A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND ACCEPTING
THE MIAMI BEACH CUL TURAL ARTS COUNCIL'S (CAC)
RECOMMENDATIONS, AND AWARDING $492,650 IN CAC GRANTS,
FOR FISCAL YEAR 2002/2003, AS IDENTIFIED IN THE ATTACHED
EXHffiIT "A"; AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SAID GRANT AGREEMENTS; AND FURTHER MAKE THE
AWARD OF SAID GRANTS SUBJECT TO AND CONTINGENT UPON
THE APPROVAL OF THE CAC'S BUDGET FOR FISCAL YEAR
200212003.
WHEREAS, the Miami Beach Cultural Arts Council (CAC) was created to develop,
coordinate, and promote the performing and visual arts of the City if Miami Beach for the
enjoyment, education, cultural enrichment, and benefit of the residents of and visitors to the City;
and
WHEREAS, from April 15 to May 20, 2002, the CAC conducted an application and
review process for its Fiscal Year 2002/2003 Cultural Arts Grants Program; and
WHEREAS, the CAC selected 21 volunteer grants panelists, reflecting the community's
diversity, to evaluate 65 applications, requesting a total of $ 1,224,993; and
WHEREAS, the CAC accepted the recommendations of the grants panels and approved
awards totaling $492,650 in Cultural Arts grants for Fiscal Year 2002/2003; all as more
specifically identified in Exhibit "A", attached hereto.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and accept the Miami Beach Cultural Arts CounciPs (CAC)
recommendations and award $492,650 in CAC grants for Fiscal Year 2002/2003, as identified in
the attached Exhibit "A"; authorize the Mayor and City Clerk to execute said Grant Agreements;
and further make the award of said grants subject to and contingent upon the approval of the
CAC's budget for Fiscal Year 2002/2003.

ANALYSIS
The Mayor and City Commission passed an Ordinance in 1997 establishing the Cultural
Arts Council to support the visual and performing arts in Miami Beach. The cultural arts
grants program, a central component of the Council's master plan, provides funding to not-
for-profits arts organizations through a competitive application and review process. This
funding annually results in hundreds of performances, exhibits, and other cultural events
throughout the City of Miami Beach.
In 1998, a competitive process was established to review grant applications and assess the
cultural community's needs. This year, the Council continued its grant process based on
three previous years of refinement and feedback from panelists and applicants. The
categories and their objectives are listed below.
Anchors - To support the eight preeminent cultural institutions in Miami Beach whose
year-round programs contribute significantly to the culturalljfe of the city. The eight groups
are ArtCenter/South Florida, Bass Museum of Art, Concert Association of Florida, Jewish
Museum of Florida, Miami City Ballet, Miami Design Preservation League, New World
Symphony, and Wolfsonian-FIU.
Resident Groups - To support arts organizations with ongoing, daily presence in Miami
Beach.
Larger Projects - To support arts organizations with annual operating budgets over
$150,000 for cultural events in Miami Beach.
Smaller Projects - To support arts organizations with annual operating budgets under
$150,000 for cultural events in Miami Beach.
Applications were available on April 15 through the Council's office and website
ArtsBeach.com. Additionally, the program was publicized through the media. During the
entire month of May, Council staff met individually with all applicants for twenty-minute
consultations to review categories, determine eligibility, and offer guidance regarding
application preparation. Grants were due on May 24. The application process yielded 65
viable applications for cultural programming in 2002/2003, with capped requests totaling
$1,224,923 inclusive of the VCAlCAC Cultural Tourism Program.

In May 2002, the Council formed panels with 28 volunteers (Exhibit B) representing the
community's diversity and encouraged them to further their knowledge of the cultural
offerings in Miami Beach and to attend applicants' events. An orientation meeting was
held with all the panelists on May 29. Cultural Arts Council members co-chaired the
panels, which convened between June 10 and June 17.
The grants panel review process included the following: each grant application was
assigned a primary and secondary reader, presented by the readers to the panel, and then
discussed. Applications were scored using evaluation forms based on criteria listed in the
application, then averaged, dropping the highest and lowest score. The Council allocated a
matching grant of $47,750 to the VCAlCAC Cultural Tourism Program, supporting cultural
programs with significant tourism impact for Miami Beach. The proposals were ranked and
the panels made their funding recommendations. The Cultural Tourism Program awards
totaled $95,500. Inclusive of the VCA grant of $47,750, the total funding award is
$540,400.
On July 19, the Council reviewed the panel's recommendations and voted unanimously to
recommend grants totaling $492,650 as outlined in Exhibit A.
