A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING
FOR DECEMBER 11, 2002, TO CONSIDER A WAIVER OF
DEVELOPMENT REGULATIONS PURSUANT TO SECTION 142-425
(d) OF THE LAND DEVELOPMENT REGULATIONS FOR THE
PROPOSED TEMPORARY BANNER PLACEMENTS, LOCATED AT
CITY HALL 1700 CONVENTION CENTER DRIVE, MIAMI BEACH,
FLORIDA AND 16th STREET PARKING GARAGE, LOCATED AT 16th
STREET AND CONVENTION CENTER DRIVE, MIAMI BEACH, SAID
WAIVER UNDER CHAPTER 138 OF THE LAND DEVELOPMENT
REGULATIONS.
WHEREAS, the Residential Committee of the Mayor's Blue Ribbon Task Force on Tourism
identified the need for the resident - focused marketing/public relations campaign that emphasized
tourism's benefits to our community, including the need to celebrate our community's diversity and re-
instill the importance of hospitality towards our visitors, and towards one another; and
WHEREAS, the Miami Beach: Y ours/Mine/Ours is a grass roots community spirit campaign,
broadly supported by industry professionals, community leaders, civic organizations and media; and
WHEREAS, the campaign calls for large scale murals placement on the sides of buildings; and
WHEREAS, City Hall located at 1700 Convention Center Drive, Miami Beach and the 16111
Street Parking Garage located at 16th Street and Convention Center Drive, Miami Beach are both public
buildings; and
WHEREAS, pursuant to Section 142-425 (d) and (e) the Mayor and City Commission may
waive temporary signage regulations following a noticed public hearing advertised in a newspaper at least
fifteen (15) days prior to the hearing, and in order to meet this noticing requirement, a public hearing must
be set at today's Commission meeting for December 11, 2002,
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that a Public Hearing shall be held on December 11,
2002, to consider the above request for waiver of development regulations in the City Commission
Chambers at 1700 Convention Center Drive, Miami Beach, Florida and the City Clerk is hereby
authorized and directed to publish and distribute the appropriate p lie notice of said public hearing at
which time all interested parties will be heard,

ANALYSIS
At the conclusion of its efforts, the Residential Committee of the Mayor's Blue Ribbon Task
Force on Tourism identified the need for the resident - focused marketing/public relations
Campaign that emphasized tourism's benefits to our community, including the need to
celebrate our community's diversity and re-instill the importance of hospitality towards our
visitors, and towards one another,
The campaign, which debuted on October 17, 2002, is designed to run for at least 18
months to two years, and is the result of a watershed collaboration among the private and
public sectors, public-spirited members of the Miami Beach community, leaders in the
tourism industry and media partners, Motivated by the results and recommendations of the
Mayor's Blue Ribbon Task Force, this campaign continues to gain momentum.
Miami Beach: MinelYours/Ours, is the theme of the community spirit campaign, It is the
creation and brainchild of Think Penny and its principals, Judy Penny and Remy Frances.
Recruited by Peter Rickman, Think Penny has continued to provide, pro bono, designs,
production oversight, budget review and continual support and collaboration with all
partners.
The bilingual campaign will use initials MB as a logo and the designs will thus feature
events, locations and personalities represented by MB-, Examples of the more than 100
possible MB options already photographed and ready for installation include: My Bodega,
My Ballet and My Boardwalk,

Peter Rickman initiated first steps and early in the process the VCA took lead responsibility
for support for this effort, bringing potential partners to the table,
The Service and Attitude committee of the Mayor's Blue Ribbon Task Force, chaired by
Orlando Velazquez and Steven Haas, quickly became another partner in the campaign,
with plans to use the Mine/Y ou rs/Ours concept as the theme for a campaign for the tourism
industry.
The GMCVB agreed to full financial and programmatic support. At a June
2002 meeting, both the VCA and GMCVB awarded $50k each to fund production of design
elements, and to provide professional, conceptual, moral and programmatic support,
Media partners SunPost and Charter Communications stepped in to offer free space and
free airtime for the campaign, Jeff Kaplan offered space in Welcome Magazine as another
opportunity, The Miami Dade Transit Authority agreed to carry the Miami Beach visual
message inside busses for the month of October and possibly beyond -- for free. Banners
will fly from poles on major thoroughfares, Bus shelters will carry the message, ACT
productions is in the process of filming both a Public Service Announcement and Public
Service Video, The PSA will be introduced by high-profile celebrities and is designed to air
in both 30- and 60 -second increments, In addition, Meetings are ongoing with the Miami
Herald,
Phase one of the campaign included a press launch at the Abbey Hotel on October 17,
2002, A launch of first phase of PSA, installation of vivid and colorful images on available
spaces, including super graphics on the sides of public buildings, installation of banners on
light poles and art production in bus shelters, as well as, installation of images inside
Miami-Dade County buses, Engagement and training of volunteers, from throughout the
Miami Beach community, including the tourism division of Miami Beach High School.
Phase two of the campaign includes the launch of service and attitude training video with
live training by Steve Haas and Tuscan Steak players, onsite for hotels and other service
business, The development of an online service "manual" committed distribution
collaboration of Greater Miami and the Beaches Hotel Association and Stuart Blumberg
and the Miami Beach Chamber of Commerce, The additions of testimonials to PSA and
training video.
Phase three will include solicitation of community engagement and additional donated
support, and support of stronger festival season events,
This campaign has the capacity to galvanize the entire community, as it brings the diverse
and complex members of the community together to laud one of the greatest cities in the
world: Miami Beach, The campaign will re-instill pride throughout Miami Beach, as a
premier tourist destination, recognized worldwide for friendliness and pride-of-place,
On September 9, 2002, the Land Use Committee reviewed the request for a large scale
banner and recommended the Administration explore a waiver for their placement on
governmental buildings, Additionally, a motion was made to refer an ordinance to the

Planning Board that allows non-commercial banners related to the City of Miami Beach,
non-profit organizations or governmental activities and further requested the Administration
to develop criteria for type of buildings eligible to be placed only on blank walls not
obstructing architectural features with an approval process to occur in a setting that affords
public comment and with a limit of the number of buildings displaying such banners at any
one time, the length of time (3 months) and the number of times to four (4) in a one year
period,
The committee recommended pursuing a temporary waiver of signage regulations
pursuant to Section 142-425 (d) and (e) the Mayor and City Commission waive temporary
signage regulations following a noticed public hearing advertised in a newspaper at least
fifteen (15) days prior to the hearing, and in order to meet this noticing requirement, a
public hearing must be set at today's Commission meeting for December 11, 2002,
CONCLUSION
The Mayor and City Commission should adopt the resolution to set a public hearing on
December 11, 2002 to consider a waiver of pursuant to section 142-425 (d) of the land
development regulations for the placement of large scale murals on the side of City Hall
and 16th Street Garage, located in the City Commission Chambers, and at 1700
Convention Center Drive, Miami Beach, Florida,
