Date: October 23, 2002
To:
Subject:
A RESOLUTION OF THE OF THE MAYOR AND CITY COMMISSION OF
THE MIAMI BEACH, SETTING THE DATES FOR THE YEAR 2003 CITY
COMMISSION MEETINGS.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Pursuant to Section 2.04 of the Miami Beach City Charter, "The City Commission shall
meet at such times as may be prescribed by ordinance or resolution."
In preparing the recommended meeting dates, the Administration set three (3) goals: 1)
schedule Commission meetings on a three (3) week cycle; 2) schedule Commission
meetings on Wednesdays; and 3) not to schedule Commission meetings during the month
of August, while the City Commission is in recess.
The Administration met the goals with the following exceptions:
Exception: The Wednesday, February 5th meeting is scheduled four (4) weeks after the
previously scheduled meeting.
Exception: The Wednesday, July 30th meeting is scheduled four (4) weeks after the
previously scheduled meeting to allow for extra time to prepare the budget.
Exception: The Wednesday, October 15th meeting is scheduled five (5) weeks after the
previously scheduled meeting because of the anticipated special budget related meeting(s)
that may be scheduled in late September, and the Jewish Holiday Yom Kippur in early
October.
Exception: In the month of November, pursuant to the City Code Section 38-4, a
Commission Meeting is scheduled for Wednesday, November 5th following the Tuesday,
November 4th General Election. The purpose of this meeting is exclusively for election
related actions. In the event a runoff election is required, the election will be held on
Thursday, November 13th rather than Tuesday, November 11th because of the Veteran's
Day Holiday and a Commission Meeting on Friday, November 14th to swear in the newly
elected officials.
The first regular Commission Meeting of the newly elected Commission is scheduled for
Tuesday, November 25th in order to have the After-Action Meeting on Wednesday the 26th
due to the Thanksgiving Holiday.
Note: The Boat Show is scheduled for February 13-18 with move-out scheduled to
begin on the 19th,
It is recommended that the City Commission meetings be set as follows:
. Wednesday, January 8
. Wednesday, February 5
. Wednesday, February 26
. Wednesday, March 19
. Wednesday, April 9
. Wednesday, April 30
. Wednesday, May 21
. Wednesday, June 11
. Wednesday, July 2
. Wednesday, July 30
. August, City Commission is in recess
. Wednesday, September 10
. Wednesday, October 15
. Wednesday, November 5
. Friday, November 14*
. Tuesday, November 25
. Wednesday, December 10
* If a runoff election is necessary.
There are 16 Commission meetings scheduled for 2003 compared to 15 meetings in 2002.
Two of the 16 meetings in 2003 are strictly election related. The Commission meeting
calendar does not preclude the scheduling of Special Commission meetings.
In preparing the calendar, City-designated holidays and religious holidays have been taken
into consideration. Attachment "A" is a list of City of Miami Beach holidays. Attachment
"B" is a list of Jewish holidays.
CONCLUSION
The Administration recommends that the Mayor and City Commission approve the
proposed City Commission meeting dates for the year 2003.
