WHEREAS, the City of Miami Beach wishes to enter into an agreement with the National Center for Missing and Exploited Children to receive computer hardware, software, and support services at no cost to the City; and WHEREAS, the attached Agreement outlines the terms and conditions under which the NCMEC will provide the computer equipment to the City under a United States Department of Justice Cooperative Agreement; and WHEREAS, title to any computer equipment provided under this Agreement will vest solely in the City. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor or his designee are authorized to enter into an agreement with the National Center for Missing and Exploited Children (NCMEC) to receive computer hardware, software, and support services at no cost to the city; provided under a United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention Cooperative Agreement No. 98-MC-CX-K002. Item Summa IRecommendation: The Administration recommends the adoption of this resolution that will allow for the Police Department to receive this technology under the auspices of the National Center for Missing and Exploited Children. The National Center for Missing and Exploited Children (NCMEC) has developed the Lost Child Alert Technology Resource (LOCA TER) which provides the technology to aid in the search for these children. Date: October 23, 2002 Subject: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The National Crime Information Center (NCIC) data shows that on average 2,100 missing children are entered in the system everyday. The National Center for Missing and Exploited Children (NCMEC) has developed the Lost Child Alert Technology Resource (LOCATER) which provides the technology to aid in the search for these children. LOCA TER is an advanced computer system with software that creates posters of missing children for local, statewide, or nationwide distribution. LOCATER uses e-mail, fax, and print functions to notify law enforcement, media, and the public of missing child cases. LOCA TER also speeds the creation of missing child posters as well as templates to create other posters such as wanted, reward, property, vehicle, crime alerts, and lineups. Through a Congressional mandate and United States Department of Justice Grant, the LOCA TER program provides all hardware, software, and dial-up access at no charge to law enforcement agencies responsible for investigating missing children cases. Specifically, the grant provides one Dell business computer, Hewlett-Packard scanner and printer, Earthlink dial-up access, Microsoft Office Small Business Edition, Dell's 3-year onsite support with lifetime 24 hour technical telephone support, Hewlett-Packard's 3-year warranty on printers and scanners, and a computer desk. Ownership and title to the equipment is transferred to the City upon acceptance and installation. The City of Miami Beach Police Department will be responsible for office supplies such as paper and printer ink cartridges. CONCLUSION It is recommended that the Mayor and City Commission adopt this Resolution and authorize entering into the Agreement that will allow the Police Department to receive this technology under the auspices of the NCMEC. Provide written documentation to setup and operate the LOCATER system. On-site training is not available. 3. Provide ongoing technical assistance on the use of the system. Comply with all reasonable requests from other law-enforcement agencies, as well as NCMEC, to aid in the search and recovery of missing children. Your agency is responsible for supplying all expendable items (office supplies) such as diskettes, printer paper and ink cartridges. 3. LOCATER requires an Internet connection to send or receive posters to other agencies. This can be via a dial-up connection, or through an existing network. If your agency chooses a dial-up connection, your agency must provide a dedicated analog telephone line at your expense. 4. If your agency elects to use LOCATER to send posters to facsimile machines through the optional broadcast fax service arranged by NCMEC (Xpedite Corporation), your agency will be responsible for the cost of sending facsimiles, currently 25 cents per poster. 5. NCMEC cannot support self-installed hardware or software.
