HomeMy WebLinkAbout2002-24928 Reso RESOLUTION NO. 2002-249!8 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS TO THE FOLLOWING FUNDING AGENCIES: 1) U.S. DEPARTMENT OF JUSTICE, COPS IN SCHOOLS PROGRAM GRANT FOR SCHOOL RESOURCE OFFICERS; 2) FLORIDA DEPARTMENT OF LAW ENFORCEMENT, BYRNE GRANT FUNDS FOR LINCOLN ROAD POLICING; 3) U.S. DEPARTMENT OF JUSTICE, COPS MORE PROGRAM FOR POLICE COMPUTERS; 4) FLORIDA DEPARTMENT OF LAW ENFORCEMENT, LOCAL LAW ENFORCEMENT BLOCK GRANT FUNDS FOR OVERTIME RELATED TO DRUG ERADICATION; 5) FLORIDA GOVERNORS OFFICE, FLORIDA DRUG-FREE COMMUNITIES PROGRAM FOR REDUCING UNDERAGE DRINKING; 6) FLORIDA DEPARTMENT OF STATE, CULTURAL FACILITIES PROGRAM FOR RENOVATION OF THE BYRON CARLYLE THEATER PHASE II; 7) FLORIDA DEPARTMENT OF STATE, CULTURAL FACILITIES PROGRAM FOR RENOVATION OF THE COLONY THEATER PHASE III 8) FLORIDA DEPARTMENT OF STATE, CULTURAL FACILITIES PROGRAM FOR RENOVATION OF THE MIAMI BEACH BOTANICAL GARDEN 9) FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, FLORIDA COMMUNITIES TRUST PROGRAM FOR ACQUISITION OF PROPERTY; 10) MIAMI-DADE COUNTY PARKING FINE FUNDS FOR VARIOUS ADA PROJECTS CITYWIDE; 11) MIAMI-DADE COUNTY SAFE NEIGHBORHOOD PARKS BOND PROGRAM INTEREST EARNINGS FOR A) RENOVATIONS TO FAIRWAY PARK, NORMANDY ISLE PARK AND SCOTT RAKOW YOUTH CENTER, B) ACQUISITION OF PROPERTY AND C) RENOVATIONS TO BAYSHORE GOLF COURSE; AND 12) STATE OF FLORIDA, DIVISION OF CULTURAL AFFAIRS PROGRAM FOR FUNDING OF STAFF POSITIONS AT THE BASS MUSEUM OF ART; WHILE LEVERAGING PREVIOUSLY APPROPRIATED CITY FUNDS AS NEEDED; FURTHER APPROPRIATING THE GRANTS IF APPROVED AND ACCEPTED BY THE CITY AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS. 1. WHEREAS, the COPS in Schools grant program is designed to assist law enforcement agencies in hiring new, additional, School Resource Officers to engage in community policing in and around primary and secondary schools; and WHEREAS, the City proposes to submit a grant application in the amount of $336,856 to in Schools funding, leveraging $87,316 of Police Departmental funds the United States Department of Justice, COPS Office, for FY 2002-2003 COPS. WHEREAS, the City's request for grant funds will be used to offset the costs associated with our School Resource Officers Program, which provides City Police staff to local schools to tend to school related incidents; and 2. WHEREAS, the Administration proposes to submit a grant application in the amount of $32,309 to the Florida Department of Law Enforcement, BYRNE grant program; and WHEREAS, the program purpose is to promote the States' efforts to prevent and control crime, violence and drug abuse and to improve criminal justice systems; and WHEREAS, the City's request for funds will be used for prevention programs on Lincoln Road associated with off-duty enforcement during special event weekends and national holiday shopping periods; and WHEREAS, the due to the deadline date, the City submitted a grant application in the amount of $353,775 to the United States Department of Justice, COPS MORE Office, for FY 2002-2003 COPS MORE Grant funds, leveraging $182,725 for Police Departmental funds; and 3. WHEREAS, COPS MORE 2002 is intended to support an increase in the amount of time that an agency's officers are deployed in a community policing capacity due to technological enhancements, and subsequent gains in efficiency; and WHEREAS, the City is currently in the process of equipping our patrol units (police vehicles) with laptop computers, which will reduce the amount of time an officer spends writing reports and conducting background investigations; and 4. WHEREAS, the Local Law Enforcement Block Grants (LLEBG) Program originated in 1995 when Congress passed the Local Government Law Enforcement Block Grant Act, and its purpose is to make funds available to units of general- purpose local government to reduce crime and improve public safety through the U. S. Department of Justice; and WHEREAS, the City proposes to submit a grant application in the amount of $351,722 to the Florida Department of Law Enforcement, FY 2002-2003 Local Law Enforcement Block Grant Program, leveraging $35,172 of Police Departmental funds; and 5. WHEREAS, the Administration proposes to submit a grant application in the amount of $50,000, to the Governor's Office, for grant funds appropriated in FY 2002-2003 Florida's Drug-Free Communities program; and WHEREAS, the Florida Drug Free Communities program was created to provide funding for Drug Prevention Programs, which focuses on reducing under- age drinking, has proven to be successful. In renewing the program, the City plans to extend our enforcement I prevention efforts to the North Beach communities; and 6. WHEREAS, The State of Florida Cultural Facilities Program provides funds for the renovation of Cultural Facilities; and WHEREAS, the City proposes to submit an application to the State of Florida, Department of Community Affairs, Cultural Facilities Grant Program for funding in the total amount of $500,000 for the Byron Carlyle Theater, Phase II, to be matched with $1,000,000 Quality of Life and Commercial Facade Funds; and 7. WHEREAS, the City proposes to submit an application to the State of Florida, Department of Community Affairs, Cultural Facilities Grant Program for funding in the total amount of $500,000 for the Colony Theater to be matched with $1,000,000 Tax Increment Funds; and WHEREAS, the City proposes to submit The Colony Theater Phase III for funding, using $1,000,000 Tax Increment Funds as a match; and 8. WHEREAS, the City proposes to submit an application to the State of Florida, Department of Community Affairs, Cultural Facilities Grant Program for funding in the total amount of $500,000 for the Miami Beach Garden Center to be matched with $1,000,000 GO Bond Funding; and 9. WHEREAS, the City proposes to submit a grant application in an amount not to exceed $1,500,000, to the State of Florida, Florida Forever, Florida Community Trust Program for acquisition of property; and WHEREAS, the Florida Communities Trust (FCT), housed within the Department of Community Affairs administers funds for the acquisition of parks, open spaces and greenways, the grant requires matching funds in the amount of $550,000 to be funded from the County's Safe Neighborhood Park Bond (SNPB) grant application; and 10. WHEREAS, the City proposes to submit a grant application in the amount of $105,335, to Miami Dade County for Parking Fines Monies to provide funds to improve accessibility and equal opportunity to qualified physically disabled persons and to provide funds to conduct public awareness programs concerning physically disabled persons. WHEREAS, the City of Miami Beach entered into an Interlocal Agreement with Miami-Dade County on April 18, 2001 for the distribution of funds collected for the misuse of specially marked parking spaces for people with disabilities, funds are eligible to be used to provide funds to improve accessibility and equal opportunity to qualified physically disabled persons and to provide funds to conduct public awareness programs concerning physically disabled persons WHEREAS, the grant was discussed at the Barrier Free Environment Committee on June 17 and July 23,2002. 11. WHEREAS, the City proposes to submit an application to Miami-Dade County Safe Neighborhood Parks Bond Program (SNPB), 2002 Discretionary interest Earnings for funding in an amount not to exceed $1,500,000 for the following projects: a) Renovations to the Scott Rakow Youth Center, Fairway Park and Normandy Isle Park b) Acquisition of Property c) Renovations to Bayshore Golf Course to be matched with GO Bond and Gulf Breeze Loan Funding; and WHEREAS, the SNPB program provides grant funds for land acquisition and/or capital development of public parks and the City proposed to submit the following projects for funding: a) Renovations to Scott Rakow Youth Center, Fairway Park and Normandy Isle Park b) Acquisition of property c) Renovations to Bayshore Golf Course; and 12. WHEREAS, retroactive approval is requested to submit an application to the State of Florida, Cultural Institutions Program for redesignation of the Bass Museum, which will provide $114,082 in State funding per year for four years ($456,328). WHEREAS, !he Bass Museum has been designated as a Major Cultural Institution of the State of Florida since 1985 and the State of Florida provides funds for designated major institutions and has redesignated the Bass Museum of Art and every three years, the Museum has to apply for redesignation and if redesignated, receives funds for a four-year cycle based on its budget and ranked score. The COPS in Schools grant program is designed to assist law enforcement agencies in hiring new, additional, School Resource Officers to engage in community policing in and around primary and secondary schools. This program provides an incentive for law enforcement agencies to build collaborative partnerships with the school community and to use community-policing efforts to combat school violence. The City's request for grant funds will be used to offset the costs associated with our School Resource Officers Program. This program provides City Police staff to local schools to respond to related incidents. In addition, these officers provide valuable educational programs to the local schools like DAR.E., National Crime Watch and other youth related programs. 2. Approval to submit a arant application in the amount of $32,309 to the Florida Department of Law Enforcement. BYRNE Grant proaram. FY 2002-2003 arant funds, leveraaina $8,077 of Police Departmental funds. The program purpose is to promote the States' efforts to prevent and control crime, violence and drug abuse and to improve criminal justice systems. Units of local government must use the Byrne Program funds to implement projects that offer a high probability of improving the functioning of the criminal justice system, aggressively and effectively responding to violent crime, or reducing drug trafficking and abuse. The City's request for funds will be used for prevention programs on Lincoln Road. Specifically, the funds will cover costs associated with off-duty enforcement during special event weekends and national holiday shopping periods. 3. Retroactive approval to submit a arant application in the amount of $353,775 to the United States Department of Justice, COPS MORE Office, for FY 2002-2003 COPS MORE Grant funds, leveraaina $182,725 for Police Departmental funds. FY 2002-2003 Local Law Enforcement Block Grant Prooram. leveraoino $35,172 of Police Departmental funds. The Local Law Enforcement Block Grants (LLEBG) Program originated in 1995 when Congress passed the Local Government Law Enforcement Block Grant Act. Its purpose is to make funds available to units of general-purpose local government to reduce crime and improve public safety through the U. S. Department of Justice. By law, these projects must fall within one of seven purpose areas, which have a direct impact upon the reduction and eradication of illegal drugs in Florida. Under this program, the City is seeking funds to enhance the Police Department's mission. Approximately $125,000 will be used for overtime costs associated with direct impact and crime reduction initiatives, $100,000 for "traditional" police equipment, and the remaining funds for enhancing the use of technology. 5. Approval to submit a orant application in the amount of $50,000, to the Governors Office, for orant funds appropriated in FY 2002-2003 Florida's Druq-Free Communities prooram: this prooram does not require matchino funds. The Florida Drug Free Communities program was created to provide funding for Drug Prevention Programs. The Drug-Free Communities program strives for the use of best practices that have been proven effective. In requesting these funds, that City is seeking a renewal of our 2001-2002 Drug-Free Communities program. Our program, which focuses on reducing under-age drinking, has proven to be successful. In renewing the program, the City plans to extend our enforcement I prevention efforts to the North Beach communities. 6. The State of Florida Cultural Facilities Program provides funds for the renovation of Cultural Facilities. The City intends to submit the Byron Carlyle Theater Phase II for funding, using $1,000,000 Quality of Life and Commercial Fayade funds as a match. 7. Approval to submit an application to the State of Florida. Department of Community Affairs. Approval to submit a orant application in an amount not to exceed $1,500,000, to the State of Florida, Florida Forever, Florida Community Trust Prooram for acquisition of property The Florida Communities Trust (FCT), housed within the Department of Community Affairs administers funds for the acquisition of parks, open spaces and greenways. The grant requires matching funds in the amount of $550,000 to be funded from the County's Safe Neighborhood Park Bond (SNPB) grant application. Approval to submit an application to Miami-Dade County Safe Neiohborhood Parks Bond Prooram (SNPB), 2002 Discretionary interest Earninos for fundino in an amount not to exceed $1 ,500,000 for the followinQ projects: a) Renovations to the Scott Rakow Youth Center, Fairway Park and Normandy Isle Park b) Acquisition Property c) Renovations to Bayshore Golf Course to be matched with GO Bond and Gulf Breeze Loan Fundino. The SNPB program provides grant funds for land acquisition and/or capital development of public parks. A dollar-for-dollar cash match is required. The minimum request is $10,000 per project and there is a total of $1 ,500,000 available for the entire County. The City proposed to submit the following projects for funding: a) Renovations to Scott Rakow Youth Center, Fairway Park and Normandy Isle Park b) Acquisition of property c) Renovations to Bayshore Golf Course. 11.Approval to submit a Qrant application in the amount of $105,335, to Miami Dade County for Parkino Fines Monies to provide funds to improve accessibility and equal opportunity to Qualified physically disabled persons and to provide funds to conduct public awareness proorams concernino physically disabled persons. The City of Miami Beach entered into an Interlocal Agreement with Miami-Dade County on April 18, 2001 for the distribution of funds collected for the misuse of specially marked parking spaces for people with disabilities. The agreement is based on Section 316.1967, Florida Statues, and Section 30-447 of the Code of Miami-Dade County, which authorizes the charging of tines for misuse of specially marked parking spaces Commission Memorandum July 31,2002 Page 5 for people with disabilities. Eligible City projects, if mandated by federal, state, or local law must be matched in at least an equal amount by other funding. Other City projects or programs may be funded up to 100% by disabled permit parking fine monies. The City proposes to use the grant funds for City-Wide Curb Ramp, Sign Language Interpretive Services, Victory Garden accessible tools and raised garden bed, Staff TTY orientation and mobility training, emergency evacuation devices and Soundstation Conference Phone for Barrier Free Environment Committee meetings. The grant will be matched with GO Bond Funds, as necessary. Funds are eligible to be used to provide funds to improve accessibility and equal opportunity to qualified physically disabled persons and to provide funds to conduct public awareness programs concerning physically disabled persons. The grant was discussed at the Barrier Free Environment Committee on June 17 and July 23,2002. The Committee recommended that grant funds be used to purchase closed-caption television services for City Commission meetings. 12.Retroactive Approval to submit an application to the State of Florida, Cultural Institutions Prooram for redesionation of the Bass Museum, which will provide $114.082 in State fundino per vear for four years ($456,328). No match is reauired. The Bass Museum has been designated as a Major Cultural Institution of the State of Florida since 1985. The State of Florida provides funds for designated major institutions and has redesignated the Bass Museum of Art. Every three years, the Museum has to apply for redesignation and if redesignated, receives funds for a four- year cycle based on its budget and ranked score. This year and two years thereafter, the Museum will be eligible for funds in the amount of $114,082 annually for a total amount of $456,328 over four years. This grant funds staff positions at the museum. No match is required. CONCLUSION The Administration recommends approval of this Resolution authorizing the City Manager or his designee to submit twelve (12) applications for grant funds.
