ANALYSIS
Since the conversion to Permits Plus in 1998, the City has used a consultant from
Information Discovery Systems (IDS) named John Boren. Mr. Boren has worked closely
with the City's Information Technology Department and City-wide users in developing and
installing programs that allow employees to do their jobs more efficiently. On all occasions,
Mr. Boren has been found to be honest, reliable and a credit to his profession. He
produces quality work and at a reasonable hourly rate.
Just recently, he was contacted to make all of the changes to the Permits Plus System that
had been mandated by the City Commission and would allow the City to combine the
Certificates of Use and the City Occupational Licenses. These changes represented major
modifications to the Permits Plus System and Mr. Boren, who was responsible for
implementing the original modules, completed these modifications within the specified
timeframe and, as always, well within the budget that was allocated for the project.
