A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
$490,000 IN CITY OF MIAMI BEACH QUALITY OF LIFE/RESORT
T AX FUNDING FROM FISCAL YEAR 1997/1998, FOR
IMPROVEMENTS IN THE NORTH BEACH COMMUNITY.
WHEREAS, a series of advertised public meetings have been held to encourage North
Beach community participation and identify projects to receive funding; and
WHEREAS, the community has identified twelve (12) projects to improve the Quality of
Life in North Beach; and
WHEREAS, funding is available from 1997/1998 Resort Taxes, in the amount of $490,000;
and
WHEREAS, each of the proposed projects will benefit residents and tourists in the North
Beach area.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, approve the appropriation of $490,000 in City of
Miami Beach Quality of Life/Resort Tax Funding from Fiscal Year 1997/1998, for improvements
in the North Beach Community.

Dear Ronnie:
The North Beach Quality of Ufe Committee met on January 21st, March 1St" and April
2ih of 1999 to develop recommendations for allocating approximately $490,000 in City
of Miami Beach Quality of Life/Resort Tax funding for North Beach. Marvin Green
served as Chairperson for the Committee. Community input in the process Vlras actively
solicited through meeting advertisements in the Miami Beach Neighbors. The meetings
were also included on the official list of City of Miami Beach meetings. A cAJPy of the
minutes for each of the three meetings is attached along with the Committee's final
recommendations.
The North Beach Quality of Life Committee greatly appreciates the opportunity to
identify programs and activities that will benefit the North Beach community and
enhance tourism as well. We look forward to working with the City to approve and
implement the activities and programs recommended.

Committee members met to further discuss and prioritize recommendations
developed at community meetings on January 21st and March 18th. The following
determinations and allocation recommendation were made.
Quality of Life Committee SoendinQ Recommendations
1. Landscaping at parking lot and grounds of Normandy Shores Golf COlJrse
Clubhouse
$50,000 (The Committee requested that the City identify a matching amount
for this activity)
2. Enhanced police/security on Ocean Terrace, 71$1 Street, Normandy Fc)untain
area through off-duty officers
$32,000 (The Committee requested that the City identify a matching amount
for this activity)
3. Musical series, cultural events and activities in Normandy Fountain, Ocean
Terrace, bandshell, and other areas to be designated. Coordinate witi1 Miami
Beach Cultural Arts Council
$70,000 (The Cultural Arts Council has agreed to match with their own
funding $35,000 of this amount to program activities in North Beach)
4. Assistance for expanding MiMo architectural education/appreciation el/ent
taking place on 2000 Art Deco weekend
$5,000 for printing, marketing! honoraria!
5. Provision of consultant/graphic design services to improve the Miami Beach
Festival of the Arts
$15,000
6. Funding support for North Beach Strategic Plan
$54,000 to complete Phase One of the plan which will be developed with
extensive community input and will outline a sepcific strategy for
achieving the goals identified

FISCAL YEAR 1997/1998 FOR IMPROVEMENTS IN THE NORTH BEACH
COMMUNITY.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection
on hotel room rent. Half of the one percent was to create public incentives for a Convention Center
Headquarter Hotel, and the other 50% was designated for the promotion of "Quality of Life"
(Q.O.L.) tourism related activities and facilities. That 50% Q.O.L. increment has been equally split
in thirds for improvements in the North, Middle and South Beach community.
Since 1995, North Beach Development Corporation has assisted the North Beach community in
prioritizing projects to be implemented. Marvin Green has served as chair of the "Quality of Life
Committee" since its inception. Participation from all parts of the community is encouraged, public
meetings are advertised and held to develop the project "wish list".
ANALYSIS
1bree public meetings were held in January, March and April, 1999, to reach community consensus
on how best to expend the Quality of Life funds made available through Resort Tax collection.
Priority was given to projects with strong tourism components that would clearly benefit both
visitors and residents of the North Beach area.
From an initial list of24 projects, a final list of 12 is now recommended for approval by the City
Commission.

- Landscaping (for the front of the Normandy Golf Course and parking area) - $50,000
- Enhanced Police/Security in high traffic commercial areas of North Beach - $32,000
- Cultural Events/Music Series - $70,000
- Expansion of the MiMo Event - $5,000
- Professional consultant services for the Festival of the Arts - $15,000
- Funding assistance to the North Beach Strategic Plan - $54,000
- Parking Improvements at Fairway Park - $50,000
- Improvements to the Watersports Center - $45,000
- Additional marketing efforts - $50,000
- Creation of a northern entrance feature and signage - $104,000
- Support for a North Beach Development Symposium - $10,000
- Purchasing and installation of volleyball courts on the beach at Ocean Terrace - $5,000
Each of these projects will enhance the quality of life in North Beach and complement the City's
Strategic Plan initiatives (see attachments).
CONCLUSION
The City Commission should approve the Resolution which appropriates $490,000 in Fiscal Year
1997/1998 Q.O.L. Tax funds to be expended on projects as outlined for the North Beach community.
