A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE A SIXTH AMENDMENT TO THE PROFESSIONAL SERVICES
AGREEMENT (MMP STUDY) BETWEEN THE CITY OF MIAMI BEACH AND THE
CORRADINO GROUP, IN AN AMOUNT NOT TO EXCEED $10,000; SAID
AMENDMENT TO COVER THE PERFORMANCE OF SPECIFIC CITYWIDE
TRAFFIC DATA COLLECTION NEEDED TO COMPLETE THE FIRST BIANNUAL
UPDATE TO BOTH THE MUNICIPAL MOBILITY PLAN (MMP) AND
CONCURRENCY MANAGEMENT SYSTEM (CMS) SOFTWARE PROGRAM; AND
FURTHER AUTHORIZING THE APPROPRIATION OF $10,000 IN
CONCURRENCY MITIGATION FUNDS FOR THIS PURPOSE.
WHEREAS, on April 16, 1997, the Mayor and City Commission approved Resolution
No. 97-22354, authorizing the Mayor and City Clerk to execute a Professional Services
Agreement ("Agreement") between the City of Miami Beach and Carr Smith Corradino, for
the development of a Municipal Mobility Plan (MMP) for Miami Beach, in the amount of
$150,000, funded by a Metropolitan Planning Organization (MPO) grant, and the Miami
Beach Parking Enterprise Fund and Redevelopment Agency; and
WHEREAS, on November 18, 1998, Resolution No. 98-22963 authorized a First
Amendment to the Agreement, in the amount of $9,800, to compensate the consultant for
the performance of additional services, above and beyond the contracted services, as
requested by the City, and funded by the Professional Services Budget, Economic
Development Division; and
WHEREAS, on April 14, 1999, Resolution No. 99-23121 authorized a Second
Amendment to the Agreement, in the amount of $62,000, for the development of an
Implementation Plan for the MMP, funded by an MPO grant and the Parking Enterprise
Fund; and
WHEREAS, on November 22, 1999, Resolution No. 99-23318 authorized a Third
Amendment to the Agreement, in the amount of $35,000, for the development of a
Transportation Concurrency Management Area (TCMA) Study for the MMP, funded with
Ocean Drive Traffic Mitigation funds; and
WHEREAS, on May 10, 2000, Resolution No. 2000-23905 authorized a Fourth
Amendment to the Agreement, in the amount of $20,000, to provide assistance in the
coordination of two major roadway improvement projects on Collins Avenue/South Beach,
with other roadway, bridge, or community enhancement projects in the area, funded by
Concurrency Mitigation funds; and
WHEREAS, on November 29, 2000, Resolution No. 2000-24178 authorized a Fifth
Amendment to the Agreement, in the amount of $50,000, to conduct a First Biannual
Update of the MMP and CMS Program, funded by the Transportation/Concurrency Division
Budget.
WHEREAS, the proposed Sixth Amendment to the Agreement is needed in order to
complete the required biannual update of the MMP and CMS Program; and
WHEREAS, $10,000 need to be appropriated for this purpose from the Concurrency
Mitigation Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve and authorize the Mayor and City Clerk to execute the attached Sixth Amendment
to a Professional Services Agreement (MMP Study) between the City of Miami Beach and
The Corradino Group, in an amount not to exceed $10,000; said Amendment to cover the
performance of specific Citywide traffic data collection needed to complete a first biannual
update to both the Municipal Mobility Plan (MMP) and Concurrency Management System
(CMS) software program; and further authorize the appropriation of $10,000 in
Concurrency Mitigation Funds for this purpose.

Issue:
Shall the City approve a Sixth Amendment to the Corradino Group contract for MMP Study?
Item Summary/Recommendation:
The Corradino Group was hired in November 2000 to prepare the required biannual update of the MMP
and CMS base data, originally collected in 1997. Since then, an additional set of data (that had been
originally provided by City-required traffic impact studies prepared for specific development projects) has
also become outdated. A current base data is essential to ensure accuracy for the concurrency
determinationslreservations being made regarding each developmenVredevelopment project application
in Miami Beach. A Sixth Amendment to the original MMP contract with the Corradino Group, in an amount
not to exceed $10,000, is being proposed to update the above-mentioned traffic data and complete the
required First Biannual Update. Such updated base data will be integrated into the CMS computer program
and, in the long run, may require reevaluation/reprioritization of the MMP Project Bank of projects.
Concurrency Mitigation funds need to be appropriated for the purpose of this Sixth Amendment. The
Administration recommends approval of the Resolution.

ANALYSIS
Both the Miami Beach Municipal Mobility Plan (MMP) and Concurrency Management
System share a common base data and information which include Citywide traffic counts,
development and redevelopment activity, zoning, and infrastructure data. A large portion
of the original base data was produced and/or collected (in 1997) by The Corradino Group
and the City. The above-mentioned studies subsequently included data provided by
several traffic impact studies that had been required by the City from specific development
projects, during the respective Board approval process.
As clearly indicated in the MMP, this base data requires a biannual update, in order to
ensure accuracy for the concurrency determinations and reservations being made
regarding each individual development and/or redevelopment project application in Miami
Beach. The updated base data will be integrated into the CMS computer program and, in
the long run, may even require reevaluation/reprioritization of the MMP Project Bank of
projects.
The Corradino Group, who assisted the City staff in developing the MMP, CMS, and
Transportation Concurrency Management Area (TCMA) plans, has first-hand knowledge
of the transportation, growth management, and level of service (LOS) issues and
challenges involved, and has consistently delivered quality work in these areas.

On November 29, 2000, the Corradino contract was amended for the required first
biannual update of the MMP and CMS, in the amount of $50,000. A recent evaluation of
this work in progress has determined that additional traffic counts, that were not included
in the previous scope of services, need to be performed in order to complete the update
property. The Citywide data still needed includes the following types of traffic counts to be
made at specific locations, as listed in Exhibit "A-5" (Scope of Services) to the Amended
Agreement:
o Turn-movement counts
oBi-directional counts
o Pedestrian counts, as needed
With this proposed Sixth Amendment (at $10,000) to the original contract, the total MMP
project cost becomes $336,800. The MMP contract included the development of the
following plans:

SIXTH AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE CORRADINO GROUP
TO COMPLETE THE FIRST BI-ANNUAL UPDATE TO MMP AND CMS
THIS SIXTH AMENDMENT to Agreement dated April 16, 1997, for the Municipal
Mobility Plan (MMP), is made this ~ day of J u t-1 ' 2002, by and
between the CITY OF MIAMI BEACH, FLORIDA (City), which term shall include its
officials, successors, legal representatives, and assigns, and THE CORRADINO GROUP
(Consultant).
NOW, THEREFORE, in consideration of mutual covenants and mutual promises
hereafter exchanged and other good and valuable consideration, the receipt of which is
hereby acknowledged, the City and Consultant agree as follows:
1. SECTION 2 of the Agreement, entitled "Scope of Work and Services Required,"
and Exhibit "A" thereto, are herein amended to incorporate Exhibit "A-5", which requires
that the following be done:
a. Perform the tum-movement, bi-directional, and machine counts specified in Exhibit
"A-5," as part of the first biannual update to both the MMP and the Concurrency
Management System (CMS);
b. Integrate the updated base data into the automated CMS software program in order
'to ensure accuracy when running concurrency determinations for individual
development and/or redevelopment project applications in Miami Beach; and
c. Develop and provide amendments to the MMP Implementation Plan and TCMA
Plan, if/as applicable.
2. SECTION 3.1 of the Agreement, entitled "Fixed Fee," is herein amended to read
as follows: Consultant shall be compensated for the services performed herein on a
fixed fee basis, in an amount not to exceed Ten Thousand Dollars ($10,000), for
providing the Services as set for in Exhibit "A-5," hereto.
3. SECTION 4.4 of the Agreement, entitled "Duration and Extent of Agreement," is
herein amended to read as follows: The term of this Amended Agreement shall be for
a period of four (4) months from the issuance of a Notice to Proceed.
4. Except as modified herein, all other terms and conditions of the Agreement are
hereby ratified and confirmed.

TRAFFIC COUNTS NEEDED TO COMPLETE
FIRST UPDATE TO THE MMP AND CMS SOFTWARE PROGRAM
1. Perform specific turn-movement, bi-directional, machine counts, and/or pedestrian
counts in North, Middle, and South Beach, as shown in the attached letter/list provided
by the Consultant, and made part of this Exhibit.
This list contains 106 locations where new counts are needed. The Consultant will
provide a portion of these counts, under this scope of services. The remaining counts
will be supplied to the Consultant by the City utilizing traffic data recently collected by
either FDOT, County, the City's Public Works Department, or by developer-provided
new traffic impact studies.
2. Integrate the updated base data into the automated CMS software program in order to
ensure accuracy when running concurrency determinations and reservations for
individual development and/or redevelopment project applications in Miami Beach; and
3. Develop and provide amendments to the TCMA Plan and/or new projects for inclusion
in the MMP Project Bank, if/as applicable.
