A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE ADMINISTRATION TO ISSUE A STANDING ORDER TO FLORIDA
MUNICIPAL EQUIPMENT, INC., PURSUANT TO SECTION 2-367(C) OF THE CITY OF MIAMI
BEACH CODE, AS THE SOLE AUTHORIZED DISTRIBUTOR OF MADVAC EQUIPMENT, FOR
THE PURCHASE OF TWO VACUUM LITTER COLLECTION MACHINES AT A TOTAL COST OF
$81,990.
WHEREAS, many of the multifamily residential areas throughout the City have cars parked most of
the time; therefore, mechanical sweeping of those areas is not possible; and
WHEREAS, the Sanitation Division of the Public Works Department has relied on manual sweeping
crews to remove the litter trapped between park cars and the curve, which is a slow and inefficient
process that consumes a significant amount of labor hours; and
WHEREAS, in order to become more effective and efficient in collecting litter in areas where cars are
parked all the time, the Sanitation Division has extensively researched and tested various vacuum litter
collector machines from five (5) major U.S. manufacturers; and
WHEREAS, after researching and testing ten (10) vacuum litter collector machines ranging in cost
from $42,000 to $150,000, the Sanitation Division concluded that the MADVAC Model XL-600 ("XL-600")
is the only equipment available to meet the City's requirements; and
WHEREAS, the XL-600 is designed specifically to deal with constraints caused by the amount of
vehicles constantly parked on city streets -- this high capacity vacuum is able to pick-up litter around
parked cars quickly and efficiently; and
WHEREAS, the manufacturer, MADVAC, is the largest North American manufacturer of vacuum litter
collection equipment, and has been producing this type of equipment for more than 15 years; and
WHEREAS. MADVAC has confirmed that Florida Municipal Equipment is the sole authorized
distributor of the XL-600, as well as the sole source for parts and service in the State of Florida; and
WHEREAS, the XL-600 provides a unique method of working over the top of parked vehicles to allow
an operator to clean the hard-to-reach areas of the street between the parked car and the curb as well as
between parked cars; and
WHEREAS, the Administration has reviewed Section 2-367(c) of the City Code and has determined
that the aforestated purchase complies with the sole source purchasing requirements therein.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach,
Florida, authorize the Administration to issue a standing order to Florida Municipal Equipment, Inc.,
pursuant to Section 2-367(c) of the Miami Beach City Code, as th ole authorized distributor of
MADVAC equipment, for the purchase of two vacuum litter collection ma hi s a otal cost of $81,990.

Item Summary/Recommendation:
The City's Sanitation Division has traditionally relied on manual sweeping to remove the litter trapped
between parked cars and the curb. This is a slow and inefficient process that consumes a significant
amount of labor hours.
I n order to become more effective and efficient, the City's Sanitation Division has researched and tested 10
high capacity vacuum litter collector machines from all the major U.S. manufacturers ranging in cost from
$42,000 to $150,000. After all this research, it concluded that the Madvac model XL-600 ("XL-600") is the
only equipment available to meet the City's requirements. The XL-600 is designed specifically to deal with
constraints caused by the amount of vehicles parked on City streets -- this vacuum litter collector is able to
pick-up litter around parked cars quickly and efficiently.
The XL-600 has a unique design that extends over the top of parked vehicles to allow an operator to clean
the hard-to-reach areas of the street between the parked car and the curb, as well as between parked cars.
The XL-600 is also fitted with a dual vacuum inlet hose placed on opposing sides of the machine that allow
equally effective operation from either the right or left hand side.
The cost of each unit is $40,995, which includes a one year 100% parts and labor on-site warranty.

ANALYSIS
Many of the multifamily residential areas throughout the City have cars parked most of the

CONCLUSION
The Administration recommends that the Mayor and City Commission, waive by 517ths
vote, the formal bid process, finding such waiver to be in the best interest of the City, and
authorizing the Administration to issue a standing order to Florida Municipal Equipment,
Inc., the sole authorized distributor of MADVAC, for the purchase of two vacuum litter
collection machines at a total cost of $81,990.
