RESOLUTION NO. 2002-25042
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
OFFICIALLY ADOPTING THE BASIS OF DESIGN REPORT
DEFINING AND DESCRIBING WATER AND SEWER BOND,
GENERAL OBLIGATION BOND, AND STORMWATER BOND
FUNDED CAPITAL IMPROVEMENTS TO BE IMPLEMENTED IN
THE NORMANDY SHORES NEIGHBORHOOD IMPROVEMENT
PROJECT, SUBJECT TO ELIMINATING THE SIDEWALKS ON
THE THREE (3) SIDE STREETS, AND REDIRECTING THE
MONEY FOR ADD/ALTERNATES, AND INCLUDING
ADDENDUM NO.1 TO THE BODR.
WHEREAS, the City has issued General Obligation (G.O,) Bonds.
Stormwater Revenue Bonds and Water and Wastewater Revenue Bonds, to
provide funding for a number of needed capital projects to be constructed in
various areas of the City to upgrade and improve the infrastructure for the
purpose of providing better service to residents and visitors; and
WHEREAS, funding allocated for construction of improvements in the
Normandy Shores Neighborhood includes $1,565,879 in Series 2000 Water and
Sewer Bond funds; $3,395,999 in Series 2000 Stormwater Bond funds; and
$3,110,156 in G,O, Bond funds; and
WHEREAS, CH2M HILL was selected as the successful proposer,
pursuant to Request for Qualifications (RFQ) No, 134-99/00 for Urban Design,
Landscape Architecture and Engineering Services for the Normandy Shores
Neighborhood (the Project); and
WHEREAS, the Administration received authorization under Resolution
No. 2001-24248, adopted on January 31, 2001, to enter into negotiations with
CH2M HILL to refine the scope of work for the Project, and to negotiate the fees
to be paid for the work; and
WHEREAS, pursuant to Resolution No. 2001-24386, adopted by the Mayor
and City Commission on May 16, 2001, the Mayor and City Clerk executed an
Agreement between the City and CH2M HILL to provide professional services for
the Normandy Shores Neighborhood Streetscape Project for urban design,
landscape architecture and engineering services for the planning, design,
preparation of construction documents, assistance with bidding, and construction
administration, for a fee not to exceed $620,800; and
WHEREAS, CH2M HILL and City staff have undertaken a professional and
comprehensive planning effort to identify and describe improvements in the Basis
of Design Report (BOOR); and
WHEREAS, two Community Design Workshops were held to obtain input
from residents and property owners with regard to the proposed improvements,
and general consensus in support of the proposed improvements was obtained;
and
WHEREAS, the subject BODR was reviewed and approved by the G.O,
Bond Oversight Committee at its October 7,2002 meeting, subject to resolution of
cost estimate concerns raised by the Normandy Shores Homeowners
Association; and
WHEREAS, the Administration and CH2M HILL held a meeting with
representatives of the Normandy Shores Homeowners Association on October
17, 2002; and reached consensus among all parties; and subsequently CH2M
HILL prepared Addendum No. 1 to the BODR documenting the changes needed
to reach consensus; and
WHEREAS, upon City Commission adoption of the BODR, as amended,
CH2M HILL will produce construction documents based on the improvements
recommended in the BODR.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission approve and adopt the Basis of Design Report defining and
describing Water and Sewer Bond, G,O. Bond, and Stormwater Bond funded
capital improvements to be implemented through the Normandy Shores
Neighborhood Improvement Project, subject to eliminating the sidewalks on the
three (3) side streets, and redirecting the money for add/alternates, and including
Addendum No. 1 to the BODR.

TO ALL FINAL BODR RECIPIENTS
The following changes have been issued to the Final Basis of Design Report (BODR)
dated September 6, 2002. These changes were recognized and recorded at the General
Obligation Bond Oversight Corrnnittee Meeting held on Monday, October 7, 2002, and
shall be in effect as of that date.
All BODR recipients shall incorporate this addendum into the report.
1. Page ES-5 (Figure ES-l, Item 1) - Modify figure to reflect 12 Intersection
Enhancements
A symbol has been added to Figure ES-l to reflect landscaping and lighting
improvements that will be added to the southeast corner of the intersection of Shore
Lane and North Shore Terrace. The modified figure is attached.

2, Page ES-lO Third bullet - "Restore (supplement, replace, restore) existing
sidewalks," Replace second sentence with the following:
To meet the City's objective of providing continuous, destination-return sidewalks, a
sidewalk will be added to at least one side of every road and ramps will be provided
at all intersections to permit access from the roadway,
3. Page ES-ll Third bullet - "Enhance landscaping along Biarritz Drive bridge
Approaches." Replace section with the following:
Enhance landscaping along Biarritz Drive bridge approaches. To further enhance
the primary entrance into Normandy Shores, landscaping will be added to both
approaches to the Bian.itz Bridge. Landscaping will be established within the right-of-
way along both edges of pavement. In addition, during the design phase, the
installation of mid-lane planting islands on both bridge approaches will be
investigated. If possible, mid-lane plantings will be added with an associated
reduction in landscaping along the right-of-way approaches, Figure ES-l (Item 7)
illustrates the location of the proposed improvement.
4. Page ES-l1 Sixth bullet - "Select swale regrading, reclamation, and pavement
Removal." Replace fourth sentence with the following:
Swales will be re-graded "neutral" so as not to accumulate stormwater runoff.
5. Page ES-12 Second bullet - "Landscape and install accent lighting at 11
Intersections." Replace entire section with the following:
Landscape and install accent lighting at 12 Intersections. At each of 12
intersections throughout the neighborhood, enhanced landscaping will be added to
each of the four comers of the intersection (along Fairway drive only comers on the
north side of the road will receive enhancements; at the intersection of Shore Lane
and North Shore Terrace - only the southeast comer will receive enhancements),
Enhanced landscaping/lighting will not be implemented at the intersection of North
Shore Drive and Fairway Drive due to other proposed improvements at the gate
location, Landscaping will include the installation of tree clusters (3 or 4 trees) on
each comer and will not include shrubs or groundcover that would require irrigation.
A concrete curb will be added at the pavement edge (with breaks for sidewalk ramps)
to prevent automobiles from driving into the improvements, In addition, accent
lighting will be added to each tree cluster to provide illumination on the subject trees.
This treatment will occur at 12 intersections identified throughout the community and
illustrated in Figure ES-l, Item 1.

On May 16, 2001, the City entered into an agreement with CH2M Hill to provide urban design, landscape
architecture, and engineering services for the planning, design, preparation of construction documents,
assistance with bidding, and construction administration for the Normandy Shores Neighborhood
Improvement Project. CH2M HILL and City staff then initiated a comprehensive planning process that
included a review of historic information, neighborhood site visits, and inter-departmental staff and
consultant visioning sessions. CH2M HILL developed an initial program of recommended improvements,
which was presented at a Community Design Workshop on November 29, 2001. Public comment and
feedback from this forum was analyzed and incorporated where appropriate in a revised plan, which was
presented, at a second Community Design Workshop on March 5, 2002. At the second workshop, a
substantial consensus among residents on the proposed program of improvements was achieved. Several
subsequent meetings were held between City staff and representatives of the Homeowners Association to
resolve details of the plan. CH2M HILL proceeded to document the program of improvements in a Basis of
Design Report, which was carefully reviewed by all applicable City Departments and refined as necessary.
The next step is for the City Commission to review and approve the amended BODR, which will then serve
as a basis for the re aration of construction drawin s for all recommended im rovements.
Advisory Board Recommendation:
The G. O. Bond Oversight Committee approved the BODR at their meeting on October 7, 2002, subject to
resolution of cost estimate concerns raised by residents. The G.O. Bond Oversight Committee's motion
required the item to be withdrawn from the October 23,2002 City Commission and returned to the G.O.
Bond for discussion, if the residents concems cannot be resolved.

ANALYSIS
On September 13, 2000, the Mayor and City Commission adopted Resolution No.
2000-24065 approving the issuance of a Request for Qualifications (RFQ) for architectural
and engineering firms to provide professional services for the water and sewer, stormwater,
and G.O. bond improvements to the Normandy Shores neighborhood. On May 16, 2001,
the Mayor and City Commission adopted Resolution No. 2001-24386 approving an
agreement with CH2M Hill, pursuant to Request for Qualifications (RFQ) 134-99/00, to
provide urban design, landscape architecture, and engineering services for the planning,
design, preparation of construction documents, assistance with bidding, and construction
administration for the Normandy Shores Neighborhood Improvement Project for a fee not
to exceed $620,800; and appropriating funds in the amount of $247,968 for the Normandy
Shores neighborhood streetscape project from Series 2000 General Obligation Bond Fund,
$111,954 from the Series 2000 Water and Sewer Revenue Bond Fund, and $260,878 from
Series 2000 Stormwater Revenue Bond Fund, for said project.
CH2M Hill and City staff then initiated a comprehensive planning process that included a
review of historic information, neighborhood site visits, and inter-departmental staff and
consultant visioning sessions. CH2M Hill developed an initial program of recommended
improvements, which was presented, at a Community Design Workshop on November29,
2001. Public comment and feedback from this forum was analyzed and incorporated
where appropriate in a revised plan that was presented at a second Community Design
Workshop on March 5, 2002, Residents were notified of the two Workshops by mail and
through newspaper advertisements. At the second workshop, a substantial consensus
was achieved among residents on the proposed program of improvements. Several
subsequent meetings were held between City staff and representatives ofthe Homeowners
Association to resolve details of the plan. CH2M Hill proceeded to document the program

of improvements in a draft Basis of Design Report, which was carefully reviewed by all
applicable City Departments and refined as necessary.
The G.O. Bond Oversight Committee approved the BODR on October 7,2002, subject to a
meeting between residents, City staff and the consultants to be held prior to the October 23
Commission meeting. This was due to concerns expressed by representatives of the
Normandy Shores Homeowners Association, who perceive that cost estimates in the
BODR are too high, and that this will ultimately lead to a reduction in the amount of
improvements that will be implemented in their neighborhood. To illustrate their concems,
residents presented a comparison of four line items in the cost estimates prepared by
CH2M HILL that were significantly higher on a per-unit basis than similar line items in
BODRs for other neighborhoods. City Staff and the Program Managers explained that
variations in the method of cost estimating are expected during the planning phase of the
project, but will be standardized during the design phase. Also, the City cannot require the
consultants to use particular cost estimates because it would jeopardize the contractual
liability the consultant has to design the project within the available budget. After much
discussion, G.O. Bond Oversight Committee decided to provide an opportunity for the
residents to receive a more comprehensive explanation of the differences in per unit cost
estimates submitted by consultants in various neighborhoods. To this end, Staff has
directed the consultants to provide an explanation and reconciliation ofthe cost estimates
for the four example items cited by the Normandy Shores homeowners (paving, valley
gutters, asphalt removal, and swale reclamation). A meeting with the homeowners'
representatives will be scheduled during the week of October 14-18. The G.O Bond
Committee's motion required that the BODR will be withdrawn from the October 23 City
Commission agenda and returned for discussion by the G.O. Bond Oversight Committee at
their November 4th meeting if the homeowners' concerns cannot be resolved.
The next step is for the City Commission to review and approve the BODR, which will then
serve as a basis for the preparation of construction drawings for all funded improvements
in the Normandy Shores neighborhood. The Executive Summary of the BODR is attached;
full color copies were delivered to the Commission under separate cover. Highlights of
improvements and issues that arose during the planning process are addressed below.
Drainage
The drainage basins on Normandy Shores were identified as priority basins in the
Stormwater Master Plan. The entire stormwater system will be replaced and upgraded
throughout the island for a total cost of $3,373,554 in Stormwater Bonds. An additional
$300,000 has been added to the budget to achieve necessary design standards. The
proposed improvements for the stormwater system will provide water quality treatment and
a 5-year flood level of service protection that will consist of:
. Replacing and extending the existing collection system with the addition of 115 catch
basins
. Installing 13 detention boxes to provide treatment through mechanical separation of
solids, greases, and oils prior to disposal of the runoff
. Installing 13 gravity drainage wells to provide disposal capacity

. Separating the golf course stormwater system from the drainage system in the public
streets
. Installing a shallow swale along the north border ofthe golf course to provide temporary
storage and treatment for runoff from Fairview Drive
. Upgrading the existing outfalls
. Installing flap-gates at the outfalls to minimize tidal surcharge of the system
Water Distribution
The citywide ranking of the water distribution system created a priority system of P1-
replacing existing lines to meet fire flow needs; P2- replacing existing undersized and
galvanized iron lines; and P3- rehabilitating or replacing existing tuberculated cast iron
lines. There are no P1 or P2 lines that need to be replaced in Normandy Shores. There
are 17,800 linear feet of P3 lines on the island, which will be tested by the Public Works
Department to determine whether the condition requires replacement or rehabilitation. So
far, the City has identified a 400 linear feet segment of P3 line to be replaced.
G,O, Bond/Streetscape Improvements
Streetscape improvements were developed based upon the desires established by the
community. The following list of improvements is fully funded (or will be included in the bid
documents as an add-alternate where noted) within the G.O, Bond construction budget of
$2,799,140.
1. Accent up-lighting and landscaping at intersections
2. Traffic calming with raised speed tables at 6 mid-block locations along North Shore,
South Shore and Fairway Drives
3, Enhanced security gate landscaping at two locations on the east side of the single
family neighborhood
4. Multi-family area improvements to sidewalks, landscaping and defined parking areas,
including a net increase of 23 parking spaces
5. Multi-family area entrance feature including paver bricks, crosswalks, "bump-out"
planting islands, and enhanced landscaping along the bridge approaches
6. Bridge enhancements on North Shore Drive, including mid-lane planting islands and a
dedicated pedestrian lane on the west side
7. Enhanced landscaping along the Biarritz Drive bridge approaches
8, Single family area entrance feature including paver bricks, crosswalks, "bump-out"
planting islands, and monument signs
9, Realignment of the curve on Biarritz Drive to improve sight lines and safety for drivers
and pedestrians, and new sidewalk and landscaping
10. Traffic calming speed tables and completed sidewalks in the vicinity of the Golf Course
Clubhouse
11.lntersection enhancement, traffic calming and decorative landscaping at the
intersection of North Shore, South Shore and Fairway Drive.
12. New asphalt paving on all streets
13. New concrete edge treatment (or valley gutter as an add-alternate bid item) along all
streets in the single family area

14. Shade trees located approximately 50 feet apart along all streets
15. Swale regrading, reclamation and pavement removal in single family areas
16. New handicapped-accessible ramps connecting all sidewalks at intersections
17. New sidewalks on one side of the street at Sarazen, Mitchell and Vardon Streets to
connect existing sidewalks along North Shore and Fairway Drives
18, Replacement of damaged sidewalks and pressure cleaning and staining of existing
sidewalks throughout the island
19.Add-alternate bid item to add 120 pervious swale parking spaces at locations to be
specified by the Homeowners Association
CONCLUSION
City staff and the project consultant have successfully responded to the challenge of
developing a program of improvements that maximizes the funding available, achieves
basic infrastructure improvement goals, and enjoys the support of a majority of residents.
The process of planning these improvements included extensive input from residents and
the subsequent modification of plans to respond to that input. An addendum to the BODR
will incorporate last-minute changes agreed upon by residents, staff and the consultant. In
addition, the process of identifying and prioritizing improvement needs has created a
valuable record, which can be used to program further improvements if additional funding
becomes available in the future.
By approving the BODR, the Commission will officially end the planning process for this
neighborhood and finalize the design concept. Formal construction drawings and
specification will commence. An important feature of the BODR approval is that no added
input on the concept will be solicited nor changes made unless formal construction design
efforts uncover flaws or errors in concept. Therefore, the Administration recommends
adoption of the attached Resolution.
