
Followina is a summarv of the chanaes to the text of the BODR that were aareed upon.
This list of items should be considered to be an amendment to the BODR. The changes
will be incorporated into the Design Phase of the project, after approval of the amended
BODR by the Mayor and City Commission.
d. Street End for Rue Notre Dame (page V-23)

4. Proposed Improvements (sidewalks) (3ra paragraph, page V-17)
All streets will be resurfaced and proper pavement markings applied. Sidewalk segments
will be added to provide continuous sidewalks on both sides of the street for Trouville
Esplanade, Rue Bordeaux and Rue Notre Dame. The street closures on Rue Notre Dam
and Rue Bordeaux will result in additional traffic and potential for vehicle and pedestrian
conflicts on Bay Drive east of Trouville Esplanade. Therefore, the consultant
recommends that the missing sidewalk segments on Bay Drive east of Trouville
Esplanade be constructed. Since the traffic patterns will not change on Bay Dive west of
Trouville Esplanade, construction of the missing sidewalk segments on Bay Drive west of
Trouville Esplanade is not as critical and could be postponed until residents in that area
support its construction. The missino sidewalk secments will be desiQned to minimize
neaative impacts on driveways. mature trees and parkina for abuttina properties. To this
end and to the extent possible within aenerally accepted safety standards. consideration

Area 3 - Multifamily Residential and Commercial on East Side of Island
A majority of the streets on the east side of the island are excluded from the scope of this
project due to previous or ongoing improvement projects. The remaining street segments
will all be improved with street resurfacing, repair of sidewalks, ADA accessible curb
ramps, bump-outs at intersections and (where possible) in midblock, street trees, and
organized on-street parking. All persons who attended the community meetings supported
the recommended improvements for Area 3.
Area 4 - Single Family Residential North of 71st Street
All streets in Area 4 will be improved, with the exception of71st Street and Normandy Drive,
which are the responsibilities of FDOT. The recommended improvements will include
resurfacing, repair of broken sidewalks, extension of sidewalks at street corners to meet
ADA standards, infill of shade trees on Calais Drive, Marseille Drive, Trouville Esplanade
and Rue Bordeaux. Grass swales will be reclaimed and resodded where damaged. The
dead-end street segment of Rue Bordeaux at Normandy Waterway will be reclaimed and
improved for passive public enjoyment with walkway, landscaping and lighting.
All persons who attended the community meetings supported the recommended
improvements for Area 4. Residents complained about excessive traffic and speeding
along Marseille Drive, and requested that the street be closed to vehicular traffic at the
west side of the intersection with Rue Notre Dame. In response, the City's Public Works
Department conducted traffic volume and speed counts at two locations during a full week
in April. The data collected support the resident's complaints, but it falls far short of the
minimum threshold required by Miami Dade County to approve a street closure.
Consequently, the City staff and consultants propose to work with the County and residents
during the design phase of this project to obtain approval for alternative methods of traffic
calming, such as roundabouts, speed tables, and/or neck downs.
CONCLUSION
City staff and the project consultant have successfuliy responded to the challenge of
developing a program of improvements that maximizes the funding available, achieves
basic infrastructure improvement goals, and enjoys the support of a majority of residents.
The process of planning these improvements included extensive input from residents and
the subsequent modification of initial plans to respond to that input. In addition, the
process of identifying and prioritizing improvement needs has created a valuable record,
which can be used to program further improvements if additional funding becomes
available in the future.
By approving the BODR, the Commission will officially end the planning process for this
neighborhood and finalize the design concept. Formal construction drawings will
commence. An important feature of the BODR approval is that no added input on the
concept will be solicited nor changes made unless formal construction design efforts
