RESOLUTION NO. 94-21387
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, CREATING THE
COMMITTEE ON THE HOMELESS AND PRESCRIBING ITS
MEMBERSHIP, DUTIES AND FUNCTIONS, AND TERM OF
OFFICE.
WHEREAS, the Mayor and City Commission of the City of Miami Beach
acknowledge the need to create and advocate a Comprehensive Strategy on the homeless
situation in Miami Beach; and
WHEREAS, the Mayor and City Commission wish to intensify the City's current
effort towards assisting homeless persons and support for agencies in addressing the
needs of the homeless; and
WHEREAS, the Mayor and City Commission wish to support a Comprehensive
Strategy on the homeless situation which contains curative measures and actions and
which promotes the ultimate self-sufficiency of homeless persons; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach wish to
aeate a committee to facilitate, implement, and empower the curative philosophy known
as "Continuum of Care"; and
WHEREAS, the Mayor and City Commission wish to create an appropriate budget
allocation to address the issues of the homeless.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that:
1. The City of Miami Beach Committee on the Homeless is hereby
created. The Committee shall consists of nine (9) members, each to be appointed by the
City Commission.
2. Each Member of the Committee shall be selected from but not limited
to the following:
Member of the general public involved with homeless issues
Jewish Vocational Services
Miami Beach Housing Authority
RAIN mothers and/or Miami Beach Development Corp.
Dade County Trust
Douglas Gardens Community Mental Health
Community Agencies Involved with Homeless Issues
City of Miami Beach Staff
3. The members of this Committee shall begin serving on December 1,
1994. The Committee shall submit recommendations to the City Commission when
requested by the City Commission. The term of this Committee shall expire on December
31. 1995, unless extended by the City Commission.
4. Members of the Committee shall serve without compensation. The
City Manager shall provide such administrative staff and clerical personnel as may be
necessary to assist the Committee in the proper performance of its duties and functions.
5. The members of this Committee shall select and designate a
chairperson and such other officers as they may deem necessary or desirable, who shall
serve at the will of the Committee. All meetings of the Committee shall be open to the
public. No action shall be taken by this Committee except by a majority vote of the entire
membership. The Committee may adopt rules of procedure governing its meetings and

actions on matters within its jurisdiction, not inconsistent with the provisions of this
Resolution.
6. The Committee shall have the power and duty to examine the issues
of the homeless in Miami Beach and to recommend to the City Commission a
Comprehensive Strategy on the Homeless.
