A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT GRANT
APPLICATIONS FOR THE FOLLOWING FUNDS: 1) FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION FUNDS FOR
THE FY 2003-2004 INNOVATIVE RECYCLlNGIWASTE
REDUCTION GRANT; 2) US SOCCER FOUNDATION FUNDS FOR
THE FY 2003 GRANT PROGRAM; 3) MIAMI-DADE COUNTY
FUNDS FOR THE FY 2003 COMMUNITY-BASED ORGANIZATION
GRANT AND, 4) BUREAU OF JUSTICE ASSISTANCE FUNDS
FOR THE FY 2003 REDUCING GUN VIOLENCE: PROJECT SAFE
NEIGHBORHOODS GRANT, LEVERAGING PREVIOUSLY
APPROPRIATED CITY FUNDS AS NEEDED; FURTHER
APPROPRIATING THE GRANTS IF APPROVED AND ACCEPTED
BY THE CITY AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED
TO THESE APPLICATIONS.
WHEREAS, the Florida Department of Environmental Protection Program
provides funds to organizations for programs or projects that demonstrate
innovative processes to collect and recycle or reduce the volume of municipal
solid waste; and
WHEREAS, the City of Miami Beach's Fleet Management Department has
proposed an innovative project to recycle coolant and antifreeze generated from
the City's automobiles and the proposed coolant recycling system is innovative in
that it uses advanced vacuum distillation technology to remanufacture the waste
antifreeze and coolant and is environmentally friendly; and
WHEREAS, the City has matching funds available in Fleet Management
Fund 510 for the Innovation RecyclingNVaste Reduction Grant; and
WHEREAS, the United States Soccer Federation Foundation, Inc. is a
not-for profit corporation qualified under section 501 (c) (3) of Internal Revenue
Code; and
WHEREAS, earnings from the permanent endowment funds of the
Foundation are the source for grants made by the Foundation for worthy soccer
projects and the foundation is now in its eighth year of awarding grants for soccer
projects; and
WHEREAS, construction of the multi-purpose court, soccer field
renovation, irrigation, landscaping and field lighting are currently unfunded and
this grant, if awarded will provide funds to renovate the soccer field and
appurtenant components such as field drainage, irrigation, field lighting, and
perimeter fences; and
WHEREAS, there are no matching funds required for the US Soccer
Foundation grant; and
WHEREAS, at Miami-Dade County's second budget hearing on
September 25, 2002, the Miami-Dade County Board of County Commissioners
and the Mayor awarded $50,000 in discretionary funds in the form of a
Community Based Organization Grant to the City of Miami Beach for the City's
Thanksgiving Day Parade; and
WHEREAS, the City of Miami Beach Thanksgiving Day Parade will take
place on Wednesday, November 6, 2002, along Ocean Drive on South Beach;
and
WHEREAS, there are no matching funds required for the Community
Based Organization Grant; and
WHEREAS, the Reducing Community Gun Violence Program is part of
Project Safe Neighborhoods (PSN), a comprehensive, strategic approach to
reducing gun violence in America and through the Reducing Community Gun
Violence Program, the Bureau of Justice Assistance (BJA) is seeking to fund
locally crafted, innovative responses to gun violence; and
WHEREAS, in requesting funds from Project Safe Neighborhoods, the
City will implement an initiative which will allow for the mobilization of a
specialized unit that will utilize technology and basic surveillance work in
identifying, eradicating, and thereby impacting our incidents of crimes involving
guns; and
WHEREAS, there are no matching funds required for the Reducing
Community Gun Violence Program; and
NOW, THEREFORE, BE IT DULY RESOLYED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby authorize the City
Manager or his designee to submit an application for grant funds to the following
funding agencies: 1) Florida Department Of Environmental Protection Funds for
the FY 2003-2004 Innovative RecyclinglWaste Reduction Grant; 2) US Soccer
Foundation Funds For The FY 2003 Grant Program; And, 3) Miami-Dade County
Funds for the FY 2003 Community-Based Organization Grant; And, 4) Bureau Of
Justice Assistance Funds for the FY 2003 Reducing Gun Violence: Project Safe
Neighborhoods Grant while leveraging previously appropriated City funds as
needed; further appropriating the grants if approved and accepted by the City,
and authorizing the Mayor And City Clerk to execute all necessary documents
related to these applications.

ANALYSIS
1. Approval to submit a orant application in an amount not to exceed $35.000 to the
Florida Department Of Environmental Protection for the FY 2003-2004 Innovative
Recvclino/Waste Reduction Grant Proqram usinq matchino funds from Fleet
Manaoement Fund 510
The Florida Department of Environmental Protection Program provides funds to
organizations for programs or projects that demonstrate innovative processes to collect
and recycle or reduce the volume of municipal solid waste. The program prioritizes
projects with technologies or processes that are not common use in Florida, or represent a
novel application of an existing technology or process, or that overcome obstacles to
recycling and waste reduction in new or innovative ways. The City of Miami Beach's Fleet
Management Department has proposed a project to recycle coolant and antifreeze
generated from the City's automobiles. Currently, the City pays to have the used coolant
recycled. The proposed coolant recycling system is innovative in that it uses advanced
vacuum distillation technology to remanufacture the waste antifreeze and coolant and is
environmentally friendly. The City has matching funds in Fleet Management Fund 510.

U.S. Soccer Foundation for the Fiscal Year 2003 Grant Proaram for funds to renovate
Normandy Isle Park soccer field - there are no matchina funds reauired for this
oroaram
The United States Soccer Federation Foundation, Inc. is a not-for-profit corporation
qualified under section 501 (c) (3) of Internal Revenue Code. Earnings from the
permanent endowment funds of the Foundation are the source for grants made by the
Foundation for worthy soccer projects. The Foundation is now in its eighth year of
awarding grants for soccer projects. During its first seven years of operation it awarded
over $16.8 million to municipalities, governing bodies,and soccer organizations.
Normandy Isle Park is a 3.60 acre park located between Normandy Isle Drive and 7151
Street. The master plan for the improvement of the park includes a new pool facility,
bathrooms, locker rooms, multi purpose room! recreation center, shade pavilion, soccer
field renovation, multipurpose court, field lighting, security lighting, landscaping, irrigation,
drainage, new tot lot and site furnishings, perimeter fencing, walkways, on-street parking]
and signage. At this time, only the construction of the funded portions of the project is
underway. The funded components are the pool facility, the walkways, the perimeter
fencing, and on-street parking. The construction of the multi-purpose court, soccer field
renovation, irrigation, landscaping and field lighting are currently unfunded. This grant, if
awardeq,will provide funds to renovate the soccer field and appurtenant components such
as field drainage, irrigation, field lighting, and perimeter fences. There are no matching
funds required for this grant.
3. Retroactive approval to apply to and accept funds in the amount of $50.000 from
Miami-Dade County for the FY 2003 Communitv-Based Oraanization Grant for fundina
for the City's Thanksaivina Day Parade: this proaram does not reauire matchina funds.
At Miami-Dade County's second budget hearing on September 25,2002, the Miami-Dade
County Board of County Commissioners and the Mayor awarded discretionary funds in the
form of a Community Based Organization Grant to the City of Miami Beach. The grant
award, in the amount of $50,000 is for the City's Thanksgiving Day Parade.
The City of Miami Beach Thanksgiving Day Parade will take place on Wednesday,
November 6, 2002, along Ocean Drive on South Beach. The event will be taped and aired
as a significant portion of the nationally telecast "CBS All-American Thanksgiving Day-
Parade" on Thursday,November 28. The telecast is scheduled as a Full Network 3-hour
TV Special that includes coverage of the traditional world famous Macy's Thanksgiving Day
Parade and the CBS NFL update. The nationally televised CBS All-American
Thanksgiving Day Parade will take place in its traditional home of New York City and this
year, the City of Miami Beach is proud to be the sole designated partner. There are no
matching funds required for this grant.

4. Approval to submit a arant application in the amount of $184.580, to the United States
Department of Justice. for orant funds available throuoh the Reducino Community Gun
Violence: Proiect Safe Neiohborhoods arant prooram; this prooram does not reauire
matchina funds.
The Reducing Community Gun Violence Program is part of Project Safe Neighborhoods
(PSN), a comprehensive, strategic approach to reducing gun violence in America. Through
the Reducing Community Gun Violence Program, the Bureau of Justice Assistance (BJA)
is seeking to fund locally crafted, innovative responses to gun violence. Funded programs
may address (1) gun violence prevention, community outreach, and education; (2)
enforcement, adjudication, and supervision programs; or (3) other innovative, related
projects.
In requesting funds from Project Safe Neighborhoods, the City will implement an initiative
which will allow for the mobilization of a specialized unit that will utilize technology and
basic surveillance work in identifying, eradicating, and thereby impacting our incidents of
crimes involving guns. There are no matching funds required.
In conclusion, the Administration recommends approval of this Resolution authorizing the
City Manager or his designee to submit an application for grant funds to the following
funding agencies: 1) Florida Department Of Environmental Protection Funds for the FY
2003-2004 Innovative RecyclinglWaste Reduction Grant; 2) US Soccer Foundation Funds
For The FY 2003 Grant Program; And, 3) Miami-Dade County Funds for the FY 2003
Community-Based Organization Grant; And, 4) Bureau Of Justice Assistance Funds for the
FY 2003 Reducing Gun Violence: Project Safe Neighborhoods Grant while leveraging
previously appropriated City funds as needed; further appropriating the grants if approved
and accepted by the City, and authorizing the Mayor And City Clerk to execute all
necessary documents related to these applications.
