HOUSING AUTORITY OF THE CITY OF MIAMI BEACH QUARTERLY STATE-OF-THE AUTHORITY REPORT TO THE CITY OF MIAMI BEACH MAYOR & COMMISSION REPORTING PERIOD: APRIL - JUNE, 2002 Activities. achievements. & endeavors ofinterest to the Citv Commission: Single Parent Familv Resource Center: The HACOMB is in the final stages of the development permit application process of this 14 unit transitional housing complex to serve victims of domestic violence and their families from Miami Beach. The complex, located at 321-327 Michigan Avenue, is supported with funding partnerships from the City's HOME Program, State of Florida Homeless Assistance Grant Program, Miami-Dade County Sur-Tax Program, HACOMB Rebecca Towers North Bond Refinancing, and U.S. HUD Supportive Housing Program Grant. Groundbreaking ceremonies are anticipated to take place September 2002. 1251 17th Street Proverty: The HACOMB has entered into a land lease agreement with Volunteers of America, national not-for-profit organization, who has submitted application to the U.S. Department of HUD to develop the site for low- income senior affordable rental low-rise complex. The success of the HUD funding application and State of Florida Tax Credit allocation to build the four story, 42 units, 12 Million dollar facility will be determined sometime late this fall. State Housing Conference: The HACOMB will play host to approximately 300 housing professionals from around the State for this year's Florida Association of Housing & Redevelopment Officials Annual Conference August 14-16,2002. During the three-day event at the Wyndham Hotel on South Beach, attendees will discuss a myriad of issues concerning affordable & subsidized housing. Local participation will include Mayor Dermer & HACOMB' Chairman Burkett welcomes during opening ceremonies, along with a narrated bus tour of South Beach redeveloped areas by MBDC & City Housing staff, and tour of Rebecca Towers by HACOMB staff. The City Commission is also invited & welcome to attend. Landlord Summit: The HACOMB held a very successful Landlord Summit May 30, 2002 at Miami Beach's Alexander Hotel, with over 125 participants receiving timely and comprehensive information on a variety of topics related to affordable rental housing. Presentations included topics such as the benefits of accepting Assisted Housing Vouchers for rental occupancy, screening tenant applicants, environmental concerns, marketing & rent collection, fast tract evictions and the insurance marketplace. City code enforcement staff Geri Goodkin & Richard McConachie did an excellent presentation on city code requirements. Mayor Dermer also extended a warm welcome to the attendees at the sponsored lunch. City Relocation Services: The HACOMB, under the present Interloca1 Agreement, assisted 48 families re40cate from properties deemed unsafe by the City Building Department through enforcement measures this past quarter. The total related costs amounted to $69,891 in property liens to Beach building violators. Wait List Ovening- Section 8: The HACOMB will open it's Section 8 Program Application cycle for three Oays; August 26-28, 2002. Applications will be available for pick-up/mail-back by qualified low-income applicants at multiple published locations throughout Miami Beach. Deadline for mailed application receipt is 4:00pm, September 6, 2002 or upon receipt of 2000 applications. No applications will be distributed nor hand received at the HACOMB main office. ~ "1!lf~" .
