A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE FOURTH AMENDMENT TO THE POLICE
CONFISCATION TRUST FUND FOR FISCAL YEAR 1998/99,
IN THE AMOUNT OF $244,987, FUNDED FROM THE
PROCEEDS OF STATE ($94,987) AND FEDERAL ($150,000)
CONFISCATED FUNDS.
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to
be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the
need for appropriation and expenditures exist and the appropriation and expenditure of forfeiture
funds is in compliance with Section 932.705, Florida Statutes; and with Federal guidelines; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Fourth Amendment to the FY 98/99 Police Confiscation Trust
Fund Budget for the City of Miami Beach, in the amount of$244,987, as reflected in the
attached Exhibit "A".

FOURTH BUDGET AMENDMENT
FISCAL YEAR 98/99
STATE FUNDS:
THE PUBLIC SAFETY & COMMUNICATIONS UNIT (911 CENTER)
IS BEING RECONFIGURED. All 911 operational positions are being replaced.
The current carpet is worn and must be replaced when the furniture
is dismantled and removed: The existing carpet and color is no longer
available. The new carpeting must be installed prior the installation
of the new 911 operational furniture which is scheduled for August 2, 1999:
Installation of new carpet tiles, removal of existing carpet, disposal
of existing carpet, installation of vinyl base and install rubber tile
on ramp $17,000
Removal of the Police & Fire radio equipment from the existing
dispatch consoles and reinstallation of the radio equipment into the
new dispatch consoles. The Police & Fire radio equipment will be
interfaced with the new Y2K compliant Dictaphone equipment 41,732

w/amber lens in center, alternating headlight flasher, external speakers,
prisoner transfer cage partition, full seat protector foot extension, roof
mounted shotgun rack w/electric lock & timer, fiberglass prisoner transfer
seat. Approx. $3,125 per vehicle. 150,000

ADMINISTRA TION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Florida Statute 932.705 provides for expenditures of forfeiture funds for law enforcement purposes.
The Chief of Police of the City of Miami Beach has reviewed and identified the need for the
appropriation and the expenditures of forfeiture funds. The Chief of Police has certified the
requested funds are in compliance with Section 932.705, Florida State Statutes and Federal
guidelines.
ANALYSIS
The Administration requests authorization to adopt the Fourth Amendment to the operating budget
for the FY 98/99 Police Confiscation Trust Fund in the amount of $244,987 from State and Federal
funds to be used to provide for the expenditures listed in Exhibit "A".
In accordance with Florida State Statute 932.705 forfeiture funds have been deposited in the Police
Confiscation Trust Fund. The City has complied with all statutory procedures involved in the
transaction of these funds.

The attached Resolution provides for the Fourth Amendment to the FY 98/99 Police Confiscation
Trust Fund in the amount of $244,987 to be used for the expenditures listed in Exhibit "A".
