2002-25031 Reso RESOLUTION NO. 2002-25031 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF PROPOSALS RECEIVED PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 39-01102, FOR EMERGENCY AND TRANSITIONAL HOUSING; AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE SALVATION ARMY, IN THE AMOUNT OF $32,850 FOR EMERGENCY SHELTER, AND $118,507 FOR TRANSITIONAL HOUSING; FUTHER AUTHORIZING TO CITY MANAGER THE AUTHORITY TO INCREASE SAID AGREEMENT UP TO AN ADDITIONAL $75,000 FOR EMERGENCY AND TRANSITIONAL HOUSING. WHEREAS, on January 7, 2002, the City Commission hosted a Commission Workshop on Homeless Issues. Issues identified during that workshop included the need to provide additional emergency shelter beds and transitional housing to the homeless population of Miami Beach; and WHEREAS, the City set aside $200,000 of Community Development Block Grant (CDBG) funds and $73,076 of Emergency Shelter Grants (ESG) from Fiscal Year 2002- 2003 funds for the purpose of providing emergency and/or transitional housing for homeless; and WHEREAS, on May 9, 2002, the Administration advertised the availability of the set aside in federal funding for emergency and/or transitional housing in a separate Request for Proposals (RFP No. 39-01/02) which included $31,850 from FY 2001-2002 Emergency Shelter Grants, $1 ,431 from FY 1999-2000 Emergency Shelter Grants funds, and $45,000 from FY 1999-2000 (Year 5) North Beach Quality of Life Funds; and WHEREAS, DemandStar by Onvia issued notices to 97 prospective proposers, which resulted in the receipt of four (4) proposals from the following agencies: Douglas Gardens Community Mental Health Center; The Housing Authority of the City of Miami Beach; The Salvation Army - One proposal for emergency shelter; The Salvation Army - One proposal for a transitional housing program; and WHEREAS, none of the four proposals were eligible for the $200,000 set aside in funds through the CDBG program which limited eligible activities to rehabilitation of a shelter, construction of housing, homeownership assistance, housing counseling for homeownership, improvements for public facilities that provide shelter for homeless; and WHEREAS, on August 8, 2002, the City Manager via Letter to Commission (LTC NO. 190-2002) appointed an Evaluation Committee (lithe Committee") consisting of the following individuals: Dr. Todd Narson, Chair of the Community Development Advisory Committee Jeff Bechtel, Chair of the Committee on the Homeless; Philip Brazlavsky, Acting Chair for the Loan Review Committee; Olga Vasquez, Coordinator, Office of Homeless Coordination; Joanna Revelo, Director, Housing and Community Development Division; Bradley Simon, Homeless Outreach Supervisor, Office of Homeless Programs; and WHEREAS, on September 24, 2002, the Committee convened and was provided with the project overview, information on government in the Sunshine Laws, and the cone of silence requirements; and WHEREAS, the Committee discussed the merits and grant amounts of each proposal, and after deliberation and discussion, the Committee made the recommendation to fully fund the grant requests of the Salvation Army for an emergency shelter program and funding for transitional housing to be provided through one agency; and WHEREAS, the Salvation Army's Emergency Shelter Program is designed to provide individuals and families with a stable, secure living environment, as well as, provide other needed support services; and WHEREAS, the Salvation Army works closely with the City of Miami Beach Office of Homeless Coordination in placing homeless and providing referral services to mental health facilities or boarding homes, transitional housing, and ultimately, into permanent housing. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, accept the recommendation of the City Manager pertaining to the ranking of proposals received pursuant to Request for Proposals (RFP) No. 39-01/02, for Emergency and Transitional Housing; authorize the Mayor and City Clerk to execute an agreement with the Salvation Army, in the amount of $32,850 for emergency shelter, and $118,507 for transitional housing; further authorize the City Manager to increase said agreement up to an additional $75,000 for emergency and transitional housing. Issue: Whether to approve the City Manager's recommendation of the Salvation Army for Emergency Shelter and Transitional Housin . Item Summary/Recommendation: The Evaluation Committee (the "Committee") met on September 24, 2002 to discuss the merits of each proposal. Members of the Committee expressed reservation about duplicating the efforts to provide funds to assist the homeless. After much deliberation and discussion the Committee made the recommendation to fully fund the Salvation Army proposal. The Committee reached a unanimous consensus to fully fund the two (2) Salvation Army proposals for Emergency Shelter and Transitional Housing. The Salvation Army's Emergency Shelter Program is designed to provide individuals and families with a stable, secure living environment, as well as many support services. They will work closely with the City of Miami Beach Office of Homeless Coordination in placing clients in housing that best serves the client's needs including, but not limited to, permanent housing, transitional rehabilitation and mental health facilities and boarding homes. The goal of this program is to assist each individual or family to move forward toward self-sufficiency while receiving the services they need to become independent, self-sufficient members of the community. The program is housed in a 259-bed shelter located at 1907 NW 39th Street in Miami, Florida. CONCLUSION The Administration recommends accepting the Evaluation Committee's recommendation to fund the two proposals submitted by the Salvation Army for emergency and transitional housing for the homeless of Miami Beach.
