2002-24970 Reso RESOLUTION NO. 2002-24970 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REJECTING ALL PROPOSALS RECEIVED, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 56- 00/01, TO CONDUCT PRE-EMPLOYMENT BACKGROUND INVESTIGATIONS FOR NEW HIRES AND CURRENT EMPLOYEES WHO ARE TRANSFERRING OR PROMOTING TO NEW CLASSIFICATIONS TO DETERMINE THEIR ELIGIBILITY. ,WHEREAS, the City had a desire to explore other methods to conduct background investigations for new hires and current employees who are transferring to new classifications to determine their eligibility; and WHEREAS, currently, the Police Department and the Human Resources Department conduct background checks for the City; and WHEREAS, three (3) responsive proposals from the firms of Rolle and Roberts Investigations, Inc., Rachlin, Cohen and Holtz, and Larrieu and Associates were received; and WHEREAS, an Evaluation Committee recommended by the City Manager met on May 14, 2002, to review, discuss and rank the proposals; and WHEREAS, all proposals were carefully evaluated, and based upon the final rankings by the Committee, Rolle and Roberts Investigations, Inc. received the highest score; and WHEREAS, the City's Human Resources and Police Department determined that the outside vendor will cost the City approximately, $794,102 more on an annual basis, and found the current process to be just as timely; and WHEREAS, based on this analysis, it is recommended that the current system is the most cost effective and timely method to conduct background investigations. WHEREAS, the Administration concurs with the findings of the City's Human Resources and Police Department. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, reject all proposals received, pursuant to request for proposals (RFP) no. 56-00/01, to conduct pre-employment background investigations for new hires and current employees who are transferring or promoting to new classifications to determine their eligibility. Issue: Shall the City reject all proposals to conduct pre-employment background investigations for new or current employees? Item Summary/Recommendation: On October 17, 2001, after authorization from the Mayor and Commission, the Administration proceeded to issue a Request for Proposals to further explore the possibilities of using an outside vendor as opposed to the current in-house method for conducting background investigations on new or current employees. After receiving three (3) proposals, evaluating and ranking them, the Administration has determined that the use of the outside vendor would cost the City more annually. It is recommended that the Mayor and City Commission reject all proposals and continue using the current method of in-house background investigations conducted by the City's Human Resources Department and Police Department. It is the recommendation of the Administration that the Mayor and City Commission adopt this resolution rejecting all proposals. Advisory Board Recommendation: The Evaluation Committee reviewed, discussed and ranked the proposals. Rolle and Roberts Investigations, Inc. received the highest score. Gonzalez City Manager Subject: A RESOLUTI OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REJECTING ALL PROPOSALS RECEIVED, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 56-00101, TO CONDUCT PRE-EMPLOYMENT BACKGROUND INVESTIGATIONS FOR NEW HIRES AND CURRENT EMPLOYEES WHO ARE TRANSFERRING OR PROMOTING TO NEW CLASSIFICATIONS TO DETERMINE THEIR ELIGIBILITY. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On October 17,2001, the Mayor and Commission authorized the Administration to issue a Request for Proposals (RFP) to explore other methods to conduct background investigations to ensure that the current system being utilized was the most timely and cost efficient possible. Currently, the City's Police Department and Human Resources Department perform background checks. The City received three (3) receipts of proposals from the following firms: Rolle and Roberts Investigations, Inc. Rachlin, Cohen and Holtz Larrieu and Associates An Evaluation Committee consisting of the following persons met on May 14, 2002, to review, discuss and rank the proposals: T.C. Adderly, Human Resources Director Raymond Martinez, Assistant Chief of Police Eric Wardle, Assistant Director - Code Compliance Amy Agnoli, Criminal Attorney September 11, 2002 RFP NO. 56-00/01 Page 2 of 2 All proposals were carefully evaluated, and based upon the final rankings by the Committee, Rolle and Roberts Investigations, Inc. received the highest score. The Administration then proceeded to compare costs and timelines for background completion between the current system used by the Administration and the top ranked proposer. After comparing cost and time frames, it was determined that the use of the outside vendor would cost the City more annually. Many of the costs that would be incurred by an outside company would not be a cost to the City. (I.e. the review of previous employment, personal references, court searches, National Crime Information Center searches, etc.) Many other types of reports are available to the City at a reduced price versus the cost for a private company. The current system also retains the expertise available by the Police and Human Resources Departments. Based on this analysis, it is recommended that the current system is the most cost effective and timely method to conduct background investigations.
