RESOLUTION NO. 2002-24884 ADOPTED JUNE 19, 2002 AUTHORIZING
THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE
METROPOLITAN PLANNING ORGANIZATION FOR FUNDING FOR THE
16TH STREET CORRIDOR MASTER PLAN STUDY

This memorandum is in reference to Resolution No. 2002-24884 authorizing the City
Manager or his designee to submit a grant application to the Metropolitan Planning
Organization for funding under the Fiscal Year 2003 Municipal Grant Program in an
amount not to exceed $45,000 to be used for the 16th Street Corridor Master Plan Study.
This item was separated for discussion at the June 19, 2002 City Commission meeting.
The Commission discussed whether the grant is specificall~ for collector roads and, if
accepted whether the City will be obligated to recognize 16t Street as a collector road.
Additionally, the City Commission requested information as to whether accepting this grant
would result in an increase in the amount of traffic on 16th Street. This memorandum
serves to respond to the above inquiries.
The Municipal Grant Program is made available to municipalities to fund transportation
planning study proposals and transportation improvement solutions. The Administration
proposes to utilize funds to prepare a plan to implement operational and safety
improvements and roadway enhancements to the 16th Street Corridor.
It is important to note that this grant, does not reclassify 16th Street from its current status
as a "local road" to an "urban collector" status.
The City's application to the Municipal Grant Program (MGP) tor funding, if awarded will
provide resources for a study to be conducted in order to provide the City with a Master
Plan for the improvement of the entire street (drainage. repaving/resurfacing the street,
curb/gutters and sidewalk renovations).

ACTION: Item separated for discussion by Vice-Mayor Gross. Resolution No. 2002-24907
adopted as amended. Motion made by Commissioner Smith to approve the resolution, subject to
the City having discretion on how to use the funds; seconded by Commissioner Cruz; Voice vote:
7 -0. Mayra Diaz Buttacavoli and Joseph Johnson to research and submit the grant if the criteria is
met. If awarded, Patricia Walker to appropriate the funds and JoSeph Johnson to handle.
Vice-Mayor Gross is not in favor of doing anything that will increase the traffic on 16th Street and
asked if the Administration has a policy for traffic flow on 16th Street.
Robert Middaugh, Assistant City Manager, stated that the purpose of this grant is to address how the
road is to function and look.
Commissioner Bower asked if parking is being removed.
JOlge Gonzalez, City Manager. explained that this request is authorization to seek a grant. The grant
will fund the study to develop the plan for 16th Street. As part of the direction to the City's consultant,
there should be no net loss of parking. Joseph Johnson to handle.
Vice-Mayor Gross stated that this grant is applying for money that is specifically for collector roads
that the City will be forced to recognize 16 Street as a collector road.
