A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING AT
5:01 P.M. ON JUNE 23, 1999, TO CONSIDER AN AMENDMENT TO
RESOLUTION NO. 94-21126, EXPANDING PARKING AREAS FOR
RESIDENTIAL PERMIT PARKING ZONE ONE (SOUTH POINTE); ZONE
TWO (FLAMINGO PARK); ZONE THREE (MICHIGAN AVENUE); ZONE
FOUR (CONVENTION CENTER-EAST); AND ZONE FIVE (ART DECO),
RESPECTIVELY; AND AMENDING ADMINISTRATIVE RULES AND
REGULATIONS REDUCING THE NUMBER OF VISITOR HANG-TAGS
ISSUED PER HOUSEHOLD FROM TWO (2), TO ONE (1), AND
PROVIDING FOR A DISPOSABLE (ONE-TIME USE ONLY) HANG-TAG
PROGRAM.
WHEREAS, the City has established Residential Parking Permit Zone One (South Pointe);
Zone Two (Flamingo Park); Zone Three (Michigan Avenue); Zone Four (Convention
Center-East); and Zone Five (Art Deco), respectively, for the protection of residents
competing for on-street (curbside) parking with visitors to the area; and
WHEREAS, a public hearing shall be held to consider the expansion of parking areas for
each zone and revisions to the Administrative Rules and Regulations following the mailing
of notices to every household that can reasonably be established within the area(s) under
consideration fifteen (15) days prior to the hearing date; and

WHEREAS, the Administration has received citizen/resident input regarding parking
opportunities, or lack thereof, in Residential Permit Parking Zones; and
WHEREAS, the Administration has surveyed all Residential Permit Parking Zones and
identified additional parking opportunities for Residential Parking Permit holders and their
guests; and
WHEREAS, the Administration has identified abuse in the existing visitor hang-tag
program; and
WHEREAS, the Administration recommends amending the existing Rules and Regulations
of the Visitor Hang-Tag Program by reducing the number of visitor hang-tags per
household, from two (2), to one (1), and providing for a disposable (one-time use only) hang-
tag program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing
be set for 5:01 P.M. on June 23, 1999, in the City Commission Chambers at 1700
Convention Center Drive, Miami Beach, Florida, to consider an Amendment to Resolution
No. 94-21126, expanding parking areas for Residential Permit Parking Zone One (South
Pointe); Zone Two (Flamingo Park); Zone Three (Michigan Avenue); Zone Four
(Convention Center-East); and Zone Five (Art Deco), respectively; and amending
Administrative Rules and Regulations reducing the number of Visitor Hang-Tags issued per
household from two (2), to one (1), and providing for a disposable (one-time use only) hang-
tag program.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On April13, 1994, the Mayor and Commission approved the establishment of four (4) restricted
residential permit parking zones; Zone One/South Pointe, Zone TwoIF1amingo Park, Zone
Four/Convention Center-East, and Zone Five/Art Deco (Zone Three-Convention CenterlWest was
not approved due to lack of citizen interest/participation). On July 2, 1997, the Mayor and
Commission approved the establishment of Residential Permit Parking Zone ThreelMichigan
Avenue. The AdministratiQn has received citizen/resident input regarding a lack of parking
opportunities in residential permit parking zones. In addition, the Administration has identified abuse
in the existing visitor hang-tag program.
ANALYSIS:
The Administration has surveyed all residential parking zones and identified additional parking
opportunities for residential parking permit holders and their guests. The Administration
recommends amending the existing rules and regulations of the visitor hang-tag program by reducing
the number of visitor hang-tags per household, from two (2) to one (1) and providing for a disposable
(one-time use only) hang-tag program.

The Administration recommends that the Mayor and City Commission approve the resolution in
order to set a time and place for a public hearing at a time certain (5:01 P.M.), at the City
Commission Meeting of June 23, 1999, to further ascertain public comment.
