This iri~~sponse to your letter dated March 20, 2002 regarding District 8 Road
Impact Fee (RIF) collections to date, planned projects and potential refunds forecast.
The County's general ledger shows that Miami-Dade County has collected and
expended to date $9.2 million and $3.2 million respectively, for this district. The
Road Impact Fee Ordinance establishes a six (6) year time limit for the utilization of
these funds for fees collected to date. To avoid potential refunds, $952,374 must be
expended between March 31, 2003 and March 31, 2004 to compliment the $3.2
million expended to date. The Public Works Department will issue work orders
during the summer for traffic signals in District 8 totaling $1.358 million. The
remaining balance is programmed as shown in the attached summary of the
Transportation Improvement Program (TIP) report. Also, attached you will find a
copy of Ordinance No. 00-76, as amended, which establishes the hierarchy for
utilizing RIF funds for projects within the benefit district.

XI. IMPACT FEE TRUST ACCOUNT EXPENDITURES

B. Highest priority for impact fee trust account expenditures
shall be for roadway improvements deemed by the Miami-
Dade County Planning Organization (hereinafter referred to
as the MPO) as most needed to serve development. Such
determination by the MPO shall consider recommendations
from a Joint County/Municipal Staff Committee established
for each of the nine (9) impact fee benefit districts.
Each Joint County/Municipal Staff Committee win
convene in March of each year beginning in 1990 and shall
include a representative chosen by the governing body from
each City within the benefit district, joined by the County
Public Works Director and conducted by the presiding
secretariat of the MPO. Recommendations of the Joint
Planning Committee will be presented to the Miami-Dade
County Transportation Planning Council (TPe) who win
then present recommendations to the MPO.
The recommendations of the Joint County/Municipal
Committee are not limited to only County or State
designated roadways, but may include. . municipal

Section 4.
It is the intention of the Board of County Commissioners, and it is hereby
ordained that the provisions of Section 1 of this ordinance shall become and made a part of the
Code of Miami-Dade County, Florida. The sections of this ordinance may be rendered or
relettered to accomplish such intention, and the word "ordinance" may be changed to "section",
"article" or other appropriate word. Section 2 of this ordinance shall not be made a part of the
Code.
Section 5.
This ordinance shall become effective ten (IO) days after the date of
enactment unless vetoed by the Mayor, and if vetoed, shall become effective only upon on
override by this Board.
Section 6.
This ordinance does not contain a sunset provision.
