RESOLUTION NO. 428-2002
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY, AUTHORIZING THE EXECUTIVE
DIRECTOR, OR HIS DESIGNEE TO SELECT, NEGOTIATE, AND AWARD
ALL CONTRACTS, AGREEMENTS, PURCHASE ORDERS, CHANGE
ORDERS AND GRANT APPLICATIONS; RENEW EXISTING CONTRACTS
WHICH MAY EXPIRE, AND TERMINATE EXISTING CONTRACTS AS
NEEDED FROM THE LAST AGENCY MEETING ON JULY 31, 2002, UNTIL
THE FIRST AGENCY MEETING IN SEPTEMBER 2002, SUBJECT TO
RATIFICATION BY THE AGENCY AT ITS FIRST MEETING IN
SEPTEMBER 2002.
WHEREAS, between the last meeting on July 31, 2002, and the first meeting in
September 2002, the Redevelopment Agency (the "Agency") will not be in session; and
WHEREAS, during this period, there may be contracts in excess of the $25,000
limitation, which may need to be awarded or terminated; and
WHEREAS, the Agency has historically, during such periods, assigned certain
powers to the Executive Director subject to ratification by the Agency; and
WHEREAS, administrative appeals to the Agency, as provided in Subpart B,
Land Development Regulations of the Code of the City of Miami Beach, would be
unable to be held between the last meeting on July 31, 2002, and the first meeting in
September 2002; and
WHEREAS, since this authorization is necessary to ensure that essential
services and projects continue during the period between the last Agency meeting on
July 31, 2002, until the first Agency meeting in September 2002, it is recommended that
the Agency adopt this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE REDEVELOPMENT
AGENCY (RDA) that the Executive Director, or his designee, are hereby authorized to
sign all contracts, agreements, purchase orders, change orders, and grant applications;
to renew any existing contracts for an appropriate period of time, and terminate existing
contracts as needed, and to toll all RDA required acts relative to administrative appeals
provided for in Subpart B, Land Development Regulations of the Code of the RDA, from
the last RDA meeting on July 31, 2002 until the first RDA meeting in September 2002,
subject to ratification by the RDA at its first meeting in Septe e 2002.

Item Summary/Recommendation:

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
