A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, WAIVING, BY 517THS VOTE, THE FORMAL
COMPETITIVE BIDDING REQUIREMENTS, FINDING SUCH WAIVER TO
BE IN THE BEST INTEREST OF THE CITY, AND AUTHORIZING THE
PURCHASE OF PARKING METER SMART CARDS FROM THE CITY'S
CURRENT VENDOR, GREENWALD INDUSTRIES, IN THE AMOUNT OF
$71,369.91.
WHEREAS, Greenwald Industries currently supplies the City of Miami Beach with
parking meter smart cards which cannot be replicated by another vendor; and
WHEREAS, Smart Card systems are designed to use specific key codes which are
unique to each manufacturer and customer; these codes cannot be duplicated; and
WHEREAS, if the City wanted to source another vendor, all parking meters in
circulation, and all new locations would have to be retrofitted to accept other suppliers key
codes; and
WHEREAS, the $71,369.91 cost of these cards will be paid from the Parking
Enterprise Account Number 480-0463-000-343; and
WHEREAS, the Administration would herein recommend that the Mayor and City
Commission waive, by 5/7ths vote, the competitive biddings requirements, and authorize
the purchase of parking meter Smart Cards, in the amount of $71,369.91, finding such
waiver to be in the best interest of the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, waives by 5/7ths vote, the
competitive bidding requirements, finding such waiver to be in the best interest of the City,
and authorizing the purchase of all necessary goods and services relative to the purchase
of parking meter smart cards.

Dear Mr. Lopez,
Olivia Mooney asked me to forward you this letter regarding your use of Greenwald Industries as a "sole
source vendor" for the City of Miami Beach.
Greenwald Industries currently supplies the City of Miami Beach with parking meter smart cards which
cannot be replicated by another vendor. Smart card systems are designed to use specific key codes
which are unique to each manufacturer and customer. These codes cannot be duplicated. This process
ensures a higher level of security to our customers so that clone cards can't be created and used to cheat
the system.
If the City of Miami wanted to source another vendor, all parking meters in circulation, and all new
locations would have to be retrofitted to accept other suppliers key codes. In addition, since suppliers use
different software, cards, and reload systems it would require the City of Miami to run duplicate systems
for all parking meter applications.

and authorizing the City Manager or his designee to sign all contracts, agreements,
purchase orders, and change orders for the purchase of all necessary goods and services
relative to the purchase of parking meter smart cards.
