Prepared by the City Clerk's Office page # 21 F:\CLER\COMMON\2002\20020731 \020731 d5.doc RESOLUTION NO. 2002-24743 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 90-19896 ESTABLISHING, AMONG OTHER ITEMS, A SCHEDULE OF USER FEES FOR ALL CITY POOLS; AND FURTHER ESTABLISHING HEREIN RENTAUPARTY RATES FOR FLAMINGO PARK AND NORMANDY ISLE POOL FACILITIES; AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO IMPLEMENT SAID AMENDMENT. WHEREAS, on June 29, 2002, the City opened the new pool complex at Flamingo Park as a "soft opening" to residents and day guests and officially inaugurated the pool on July 9, 2002; and WHEREAS, this $2.6 million dollar pool complex includes a lap swimming/open swim pool for all ages, and an interactive water playground for children; and WHEREAS, the current year round rental rates and seasonal user fees in effect at all City pools were established on March 1, 1990; and WHEREAS, in an effort to better manage the City's resources, the Parks and Recreation Department has comprehensively compared and evaluated the current rental and user fees at similar pool facilities in South Florida; and WHEREAS, as a result of this evaluation, the Parks and Recreation Department is recommending a fee schedule that is comparable to other municipalities in the area, and provides for regulated attendance to maximize safety and availability for all citizens of Miami Beach; and WHEREAS, the Parks and Recreation Department's recommendations were brought before the Parks and Recreation Facilities Board, for discussion on April 1 0,2002 and again on May 8, 2002; and WHEREAS, at the May 8, 2002, meeting the Parks and Recreation Facilities Board unanimously approved the attached proposal for City of Miami Beach Pool Fees; and WHEREAS, the Parks and Recreation Department will continue to provide learn to swim programs as part of its regular summer camp programs, as well as continue to offer water safety and other aquatic programming for the community; and WHEREAS, scholarships will remain available for low/moderate income residents that meet the City's criterion for them; and WHEREAS, the Administration is committed to providing quality Parks and Recreation services to residents and guests while focusing on the need to balance the cost of such services with the impact these services have on the City's general operating budget; and ..._ 0--" - ;~:...... ....~. . .. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby amend that portion of Resolution No. 90-19869 that established a Schedule of User Fees for all City Pools, to increase user fees and charges for City pools, establish rental/party rates for Flamingo Park and Normandy Isle Pool Facilities, and eliminate seasonal pool passes, which amendments are reflected in Exhibit "A" to this Resolution, entitled "Schedule of User Fees for All City Pools," and authorize the City Manager or his designee to implement these amendments. Issue: Shall the City amend its current pool user fees that were approved in 1990 to be reflective of fees currently being charged at comparative pool facilities in other municipalities in the area and generate revenues that will assist in offsetting the operational expenses of the new multi-million dollar complexes. Item Summary/Recommendation: Administration desires to formalize new user fees for all three (3) City pools and rental/party rates for both l::!.ormandy Isle and Flamingo Park Pools, per attached proposal, which provides priority usage for Miami Beach residents that reflects comparable rates with other municipalities, which will generate revenues to assist in offsetting the operational expenses of the facilities. ANALYSIS: On June 29, 2002, the City opened the new pool complex at Flamingo Park as a "soft opening" to residents and day guests and officially inaugurated the pool on July 9, 2002. This $2.6 million pool complex includes an a-lane swim pool and a separate interactive pool/water playground for children, as well as locker rooms, a concession facility and areas for party rentals. In the initial 14-day period of operation, in spite of inclement weather, the pool has had a total user attendance of 5,272. Based on the extremely positive reactions by our residents and guests who have utilized this facility, it is clear that this complex has been extremely well received and immediately has become a recreational focal point for our community. Additionally, the construction of a pool with similar facilities began at the Normandy Isle Pool in late June 2002. With the opening of the new pool facility and in preparation for the 2003 budget, the Administration has undertaken an analysis of operating expense and revenues in all park facilities and programs, particularly in the pool facilities. The current year round rental rates and seasonal user fees in effect at all City pools was established on March 1, 1990, At this time the City is charging a fee of $1.25 for an adult and 75 cents for seniors and youths. These fees are in effect only for the period of Memorial Day to Labor Day, the remainder of the year the pools are free of charge. The current fee structure generates approximately $12,000 per year. City Commission Memorandum July 31, 2002 Amending User Fees For City Pools Page 2 The recent analysis of the pool expenses indicated the old Flamingo Pool operational expenses were approximately $170,000 and the new operational expenses will be approximately $500,000 annually, The new operating expense, absent any adjustment to fees, would dramatically increase the subsidy of the operation of the pool. In order to address the old fee structure and the large increase in operating subsidy at the pools, the Parks and Recreation Department has comprehensively compared and evaluated the current rental and user fees at similar pool facilities in South Florida (please see the attached summary of this information), The evaluation indicates that our current fee structure is substantially lower than other pool facilities in the region, As a result of this evaluation and the large operating subsidy that must be dealt with, a fee schedule that is comparable to other municipalities in the area and provides for regulated attendance to maximize safety and availability for all citizens of Miami Beach is being recommended. If the fees are accepted as proposed in Exhibit "An and summarized below, it is estimated that the City potentially will realize an additional $415,000 in revenues from the Flamingo Pool to offset the $500,000 operational expenses, leaving a net subsidy of approximately $85,000 for that facility, We anticipate 3 months of operation of the Normandy Pool that would generate approximately $50,000 in revenues under the new schedule. The access card for scholarships would be the same as one issued to any other resident that might access our facilities, Non-scholarship residents will also have the ability to obtain an access card for facility use, Our new fee structure will also add a family rate for residents and a higher rate for non- residents who wish to use the pools, The new annual rates would allow a user access to the pool on a daily basis for a minimum of one session and added sessions in the same day to the extent that pool capacity would allow in the additional sessions, City Commission M3morandum July 31, 2002 Amending User Fees For City Pools Page 3 In the interim period, before an automated system can be implemented, the Administration will assure that the names of all current scholarship holders are maintained at the pool to facilitate access and use. A procedure to allow a simple application at the pool facility will also be implemented to allow immediate access that would be verified after the fact for conformance to our guidelines, Other payment options for residents, such as payment plans and on-line payment, will be explored to simplify the use and payment for pool use, The new fees will not affect the use of the facilities by other camps, private groups and youth service agencies that will continue to be allowed use of the pools on a coordinated basis, subject to availability. While the fees will be principally used at the Flamingo Pool and the Normandy Pool when it reopens, there are some instances where the charges would be made at the Scott Rakow Pool. When the Rakow facility is open to general use by children, access for all of the building features, which includes the pool, would be by Youth Center day pass fees. No additional charge would be made for pool use in these times. Before or after youth hours, the pool can be used by adults who would be charged the new fees so that the same fee structure would be in use at all of our pool facilities. The Parks and Recreation Department's fees recommendations were brought before the Parks and Recreation Facilities Board, for discussion on April 1 0,2002 and again on May 8, 2002. At the May 8, 2002, meeting the Parks and Recreation Facilities Board unanimously approved the attached Proposal for City of Miami Beach Pool Fees. The Administration is also focused on the need to balance the cost of such services with the impact these services have on the City's general operating budget. As new recreation facilities are opened, the cost of staffing, operations and maintenance will increase substantially. To attain this balance the City must establish fees that are reasonable, fair and in-line with other municipalities in the greater Miami-Dade County area. The approval of this Resolution establishing new user fees for all City pools and rental/party rates for both Normandy Isle and Flamingo Park Pools as recommended by Administration is the first step in attaining this balance.
