RESOLUTION NO. 99-23193
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA RETROACTIVELY AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT
PROPOSAL TO THE SOUTH FLORIDA WATER MANAGEMENT
DISTRICT'S WATER RESOURCES EDUCATION P ARTNERPROJECT, IN
THE AMOUNT OF $50,000, WITH A 25% IN-KIND MATCH OF $12,500
FROM THE PARKS & RECREATION DEP ARTMENT FOR THE
OPERATION OF THE NORTH SHORE OPEN SP ACE NATURE CENTER
ENVIRONMENTAL EDUCATIONAL PROGRAM FOR CHILDREN;
APPROPRIATING THE FUNDS, IF APPROVED AND ACCEPTED BY THE
CITY; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS
GRANT PROPOSAL.
WHEREAS, the South Florida Water Management District (the District) recognizes its
responsibility for raising public awareness about water resources and their sound management and
protection; and
WHEREAS, the District has issued a "Water Resources Education Partner Program Funding
Application" for Fiscal Year 2000 to consider cost-share partnerships for water resources education
and outreach projects targeting adults and/or youth to further the understanding and implementation
of the District's mission; and
WHEREAS, the City wishes to respond to the proposal to assist with funding for the North
Shore Nature Center Environmental Education Program at the North Shore Open Space Park; and
WHEREAS, the City's Parks & Recreation Department developed the North Shore Nature
Center to serve an as an environmental education facility dedicated to inspiring children to
understand and appreciate the ecosystems of South Florida.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission retroactively authorize the City Manager or his designee to submit a grant proposal to
the South Florida Water Management District's Water Resources Education Partner Project, in the
amount of $50,000, with a 25% in-kind match of $12,500 from the Parks & Recreation Department
for the operation of the North Shore Open Space Nature Center Environmental Educational Program
for children; appropriating the funds, if approved and accepted by the City; and further authorizing
the Mayor and City Clerk to execute all necessary documents related to this grant proposal.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The South Florida Water Management District (District) is a regional agency responsible for the
protection and management of surface and ground water resources throughout a sixteen (16) county
area stretching from Orlando to the Florida Keys. The District's four-fold mission includes: the
conservation and development of water supply, the protection and improvement of water quality,
the mitigation of impacts from flood and drought, and the restoration and preservation of natural
resources.
In their effort to accomplish these objectives the District issued a "Water Resources Education
Partner Program Funding Application" for FY 2000 to solicit partners who will provide water
resources education projects on specific water-resource related identified categories.

ANALYSIS
The Miami Beach Parks & Recreation Department operates the North Shore Nature Center at North
Shore Open Space Park for which these funds would be expended. The Center serves as an
environmental education facility dedicated to inspiring children to understand and appreciate the
ecosystems of South Florida. Through field experiences to the Cente; children investigate and
explore the wonders of nature, participants develop an understanding of the unique features of the
coastal area of Miami Beach and embrace an appreciation for protecting and preserving these
habitats.
This program will further enhance the opportunity for environmental educational activities for all
the children in our community.
CONCLUSION
Approve the attached Resolution.
