2002-24909 Reso RESOLUTION NO. 2002-24909 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ACCEPT AN ADDITIONAL AWARD OF $100,000, IN STATE FUNDING FROM THE LAND AND WATER CONSERVATION FUND, TO BE MATCHED WITH $100,000 OF CITY FUNDING FROM THE MIAMI-DADE COUNTY SAFE NEIGHBORHOODS BONDS PROGRAM FOR THE RENOVATION OF NORTH SHORE OPEN SPACE PARK, PHASE III, FOR A TOTAL GRANT AMOUNT OF $200,000; FURTHER APPROPRIATING THE GRANT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION WHEREAS, the Land and Water Conservation Fund (LWCF) was established by the U.S. Congress upon enactment of the Land and Water Conservation Fund Act of 1965 and is incorporated in Chapter 62D-5, Part VII of the Rules of the Florida Department of Environmental Protection; and, WHEREAS, LWCF grants are awarded to grantees for projects that are for the sole purpose of providing outdoor recreation opportunities to the public; and, WHEREAS, On March 20, 2002, the City Commission approved Resolution Number 2002-24787 authorizing the Administration to apply for grant funds in the amount of $100,000 to the LWCF; and, WHEREAS, the City applied for the grant funds and was awarded the $100,000 requested and an additional allocation of $100,000 to include as part of the scope of work one new shade pavilion for a total grant award will of $200,000; and, WHEREAS, the grant funds will be used to complete Phase III of the North Shore Open Space Park Project; and, WHEREAS, the grant requires matching funds and the City has $100,000 in Miami- Dade County Safe Neighborhoods Bonds Funds for the match; and, WHEREAS, the City is requesting approval to accept the additional allocation of $100,000 to include as part of the scope of work one new shade pavilion; and, WHEREAS, the City shall be responsible for maintenance of the site. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the City Manager or his designee to accept an additional $100,000 in grant funds from the Land and Water Conservation Fund for the renovation of North Shore Open Space Park - Phase III to be matched with $100,000 of City funding from the Miami-Dade County Safe Neighborhoods Bonds Program, for a total grant amount of $200,000; further appropriating the grant and authorizing the Mayor and City Clerk to execute all necessary documents related to this application. Analvsis On March 20, 2002, the City Commission approved Resolution Number 2002-24787 authorizing the Administration to apply for grant funds in the amount of $100,000 to the Land and Water Conservation Fund (LWCF). The City applied for the grant funds and was awarded the $100,000 requested and an additional allocation in the amount of $100,000. The total amount awarded to the City is $200,000. The grant funds will be used to complete Phase III of the North Shore Open Space Park Project. The scope of work for the renovation includes restroom renovations, renovation of three (3) existing shade pavilions, concession restoration, vita course replacemenUrestoration and signage. The grant requires matching funds. The City has $100,000 in Miami-Dade County Safe Neighborhoods Bonds Funds for the match. The City is requesting approval to accept the additional allocation of $1 00,000 to include as part ofthe scope of work one new shade pavilion. The total grant award will be $200,000. The Land and Water Conservation Fund was established by the U.S. Congress upon enactment of the Land and Water Conservation Fund Act of 1965 and is incorporated in Chapter 62D-5, Part VII of the Rules of the Florida Department of Environmental Protection. The program provides matching grants to the State of Florida and through the Land and Water Conservation Fund July 10, 2002 Page 2 State to governmental entities for the acquisition and development of outdoor recreation purposes. The National Park Service (NPS) and the Florida Department of Environmetal Protection (FDEP) administer the program on behalf of the State. LWCF grants are awarded to grantees for projects that are for the sole purpose of providing outdoor recreation opportunities to the public. Applicants may request funds for the acquisition of real property or for the construction, expansion renovationlrepair of facilities. Eligible facilities include beach access improvements, boat ramp~ boardwalks, baseball and softball fields, tennis and basketball courts, playgrounds and bicycle trails. Parking lots, restrooms lighting and fencing attached to the facility are also eligible. Grant funds shall only be awarded to grantees for projects that are for the sole purpose of providing outdoor recreational opportunities to the public. The grantee shall have up to three years from the effective date of the project to complete the project unless extended by Department staff. The city shall be responsible for maintenance of the site. In conclusion, the Administration recommends approval ofthis Resolution ofthe Mayor and City Commission of the City of Miami Beach, Florida, authorizing the City Manager or His Designee to accept an additional $100,000 in grant funds from the Land and Water Conservation Fund for the renovation of North Shore Open Space Park - Phase III to be matched with $100,000 of City funding from the Miami-Dade County Safe Neighborhoods Bonds Program, for a total grant amount of $200,000; further appropriating the grant and authorizing the Mayor and City Clerk to execute all necessary documents related to this application.
