423-2002 RDA Reso RESOLUTION NO. 423-2002 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, RECOMMENDING TO THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CERTAIN AMENDMENTS TO THE CITY CENTER HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION AREA PLAN, AN APPROVED REDEVELOPMENT PLAN UNDER THE PROVISIONS OF SECTIONS 163.360, FLORIDA STATUTES; SAID AMENDMENTS PROVIDING THAT THE PLAN INCORPORATE, BY REFERENCE: A) THE DEVELOPMENT AND IMPLEMENTATION OF COMMUNITY POLICING INNOVATIONS WITHIN THE CITY CENTER HISTORIC CONVENTION VILLAGE DISTRICT, AS PROVIDED FOR IN SECTIONS 163.340, 163.350, 163.356, 163.360,163.361, AND 163.370, FLORIDA STATUTES; AND B) PARTICIPATION IN THE MIAMI BEACH BUSINESS ASSISTANCE PROGRAM, FOR THE PURPOSE OF BUSINESS RECRUITMENT WITHIN THE DISTRICT, TO THE EXTENT LEGALLY PERMISSIBLE UNDER CHAPTER 163, FLORIDA STATUTES, AND TO THE EXTENT THAT FUNDING IS AVAILABLE. WHEREAS, on February 12, 1993, the Mayor and City Commission adopted Resolution No. 93-20721, accepting and adopting the City Center Historic Convention Village (City Center) Redevelopment and Revitalization Plan (Redevelopment Plan), in accordance with Sections 163.360, Florida Statutes; and WHEREAS, Section 163.361, Florida Statutes, provides that if at any time after the approval of a community redevelopment plan by the governing body, it becomes necessary or desirable to amend or modify such plan, the governing body may amend such plan upon recommendation of the Redevelopment Agency; and WHEREAS; the Miami Beach Redevelopment Agency (RDA), believes it is necessary to amend the Redevelopment Plan in order to reflect recent changes to Chapter 163, Florida Statutes, enabling community redevelopment areas to implement and fund "community policing innovations", defined as a lipolicing technique or strategy designed to reduce crime by reducing opportunities for and increasing the perceived risks of engaging in, criminal activity through visible presence of police in the community, including but not limited to, community mobilization, neighborhood block watch, citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront police stations, field interrogation, or intensified motorized patrol"; and WHEREAS, the RDA believes it is necessary to amend the Redevelopment Plan to include a community policing innovation program, which will provide an opportunity for the RDA to shoulder the cost for current and enhanced levels of police services within the City Center Area; and WHEREAS, in response to a significant increase in the City's office vacancy rate, the City Commission requested that the Administration evaluate the development of a Business Assistance Program; and WHEREAS, staff has been developing such a program, which may provide up to a maximum of $3,000 in direct cash incentives for each new job created; and WHEREAS, the City Center Area contains approximately 55% of the City's existing and future office space supply, of which 21.7% is projected to be vacant; and WHEREAS, the RDA Administration is currently conducting research to determine whether tax increment funding may be used to participate in the funding of the Business Assistance Program to the extent that funding is available; and WHEREAS, on May 10, 2002, the Administration presented the proposed amendments to the Redevelopment Plan to Miami-Dade County's Tax Increment Finance Committee, which voted in favor of recommending the proposed amendments to the Board of County Commissioners; and WHEREAS, in accordance with Chapter 163, Florida Statutes, the Mayor and City Commission duly noticed and held a public hearing on May 29, 2002, to consider the recommendation of the RDA regarding the proposed amendments to the Redevelopment Plan. 2 NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and Members of the Redevelopment Agency, following a duly noticed public hearing by the Mayor and City Commission of the City of Miami Beach, Florida, to consider same, hereby recommend the following amendments to the City Center Historic Convention Village Redevelopment and Revitalization Area Plan, an approved Redevelopment Plan under the provisions of Sections 163.360, Florida Statutes; said amendments providing that the Plan incorporate by reference: A) the development and implementation of community policing innovations within the City Center Historic Convention Village District, as provided for in Sections 163.340,163.350,163.356,163.360,163.361, and 163.370, Florida Statutes; and B) participation in the Miami Beach Business Assistance Program for the purpose of business recruitment within the District, to the extent legally permissible under Chapter 163, Florida Statutes and to the extent that funding is available.
