A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING
THE NEED FOR CONSTRUCTION OF A NEW FULLY
FUNDED HIGH SCHOOL FACILITY AT MIAMI BEACH
SENIOR HIGH SCHOOL AND REQUESTING THE MIAMI-
DADE COUNTY SCHOOL BOARD TO DEVELOP AND
IMPLEMENT PLANS TO REPLACE THE FACILITIES AT
MIAMI BEACH SENIOR HIGH SCHOOL WITH A NEW
STATE OF THE ART FACILITY.
WHEREAS, quality educational facilities are a vital element of the public school system and
are essential to the achievement of desired opportunities and results for the youth of our area; and
WHEREAS, the quality and condition of the facilities at Miami Beach Senior High School
have deteriorated to such an extent that they are a detriment to, rather than an enhancement of, the
educational opportunities available to high school students; and
WHEREAS, the beach area communities of Miami Beach, Surfside, North Bay Village, Bai
Harbour Village, and Bay Harbor Islands, which comprise much of the geographic "feeder pattern"
of the student population of Beach High, contribute enormous sums of tax revenue into the Miami-
Dade County public school system every year; and
WHEREAS, there is a significant inequity between tax revenue provided to the County
public school system for the geographic area in relation to the investment of educational
expenditures back into this area by that system; and
WHEREAS, this community and all beach-area communities have historically and
enthusiastically supported public education and the ideals of first rate educational programs and
facilities at all public schools in the County; and
WHEREAS, the current condition of facilities at Miami Beach Senior High School presents
an urgent need for the construction of a new high school which would resolve the safety, health,
well-being, and educational issues that exist todaY as a result of the poor quality and condition of
existing facilities; and
WHEREAS, current levels of funding from state and local sources for the construction of
new public school facilities appear sufficient to provide the means of achieving a new, state of the
art high school facility at Miami Beach Senior High School without undue delay; in this regard,
preliminary estimates of the Miami-Dade County School Board have shown that at a minimum and
perhaps more than $40 million is required in order to achieve the desired construction results; and
WHEREAS, the estimated over $40 million must, at a minimum, be the amount
appropriated by the School Board in order to provide for a new fully funded high school facility.
NOW, THEREFORE, THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA hereby resolve:
Section 1. That the above and foregoing recitals are tree and correct.
Section 2. That the Mayor and City Commissioners of the City of Miami Beach, Florida
do hereby formally endorse the need for th~ construction ora new, fully funded high school facility
at Miami Beach Senior High School.
Section 3. That the City of Miami Beach, by and through its elected officials, hereby
requests the Miami-Dade County School Board to promptly develop and implement plans to replace
the deteriorated, obsolete, and deficient facilities at Miami Beach Senior High with a, fully funded
state of the art facility that will serve the students and the community well into the new millennium.
Section 4. That this Resolution shall become effective immediately upon its passage.

SUBJECT: Resolution Endorsing MBSH Master Plan & Funding
On July 2rd, 2002 the Board of Governors entertained a panel
discussion pertaining to the future of MBSH.
The panel included Commission Bower and Garcia, Mayor Paul
Novak, City of Surfside, Leslie Coller, President of the Miami
Beach Education Foundation/Chair for the City of Miami Beach
Quality Education Committee, Craig Sturgeon, MDCPS Region II,
Dr. Ralph Lewis, Executive Assistant - Strategic Initiatives
Miami-Dade County Public Schools and Dr. Jeanne Friedman,
Principal Miami Beach Senior High. At the conclusion of the
presentation, the attached resolution was adopted.
Accordingly, we would respectfully request that said resolution be
made a part of the City's public records.
The Chamber's leadership is committed to working with the city
administration and the Miami-Dade County School Board in the
implementation of the Master Plan for MBSH.

$26 million has already been set aside for this project and that an additional $14 million
is being recommended by the School Board Administration for inclusion in the "5 Year
Capital Improvements Plan"; and

WHEREAS, A Master Plan is in the final.stages of being approved and costed

NOW, THEREFORE, THE BOARD OF GOVERNORS OF THE MIAMI
BEACH CHAMBER OF COMMERCE RESOLVE:
Section 1. That the above and foregoing recitals are true and correct.
Section 2. That the Miami Beach Chamber of Commerce does hereby fom-~ally
endorse the need for the construction ora new high school facility at Miami Beach Senior
High School.
Section 3.That the Miami Beach Chamber of Commerce urges the School Board
to accept the recommendation of the School Board Administration to include an
additional $14 million in the "5 Year Capital Improvements Plan" and to commit
additional funds, if necessary, to implement the Miami Beach Senior High School Master
Plan;
Section 4. That the Miami Beach Chamber of Commerce, by and through i~t~s
Board of Governors, hereby requests the Miami-Dade County School Board to promptly
initiate, in phases if necessary, and act upon plans to replace the deteriorated, obsolete
and deficient facilities at Beach High with a new state-of-the-art facility that will serve
the students and the community well into the new millennium
Section 5. That this Resolution shall become effective upon the date of its
adoption.
