HomeMy WebLinkAbout2002-25041 Reso RESOLUTION NO. 2002-25041 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND OFFICIALLY ADOPTING THE BASIS OF DESIGN REPORT AND ADDENDUM #1, DEFINING AND DESCRIBING SERIES 2000 WATER AND SEWER BOND, 1999 GENERAL OBLIGATION BOND, AND 2000 STORMWATER REVENUE BOND FUNDED CAPITAL IMPROVEMENTS TO BE IMPLEMENTED THROUGH THE NAUTILUS RIGHT OF WAY IMPROVEMENT PROJECT. WHEREAS, the City has issued General Obligation (GO) Bonds and Water and Sewer Bonds and Stormwater Revenue Bonds, to provide funding for a number of needed capital projects to be constructed in various areas of the City to upgrade and improve the infrastructure for the purpose of providing better service to residents and visitors; and WHEREAS, construction funding allocated for these improvements for the Nautilus Neighborhood includes $693,686 in Series 2000 Water and Sewer Bond funds; $3,948,768 in 1999 GO Bond funds, and $6,601,773 in 2000 Stormwater Revenue Bond funds; and WHEREAS, on May 16, 2001, the Mayor and City Commission adopted Resolution 2001-24389 authorizing the execution of a contract, pursuant to Request for Qualifications (RFQ) No. 7-00101, with Reynolds, Smith & Hills, Inc. (the Consultant) for Planning Phase services for the Nautilus ROW Improvement Project; and WHEREAS, on December 19, 2001, the Mayor and City Commission adopted Resolution 2001-24682 authorizing the Amendment NO.1 to this contract, which added additional portions of Orchard Park to the scope of services; and WHEREAS, the total fee for the Planning Phase was $795,594, with $378,106 from General Obligation Bonds, and $230,953 from Series 2000 Stormwater Revenue Bonds, and $186,535 from Series 2000 Water and Sewer Bonds; and WHEREAS, Reynolds, Smith & Hills, Inc. and City staff have undertaken a profeSSional and comprehensive planning effort to identify and describe improvements in the Basis of Design Report (BOOR); and WHEREAS, on November 27,2001, and on January 31,2002, community design workshops were held to obtain input from residents with regard to the proposed improvements, and general consensus in support of the proposed improvements was obtained; and WHEREAS, on October 7, 2002, the BOOR was approved by the G.O, Bond Oversight Committee; and WHEREAS, upon City Commission adoption ofthe BOOR, Reynolds, Smith & Hills, Inc. will commence production of construction documents based on the improvements recommended in the BOOR. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve and adopt the Basis of Design Report and Addendum #1, defining and describing 2000 Water and Sewer Bond, and 1999 General Obligation Bond, and Series 2000 Stormwater Revenue Bond funded capital improvements to be implemented through the Nautilus Right of Way Improvement Project. Page V-7: Replace text for Lighting Upgrades (Orchard Park) to read as follows: As requested by Orchard Park residents at the Community Design Workshops, all cobra head lighting in the Orchard Park area will be removed and replaced with new acorn lighting on 12' decorative poles spaced approximately 120' on center (Figure V-4). The removal of existing cobra head lights and addition of new acorn lighting (within Orchard Park) is subject to final approval by the City of Miami Beach's Public Works Department. All new lighting improvements will comply with Chapter 20 of the IES Roadway Lighting Handbook. The acorn light fixture is the standard for the City of Miami Beach. The existing cobra head lights may be re-used for the Nautilus West lighting upgrades subject to the City's Public Works Department approving such use. This will be coordinated during the Design Phase. 6. General Clarification on Swale Regrading: Based on comments received at the GO Bond Oversight Committee Meeting of October 7, 2002 the following clarification is offered: Swales will be regraded throughout Nautilus East (Orchard Park) as well as Nautilus West. Swales that require regrading will be determined on case-by-case basis based on final survey information obtained during the Design Phase. 7. Page V-8: Replace text for Speed Table bullet to read as follows: A speed table is proposed for Meridian Avenue (subject to Miami-Dade County approval), just north of 44th Court (Figure V-5). A speed table is a slightly elevated flat area of asphalt, which extends the entire width of the road, and is approximately the length of one car. During the Design Phase, the placement of a Speed Table will also be investigated along Sheridan Avenue within the limits of this project. Both of the Speed Tables are subject to Miami-Dade County approval. The approval of Speed Tables and other traffic calming devices through Miami-Dade County is a multi-step process that includes; a notification process to affected property owners, temporary installation for a period of 90 days, evaluation after the 90 day trial period and final installation if the evaluation indicates that the device is working properly. Additionally, 2/3 of all affected property owners must be in agreement or the County will not permit the device. 8. Page 111-6: Replace text under Item 0 Basin 92 to read as follows: A gravity alternative, (see Figure 3-4) was evaluated for Basin 92. The gravity alternative includes upgrading the system with new pipes that range between 18-inch to 72-inch, and a new 72-inch outfall to be located on Arthur Godfrey Road discharging to the La Gorce Right-of-Way Improvements Basis of Design Report - Addendum 1 Page ADl-6 Biscayne Waterway. Thirty-two gravity wells are proposed for water quality. A total cost of $ 2,486,777 is estimated for this alternative. The original Stormwater Master Plan (as prepared by CH2M Hill) noted that a portion of Basin 92 (east of Alton Road) did not appear to have any drainage problems or require any drainage improvements. Since this area lies within Basin 92, the Consultant will investigate this further during the Design Phase and incorporate any drainage improvements if warranted. 9. Section 111-6: Replace text under Item D Basin 99 to read as follows: Basin 99 includes new pipes that range from 18-inch to 54-inch, eleven proposed gravity wells for water quality and 2 new outfalls of 48-inch and 54-inch will be on the same location of the existing outfalls (see Figure 3-6). The cost for this alternative is $797,927, This system includes an area of Alton Road (FOOT project), which has eight catch basins and four manholes that will be connected to the proposed gravity system of Basin 99. The incremental cost of including the Alton Road stormwater contribution and upsizing the proposed outfall from 36" to 54" is $19,013. The Consultant will assist the City in developing the requisite Joint Project Agreement to receive reimbursement for this amount form the Florida Department of Transportation (FOOT). Based on the analyses performed, the available budget can provide the construction of the drainage system for Basin 92, Basin 97, and Basin 99, to a level of flood protection of 5-year storm with 1" of total water quality treatment. The total estimated cost is $4,895,432 inclusive of the reimbursable amount by FOOT. 10. Item SummarY/Recommendation: On May 16m 2001, the City entered into an agreement with Reynolds, Smith and Hills, the AlE Consultant for the Nautilus ROW Improvement Project, to provide urban design, landscape architecture, and engineering services for the Nautilus ROW Right-of-Way Improvement Project. The AlE Consultant and City staff initiated a comprehensive planning process that included a review of historic information, neighborhood site visits, and inter-departmental staff and consultant visioning sessions. The Consultant then developed an initial program of recommended improvements presented at a Community Design Workshop (CDW #1) on November 27, 2001 at Nautilus Middle School. Public comment and feedback from this forum was analyzed and incorporated where appropriate in a revised plan, which was presented at a second Community Design Workshop (CDW #2) on January 31,2002 at Nautilus Middle School. At CDW #2, a substantial consensus among residents on the proposed program of improvements was achieved. The Consultant then finalized the program of improvements in the BODR, which was carefully reviewed by all applicable City Departments and refined as necessary. The next step is for the City Commission to review and approve the BODR, which will then serve as a basis for the preparation of construction drawinas for all recommended improvements. the G.O. ANALYSIS The Nautilus Neighborhood lies geographically in what is considered "Middle Beach", Its boundaries are Surprise Waterway to the north, Biscayne Bay to the west, Pine Tree Drive to the east and SR 1121 Arthur Godfrey Road/41 st Street to the south. The neighborhood is divided by the Biscayne Waterway. The east section of the Nautilus Neighborhood is locally known as Orchard Park. For purposes of this study the areas that are not within the scope of this project are SR 907 1 Alton Road, Pine Tree Drive and West 42nd Street from Prairie Avenue to Pine Tree Drive. The Project Kick-off Meeting was held on September 6, 2001. The official onsite reconnaissance meeting with City staff and Program Managers, Hazen and Sawyer, was held on September 10, 2001. Using information gathered from these meetings and other meetings as well as resident input collected at Nautilus G.O.Bond meetings held previously on March 27, 2000 and May 31,2000, the Consultant developed an initial program of City Commission Memo October 23, 2002 Nautilus BOOR Approval Page 2 recommended Stormwater and above ground G.O, Bond improvements, On November 13, 2001, the Consultant presented this program to City staff for comment and further development. On November 27, 2001, a revised program was presented at Community Design Workshop (COW) #1 held at Nautilus Middle School. Public comment and feedback from this forum was analyzed and incorporated, where appropriate, into a revised plan. This revised program was presented at Community Design Workshop #2 on January 31,2002 at Nautilus Middle School. At this meeting, a substantial consensus among residents on the proposed improvements was achieved. Additionally, the Consultant has worked to coordinate drainage improvements in the Nautilus Neighborhood with significant improvements currently being planned by the Florida Department of Transportation for Alton Road, which is a State Right-of-Way. This coordination effort is, in part, responsible for the amount of time elapsed between the final COW and the initial submission of the Basis of Design Report. The effort has required some changes to the Stormwater system to accommodate the Alton Road runoff. The goal is an upgraded and integrated drainage system with landscape enhancements in the Alton Road medians that is commensurate to surrounding City ROW. On May 23, 2002, the Consultant submitted a draft BOOR, the culmination of planning efforts. On July 29, 2002, a review meeting was held to address comments by City staff and Program Managers, Hazen and Sawyer. On October 2, 2002, the Consultant submitted the final BOOR. On October 7, 2002, the BOOR was approved by the GO. Bond Oversight Committee. Upon approval by the City Commission, the BOOR will serve as a basis for the preparation of construction drawings for all recommended improvements, BOOR HIGHLIGHTS The proposed improvements include improving Stormwater drainage in four Priority Drainage basins, upgrading all Priority Two water lines (there are no Priority One lines),and implementing above ground enhancements. Main pipes 21" along 46th Street (east to west) Outfall: 24" near 46th Street into Biscayne Waterway 22.68 acres of drainage area. BASIN 99A and 99B Drainage Area: 20.22 acres Bounded by Surprise Waterway on the North, Northern boundary of Basin 97 on the south, between Meridian Avenue and Michigan Avenue on the East, and between Bay Road and Alton Road on the West. Also encompasses 3.06 acres at Alton Road and W 47th Street, which was considered as part of FOOT's project # 407571-1-32-01. This area is being considered in the present project. Within the City-wide schedule of capital construction, the estimated design start date is November 2002 and the projected finish of construction is February 2005, This time period takes into consideration specific citywide scheduling issues that may add up to two months to the Project sequence. Further, the schedule is preliminary and may be adjusted. CONCLUSION City staff and the Project Consultant have successfully responded to the challenge of developing a program of improvements that maximizes the limited funding available, achieves basic infrastructure improvement goals, and enjoys the support of a majority of residents. The process of planning these improvements included extensive input from residents and the subsequent modification of initial plans to respond to that input. In addition, the process of identifying and prioritizing improvement needs has created a valuable record, which can be used to program further improvements if additional funding becomes available in the future, By approving the BOOR, the Commission will officially end the planning process for this neighborhood and finalize the design concept. Formal construction drawings will commence, An important feature of the BOOR approval is that no added input on the concept will be solicited nor changes made unless formal construction design efforts uncover flaws or errors in concept.
