A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, WAIVING, BY 517THS VOTE, THE FORMAL BID
PROCESS, FINDING SUCH WAIVER TO BE IN THE BEST INTEREST OF THE
CITY, AND AUTHORIZING THE ADMINISTRATION TO ISSUE A STANDING
ORDER TO BELLSOUTH TELECOMMUNICATIONS, INC., IN THE AMOUNT OF
$63,338.00 PER MONTH, UNDER A MONTH-TO-MONTH BILLING
ARRANGEMENT, DURING FY2002-2003, TO PROVIDE THE CITY OF MIAMI
BEACH WITH CITY-WIDE LOCAL TELEPHONE SERVICES UNTIL SUCH TIME
THAT THE CITY AWARDS A CONTRACT AS A RESULT OF A COMPETITIVE
BIDDING PROCESS.
WHEREAS, the City is presently on a month-to-month billing for BellSouth
Telecommunications, Inc, for City-wide local telephone services; and
WHEREAS, the City plans to issue a new bid for voice service during FY2002-2003,
which should take no longer than six (6) months; and
WHEREAS, a new Standing Order for BellSouth Telecommunications, Inc, is
required to cover the month-to-month costs, during FY2002-2003, until the City awards a
new contract for voice services as a result of the competitive bidding process,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission waive, by 5/7ths vote, the formal bid process, finding such waiver to be in the
best interest of the City, and authorize the Administration to issue a Standing Order to
BellSouth Telecommunications, Inc" in the amount of $63,338,00 per month, under a
month-to-month billing arrangement, during FY2002-2003, to provide the City of Miami
Beach with City-wide local telephone services until such time that the City awards a
contract as a result of a competitive bidding process,

ANALYSIS
Currently, BellSouth Telecommunications, Inc., provides local telephone services to all City
Departments via the following BellSouth Telecommunications services: Custom Calling
Features, Directory White Pages, Flat Rate Business Lines, Direct Dial Lines (DID), ESSX
and Multiserve Lines for outlying City Departments, FX Service, Measure Rate Business
Service, Megalink Channel Service, Primary Rate ISDN, and Flat Rate PBX trunks,
These local telephone services which are provided by BellSouth Telecommunications,lnc"
are under a month-to-month billing. They are operational at all City facilities and these
BellSouth Telecommunications, Inc. services are satisfactory,
The current billing is on a month-to-month basis, therefore, the City does not benefit from
discounts. The costs for the local telephone services are $58,338.00 per month plus
$5,000 for moves, adds, and changes, for a total of $63,338.00 per month,
In order to maximize the discount available for local telephone services, the City of Miami
Beach City Commission has requested that the City issue a Bid for voice services during
FY2002-2003 which should take no longer than six (6) months, The Bid will allow the City
to enhance telecommunication services and benefit from the rewards of competitive
bidding,
CONCLUSION
The Administration recommends authorizing the Mayor and City Commission of the City of
Miami Beach, Florida, to waive, by 5/7ths vote, the formal bid process, finding such waiver
to be in the best interest of the City, and authorizing the Administration to issue a Standing
Order for BellSouth Telecommunications, Inc., in the amount of $63,338,00 per month, for
a month-to-month billing arrangement, during FY2002-2003, to provide the City of Miami
Beach with City-wide local telephone services, until such time that the City awards a
contract as a result of a competitive bidding process,
