HomeMy WebLinkAbout2002-24908 Reso RESOLUTION NO. 2002-249'6.& A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE INDIAN CREEK BRIDGE RENOVATION PROJECT, A COMPONENT OF THE CITY'S 41sT STREET BEAUTIFICATION PROJECT PHASE II, AND THE REDUCTION OF TRAVEL LANES FROM TWELVE TO ELEVEN FEET ON THE INDIAN CREEK BRIDGE; INCORPORATING THE SAID FOOTAGE, ALONG WITH ADDITIONAL FOOTAGE GAINED FROM STRIPED AREAS BETWEEN THE TRAVEL LANES AND SIDEWALKS, INTO THE EXTENSION OF THE BRIDGE SIDEWALKS, FROM FIVE FEET TO TWELVE FEET; AS A CONDITION FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION, WHICH HAS JURISDICTION OVER THE 41ST STREET RIGHT ..oF-WAY, INCLUDING BUT NOT LIMITED TO THE INDIAN CREEK BRIDGE, TO APPROVE THE ENTIRE PHASE II CONSTRUCTION DOCUMENTS AND TO ISSUE A CONSTRUCTION PERMIT TO THE CITY, ALLOWING THE CITY TO COMMENCE WITH A FORMAL BID AND AWARD OF THE CONSTRUCTION PORTION OF THE PROJECT. WHEREAS, on June 4, 1997, pursuant to Request for Letters of Intent (RFLI) No. 155-95/96, the Mayor and City Commission approved Resolution No. 97-22407, authorizing a contract with Consul-Tech Engineering for architectural and engineering services for the 41 sl Street Beautification Project Phase II; and WHEREAS, the 41s1 Street Beautification Project Phase II is a City project that entails bridge modifications to the Biscayne Waterway and the Indian Creek Bridges on 41 sl Street; and WHEREAS, said modifications include new paver stones, mosaic tile work and, for the Indian Creek Bridge, also includes lighting and sidewalk extensions from five feet to twelve feet for pedestrian safety; and WHEREAS, on May 14, 2002, the Historic Preservation Board granted the Indian Creek Bridge Renovation a Certificate of Appropriateness (as it is within the John S. Collins Historic District); and WHEREAS, 41 sl Street and the Indian Creek Bridge are Florida Department of Transportation (FDOT) Right-of-Ways; and WHEREAS, FOOT requests that the City formally accept the reduction of the travel lanes on the Indian Creek Bridge as a condition for FDOT, the permitting authority, to issue a construction permit for the Project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF M1AMI BEACH, FLORIDA, that the Mayor and City Commission support the Indian Creek Bridge Renovation Project, part of the City's 41st Street Beautification Project Phase II, and the reduction of travel lanes from twelve to eleven feet on the Indian Creek Bridge; incorporating the said footage, along with additional footage gained from striped areas between the travel lanes and sidewalks, into the extension of the Bridge sidewalks, from five feet to twelve feet; as a condition from the Florida Department of Transportation, which has jurisdiction over the 41 st Street Right-Of- Way, including but not limited to the Indian Creek Bridge, to approve the entire Phase II construction documents and to issue a construction permit to the City, allowing the City to commence with a formal bid and award of the construction portion of the project. Ol rn~ I <D ~ CITY OF MIAMI BEACH COMMISSION ITEM SUMMARY m -- Condensed Title: A Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, supporting the Indian Creek Bridge Project, part of the 41st Street Beautification Phase II, and the reduction of travel lanes from twelve to eleven feet, incorporating the said footage, along with additional footage gained from striped areas, into the extension of the bridge sidewalks from five feet to twelve feet. Issue: Should the Mayor and City Commission support the reduction of existing traffic lanes on the Indian Creek Bridge by one foot in order to incorporate said space into the proposed sidewalk extensions, which will facilitate the increase the existing sidewalks from five feet wide to twelve feet wide? Item Summary/Recommendation: The Indian Creek and Biscayne Waterway Bridges, Phase II of 41st Street Beautification, has been in FOOT permit review for two years. As a final condition to issue the necessary FOOT permit that will allow the Administration to begin the contractor bid process, FOOT requires a resolution supporting the reduction of the lanes on the Indian Creek Bridge by one foot. The purpose of the reduction is to create space that will be incorporated into the extension of sidewalks from five to twelve feet wide on the Indian Creek Bridge, which will increase pedestrian safety while crossing this busy bridge. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS Pursuant to Request for Letters of Intent (RFLI) 155-95/96, the Mayor and City Commission approved Resolution 97-22407 on June 4, 1997. The resolution authorized a contract wittl Consul-Tech Engineering for architectural and engineering services for the 41s1 Street Beautification Project Phase II. Phase II entails bridge modifications to the Biscayne Waterway and the Indian Creek Bridges on 41 sl Street, which is a Florida Department of Transportation (FDOT) Right-of-Way. The project includes new paver stones, mosaic tile work. and in the case of the Indian Creek Bridge, new lighting and sidewalk extensions from five feet to twelve feet. The Project has been heavily supported by the Middle Beach Partnership as it creates a gateway effect for the 41 sl Street corridor. The Project has been under permit review with FOOT for over two years while several structural elements have been revised. As a final condition to issue the permit, FOOT asks that the City support, through City Commission Resolution, the proposed reduction of travel lanes from twelve feet to eleven feet on the Indian Creek Bridge. The gained space will be incorporated into the sidewalk extensions along the Indian Creek Bridge, which are necessary for pedestrian safety on this busy bridge. The reduction in the size of travel lanes has always been an intended element of the project and is not an unusual component. Upon the passing of this resolution, FOOT will issue the permit for the project, allowing the City to issue~bi for construction to commence work on the bridges.
