RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A
GRANT APPLICATION TO THE METROPOLITAN PLANNING
ORGANIZATION, FOR FUNDING UNDER THE FISCAL YEAR
2003 MUNICIPAL GRANT PROGRAM, IN AN AMOUNT NOT
TO EXCEED $45,000, TO BE MATCHED WITH AN AMOUNT
NOT TO EXCEED $30,000 IN CONCURRENCY MITIGATION
PROGRAM FUNDS, FOR A TOTAL PROJECT COST OF
$75,000; TO BE USED FOR THE 16TH STREET CORRIDOR
MASTER PLAN STUDY; FURTHER APPROPRIATING THE
GRANT IF APPROVED AND ACCEPTED BY THE CITY; AND
AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE ALL NECESSARY DOCUMENTS RELATED TO
THIS APPLICATION
WHEREAS, the Municipal Grant Program provides funds for transportation planning
studies to municipalities within Miami-Dade County to plan for transportation improvements;
and
WHEREAS, the Program requires a minimum 20% match, and the City has Concurrency
Mitigation Program Funds available to serve as the required local match; and
WHEREAS, the Governing Board of the Metropolitan Planning Organization (MPO) for the
Miami Urbanized Area has approved $150,000 in MPO transportation planning funds to be made
available to municipalities as funding for this Program, and funds will be available in October
2002; and
WHEREAS, the City proposes to apply for funding to conduct the 16th Street Corridor
master plan study, which is an essential element of the South Beach Transportation Concurrency
Management Plan, thereby suitable to receiving Concurrency Mitigation Program Funds; and
WHEREAS, the study will have two main objectives: 1) To prepare a master plan for the
implementation of operational/safety improvements and roadway enhancements to the 16th Street
Corridor; and 2) To provide master plan recommendations based on the results of a
comprehensive study and analysis; and
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the City Manager or his designee to submit a grant application to the
Metropolitan Planning Organization, for funding under the Fiscal Year 2003 Municipal Grant
Program, in an amount not to exceed $45,000, to be matched with an amount not to exceed
$30,000 in Concurrency Mitigation Program Funds, for a total Project cost of $75,000; to be
used for the 16th Street Corridor Master Plan Study; further appropriating the grant if approved
and accepted by the City; and authorizing the Mayor and City Clerk to execute all necessary
documents related to this application.

Adopt the Resolution.
Analvsis
The Municipal Grant Program provides funds for transportation planning studies to
municipalities within Miami-Dade County. Transportation planning studies may be used to
plan for transportation improvements, focusing on community-based methods and cost-
effective solutions. Program objectives include: 1) Long-range transportation planning
projects; 2) Short-range transportation system planning; and, 3) Intermodal transportation
planning.
The City has Concurrency Mitigation Program Funds available to serve as the 20% required
local match. Selected Municipalities (including City of Miami Beach) and Miami-Dade
County (unincorporated areas) are eligible to apply. The Governing Board of the
Metropolitan Planning Organization for the Miami Urbanized Area has approved $150,000 in
MPO transportation planning funds to be made available to municipalities as funding for this
program. Funds will be available in October 2002, funds expire September 30, 2003.

Grant funds are to be ultimately approved by the MPO Governing Board.
The program criteria includes:
1. Level Of Service (LOS) benefits of the proposed project
2. Impact of mobility/traffic circulation gains
3. Intermodal nature of proposals
4. Consistency with the applicant's local comprehensive plans.
The City proposes to apply for funding to conduct the 16th Street corridor master plan
study (see Exhibit A attached). The 16th Street corridor assumed an "urban collector"
role in 1998, when this once local road was opened from Washington Avenue to Collins
Avenue as part of a public-private economic development initiative to bring a
convention-quality hotel to Miami Beach. Both the Miami Beach Comprehensive Plan
and the Municipal Mobility Plan include the 16th Street Project. The Project is an
essential element of the South Beach Transportation Concurrency Management Plan,
thereby suitable for receiving Concurrency Mitigation Program Funds.
The study will have two main objectives:
1. To prepare a Master Plan for the implementation of operational/safety improvements
and roadway enhancements to the 16th Street Corridor, which connects the hotel area of
SR A1A1Collins Avenue with SR 907/Alton Road
2. The Master Plan recommendations should be based on results of a comprehensive
study and analysis of the impacts to the road (and adjacent areas) for having assumed a
new urban-collector role, as a result of the corridor opening Collins Avenue.
In conclusion, the Administration recommends that the City Commission adopt the
Resolution authorizing the City Manager or his Designee to submit a grant application to
the Metropolitan Planning Organization, for funding under the FY 2003 Municipal Grant
Program, in an amount not to exceed $45,000, to be matched with an amount not to
exceed $30,000 in Concurrency Mitigation Program Funds, for a total project cost of
$75,000, to be used for the 16th Street Corridor Master Plan Study; further appropriating
the grant if approved and accepted by the City; and authorizing the Mayor and City Clerk
to execute all necessary documents related to this application

ACTION: Item separated for discussion by Vice-Mayor Gross. Resolution No. 2002-24907
adopted as amended. Motion made by Commissioner Smith to approve the resolution, subject to
the City having discretion of how to use the funds; seconded by Commissioner Cruz; Voice vote: 7-0.
Mayra Diaz Buttacavoli and Joseph Johnson to research and submit the grant if the criteria is met.
If awarded, Patricia Walker to appropriate the funds and Joseph Johnson to handle.
Vice-Mayor Gross is not in favor of doing anything that will increase the traffic on 16th Street and
asked if the Administration has a policy for traffic flow on 16th Street.
Robert Middaugh, Assistant City Manager, stated that the purpose of this grant is to address how
the road is to function and look.
Commissioner Bower asked if parking is being removed.
Jorge Gonzalez, City Manager, explained that this request is authorization to seek a grant. The
grant will fund the study to develop the plan for 16th Street. As part of the direction to the City's
consultant, there should be no net loss of parking. Joseph Johnson to handle.
Vice-Mayor Gross stated that this grant is applying for money that is specifically for collector roads
that the City will be forced to recognize 16 Street as a collector road.
