RESOLUTION NO. 2002-25069
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE RENAMING OF
THE BA YSHORE GOLF COURSE TO THE MIAMI BEACH GOLF CLUB
AND PROVIDING SAID NAME CHANGE SHALL TAKE EFFECT TEN
(10) DAYS AFTER THE ADOPTION OF THIS RESOLUTION.
WHEREAS, for the past several years, the City has been planning the
reconstruction of the Bayshore Golf Course, clubhouse and, related facilities; and
WHEREAS, an integral component of this comprehensive revitalization has been
the development of a marketing campaign designed to attract residents, hotel tourists, and
day guests to play the course in numbers sufficient to generate the revenue necessary to
cover operational costs and debt service; and
WHEREAS, it is the opinion of Professional Course Management and the
Administration that, because of the major improvements made to the golf course and the
exceptional product being developed, this is an excellent opportunity to reposition the golf
course not only in the local golf market, but also in the national and international market;
and
WHEREAS, to accomplish this objective, it is necessary to change the name of the
Bayshore Golf Course to be more representative of its current status; and
WHEREAS, the City's Golf Advisory Board has recommended that the Bayshore
Golf Course be renamed the Miami Beach Golf Club based on the clean simplicity of the
name, which unmistakably indicates its location and function; and
WHEREAS, this recommendation was discussed by the members of the City's Golf
Advisory Board at their meeting of July 2,2002, and they unanimously approved the name
change to the Miami Beach Golf Club; and
WHEREAS, the issue of amending Chapter 82 entitled "Public Property" which
governs the City's ability to name or rename public facilities, as well as the above-
referenced name change, was also discussed at the Community Affairs Committee
meeting on October 15, 2002, with members in attendance voting unanimously in support
of both the Ordinance amendment and name change and recommended the item be
presented to the full Commission for approval; and
WHEREAS, on October 23, 2002, on first reading, the Mayor and Commission
approved the Ordinance amending the provisions of Chapter 82 of the City Code
concerning the naming or renaming of public facilities to allow for said renaming without a
referendum and scheduled a public hearing and second and final reading for November
13,2002; and
WHEREAS, the name change of the Bayshore Golf Course to the Miami Beach Golf
Club shall become effective ten (10) days following the adoption of this Resolution in order
to coincide with the effective date of the above-referenced Ordinance amendment.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Bayshore Golf Course
shall be renamed the Miami Beach Golf Club and said name change shall take effect ten
(10) days after the adoption of this Resolution in order to coincide with the effective date of
the Ordinance amending the provisions of Chapter 82 of the ity Code concerning the
naming or renaming of public facilities to allow for said rena 'thout a referendum.

NOTICE IS HEREBY given that a publiC hearing will be held by
the City Commission of the City of Miami Beach. in the
Commission Chambers, 3rd floor. City Hall, 1700 Convention
Center Drive, Miami Beach. Florida. on Wednesday, November
13,2002 at 10:16 a.in., approving the renaming of the Bayshore
Golf Course to the Miami Beach Golf Club; said name change
shall take effect ten (10) days following the adoption date of the
ordinance amending Chapter 82 of the City Code entitled "Public
Property" by amending Article VI entitled "Naming of Public
F'icilities and Establishment of Monuments or Memorials.

Condensed Title:
A resolution approving the renaming of the Bayshore Golf Course to the Miami Beach Golf Club effective
ten (10) days after the adoption of the Resolution to coincide with the Ordinance amending Chapter 82 of
the City Code eliminating the requirement of a referendum when the facility being named is City owned and
the proposed name includes the name of the City and the function of the facility (for example, Miami Beach
Golf Club).
Issue:
Shall the City rename the Bayshore Golf Course to the Miami Beach Golf Club to take advantage of the
excellent opportunity to reposition the newly constructed golf course not only in the local golf market but
also in the national and international market and enable the City and our Golf Management firm to establish
a marketing campaign designed to attract residents, hotel tourists and day guests to play the course in
numbers sufficient to oenerate the revenue necessarv to cover operational costs and debt service.
Item Summary/Recommendation:
On October 23, 2002, the Mayor and Commission approved an Ordinance on first reading amending
Chapter 82 of the City Code eliminating the requirement of a referendum when the facility being named is
City owned and the proposed name includes the name of the City and the function of the facility (for
example, Miami Beach Golf Club) and scheduled a public hearing and second and final reading for
November 13, 2002. Additionally, it has been recommended by the City's Golf Course Management firm,
the City marketing consultants and various City Committees that changing the name of the Bayshore Golf
Course to the Miami Beach Golf Course would be in the City's best interest to ensure maximum brand
name recognition and promote play at the newly constructed golf course. The Administration recommends
the name chance to better market the new coif course world-wide.
Adviso Board Recommendation:
The issue of changing the name of the Bayshore Golf Course was discussed extensively by the City's Golf
Advisory Board at its July 2, 2002 meeting. At the conclusion of the discussion the Board voted
unanimously to change the name to the Miami Beach Golf Club. The proposed name change and
Ordinance amendment were also discussed at the Community Affairs Committee meeting of October 15,
2002. Following a discussion the Committee supported the Ordinance amendment as recommended,
endorsed the name change of the Bayshore Golf Course to the Miami Beach Golf Club and recommended
the Ordinance amendment and name chan e be forwarded to the full Commission for a roval.

ANALYSIS
For the past several years the City has been planning the reconstruction of the Bayshore
Golf Course, clubhouse and related facilities. An integral component of this comprehensive
revitalization has been the development of a marketing campaign designed to attract
residents, hotel tourists and day guests to play the course in numbers sufficient to generate
the revenue necessary to cover operational costs and debt service.
The City's golf course management firm, Professional Course Management, has been
working closely with the Administration to develop a marketing plan that will accomplish this
goal. One of the recommendations of Professional Course Management and their
marketing consultant retained to assist in this project was to change the name of the golf
course.
It was their professional opinion that due to the years of poor condition the Bayshore Golf
Course has a critically negative reputation among the golfing public and therefore our
marketing efforts would be seriously impeded, regardless of the substantial investment and
improvements made to the course if the name were not changed.
It was also the opinion of Professional Course Management and the Administration that
because of the major improvements made to the golf course and the exceptional product
being developed it was an excellent opportunity to reposition it not only in the local golf
market but also in the national and international market. To accomplish this objective it
was necessary to change the name of the course to be more representative of its current
status. It was recommended that the Bayshore Golf Course be renamed the Miami Beach
Golf Club. This recommendation is based on the clean simplicity of the name, which
unmistakably indicated its location and function.
