A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING
RESOLUTION NO. 99-23225 BY EXPANDING PARKING
AREAS FOR RESTRICTED RESIDENTIAL PERMIT
PARKING ZONE TWO (FLAMINGO PARK) ON 11TH
STREET BETWEEN MERIDIAN AVENUE AND ALTON
ROAD.
WHEREAS, on June 23, 1999, the Mayor arid Commission adopted
Resolution No. 99-23225 which set forth, inter alia, the parking areas to be
used by residents for Restricted Residential Permit Parking Zone Two
(Flamingo Park); and
WHEREAS, utilization of the new Flamingo Park swimming pool has
sharply increased and this utilization has taxed the Park's parking facility,
located on the 900 block of 11 th Street; and .
WHEREAS, the parking lot's primary function is to serve park users and
secondarily residential permit holders are allowed to park in the lot from 11 :00
P.M. to 6:00 AM; and
WHEREAS, this restriction conflicted with the increased Park use,
particularly in the early morning hours, when the tennis center and swimming
pool has consistent dedicated users; and
WHEREAS, in order to provide parking for both park users and residents
during these early hours, the City's Parks and Recreation and Parking
Departments have proposed a restriction for parking in the first two
easternmost rows in the parking lot for park users only after 6:00 A.M and the
balance of the parking lot is restricted for park users after 9:00 A.M.; and
WHEREAS, this proposed restriction effectively partitions the lot for park
users who need parking after 6:00 AM. and it allows residents to utilize the
balance of the lot until 9:00 A.M. and, after 9:00 AM., residential permits are
not allowed in the lot, unless they are using park facilities; and
WHEREAS, these proposed restrictions will provide an equitable balance
for both park users and residents as to their respective parking needs; and
WHEREAS, this matter was discussed at the TPC (Transportation and
Parking Committee), P&RFAB (Parks and Recreational Facilities Advisory
Board), and the Flamingo Park Resident Committee and all three entities have
endorsed the plan; and
WHEREAS, the Flamingo Park. Resident Committee further
recommended that 11 th Street between Alton Road and Meridian Avenue be
restricted for residential parking and the Administration and TPC endorses this
recommendation; and
WHEREAS, the proposed plan would allow residents additional protected
spaces on 11 th Street and would permit overflow parking for park users on the
north side of 11 th street.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that
Resolution No. 99-23235 is hereby amended to expand parking areas for
Residential Restricted Permit Parking Zone Two (Flamingo Park) on 11 th Street
Between Meridian Avenue and Alton Road as set forth herein.

Whether to approve an amendment to Resolution No. 99-23225, establishing restricted residential parking
on 11th Street between Alton Road and Meridian Avenue.
Item Summary/Recommendation:
The increased use of the facilities at Flamingo Park has increased the use of its parking lot. The uses of
the parking lot for both park users and residents had been conflictive. This conflict has been resolved
successfully; however, the Flamingo Park Neighborhood Committee further recommends that 11th Street
be restricted to Residential Parking Permit Zone Two. The Transportation and Parking Committee and the
Parks and Recreation Facilities Advisory Board endorse this plan.

ANALYSIS:
Utilization of the new Flamingo Park swimming pool has sharply increased since its recent
opening in the early summer. This increased utilization has taxed the Park's parking facility
that is located on the 900 block of 11 th Street. The parking lot's primary function is to serve
park users. Residential permit holders are allowed to park in the lot from 11 :00 P.M. to
6:00 AM. This restriction became conflictive with the increased Park use, particularly in
the early morning hours, when the tennis center and swimming pool has consistent
dedicated users. In order to provide available parking for both park users and residents
during these early hours, the City's Parks and Recreation Department and Parking
Department established a restriction for parking in the first two easternmost rows in the
parking lot for park users only after 6:00 AM. The balance of the parking lot or four
westernmost rows are restricted for park users after 9:00 A.M. Zone Two permit holders
may park in the four westernmost rows until 9:00 A.M.
Effectively, this partitions the lot for park users who need parking after 6:00 A.M. and it
allows residents to utilize the balance ofthe lot until 9:00 AM. After 9:00 A.M., residential
permits are not allowed in the lot, unless they are using park facilities. These revised
restrictions have further enhanced an equitable balance for both park users and residential
[parking] needs.
This matter was discussed atthe TPC (Transportation and Parking Committee), P&RFAB
(Parks and Recreational Facilities Advisory Board) and the Flamingo Park Resident
Committee. All three have endorsed the plan; however, the Flamingo Park Resident
Committee recommended that 11 th Street between Alton Road and Meridian Avenue be
restricted for residential parking. The Administration and TPC endorse this

Therefore, the Administration recommends that the Mayor and Commission approve an
amendment to Resolution No. 99-23225, restricting parking on 11 th Street between Alton
Road and Meri ian Avenue for Residential Parking Permit Zone Two permit holders.
