RESOLUTION NO, 2002-25048
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE APPROPRIATION OF $55,777 IN
CITY OF MIAMI BEACH QUALITY OF LIFE/RESORT TAX
FUNDING FROM FISCAL YEAR 2001/2002 FOR THE
PURPOSE OF FUNDING TOURISM ORIENTED PROJECTS
IN THE NORTH BEACH AREA; SPECIFICALLY FOR
IMPROVEMENTS TO THE NORTH SHORE TENNIS CENTER
PROJECT,
WHEREAS, in 1992, the City of Miami Beach voters agreed to a one
percent increase in the resort tax collection on hotel room rent; and
WHEREAS, half of the one percent was to create public incentives for a
Convention Center Headquarter Hotel, and the other 50% was designated for the
promotion of Quality of Life (Q.a.L.) tourism related activities and facilities; and
WHEREAS, that 50% Quality of Life increment has been equally split in
thirds for improvements in the North, Middle and South Beach communities; and
WHEREAS, since 1995, North Beach Development Corporation has
assisted the City in prioritizing projects to be implemented; and
WHEREAS, public meetings were held on February 6 and 27, 2002, to
reach community agreement on how best to expend the funds of Fiscal Year (6)
2000/2001 Quality of Life/Resort Tax funds available for the North Beach
community; and
WHEREAS, during this process NBDC committed funding $55,777.00 of
Quality of Life funds from Fiscal Year (7) 2001/2002 to complete the North Shore
Tennis Center project; and
WHEREAS, the City Commission approved NBDC's recommendation at
their meeting of March 20, 2002 through the adoption of Resolution 2002-24802;
and
WHEREAS, the construction of the North Shore Park and Youth Center
Project is well underway; and
WHEREAS, the scope of the project generally comprises the construction
of the ball fields, tennis center, 12 tennis courts, a practice court, and a
maintenance building. A new gymnasium, youth center and entry plaza are also
part of the project; and .
WHEREAS, the construction close-out is estimated for the summer of
2003; and
WHEREAS, at this time, the cost of construction of ten (10) of the twelve
(12) tennis courts is funded; and
WHEREAS, the appropriation by the Mayor and City Commission of the
$55,777 in Quality of Life funds will allow the addition of the two (2) unfunded
tennis courts in the Project, and will fulfill the commitment made by the
Commission on March 20, 2002 to completely fund the tennis improvements at
the North Shore Park and Youth Center.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission herein approve and authorize the appropriation of
$55,777.00 in City of Miami Beach Quality of Life/Resort Tax funding from Fiscal
Year 2001/2002 for the purpose of funding tourism oriented projects in the north
beach area, specifically for improvements for the North Shore Tennis Center
project.

ANALYSIS
In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection on
hotel room rent. Half of the one percent was to create public incentives for a Convention Center
Headquarter Hotel, and the other 50% was designated for the promotion of Quality of Life (Q.O.L.)
tourism related activities and facilities. That 50% Quality of Life increment has been equally split in thirds
for improvements in the North, Middle and South Beach communities.
Since 1995, NBDC has assisted the North Beach community in prioritizing projects to be implemented.
Participation from all parts ofthe community is encouraged; public meetings are advertised and held to
develop the project ''wish list". Consensus is built through these workshops to fund projects that will
yield the greatest benefits for the community at large. In an attempt to formally annualize the funding
recommendation proces~ NBDC has targeted the months of February and March to review applications
and recommend funding to the City Commission.
Public meetings were held on February 6 and 27, 2002, to reach community agreement on how best to
expend the funds of Fiscal Year (6) 2000/2001 Quality of Life/Resort Tax funds available for the North
Beach community, During this process NBDC committed funding $55,777.00 of Quality of Life funds
from Fiscal Year (7) 2001/2002 to complete the North Shore Tennis Center project. The City
Commission approved NBDC's recommendation at their meeting of March 20, 2002 through the
adoption of Resolution 2002-24802.

CONCLUSION
Based on the aforementioned, the Administration recommends approving the Resolution which
appropriates Quality of Life funds from Fiscal Year (7) 2001/2002 in an amount of $55,777.00 for the
purpose of funding tourism oriented projects in the North Beach area, specifically to complete the North
Shore Tennis Center project.
